This meeting combined an afternoon study session with an evening regular meeting. The study session focused on a proposed text-messaging service (Text MyGov), a legal review of e-scooter liability, a discussion of a trap-neuter-return (TNR) ordinance for cats, raises for police and fire supervisory employees, and potential increases to the city's franchise fees. The regular meeting included public hearings, ordinances on animal control and other code updates, and several resolutions.
All right, good afternoon, everybody. We are going to start our study session. First, we have a vir uh virtual presentation from Text MyGov. Landon back is joining in with us online. Council, I provided uh the first eight pages of the document that he provided me. Um the last pages of the document is the actual contract. If the council decides to move forward, um, we'll put it on for the next agenda. Um, and then I have that language there. Um so Landon, I will turn it over to you for your presentation. Do you have a link for the I will? Roger, I'll email it to you right now. Okay. Well, I appreciate you guys allowing me 10 minutes today. Um, I I know that I've uh I've presented to the mayor a couple times and uh where we are servicing the the county as well. Uh she mentioned you guys may be familiar with TexMyGov Um already, but I did want to just open up for uh the time for a couple questions before I I dived in my presentation here. Was there any questions specifically on the program or or anything you viewed thus far? Everybody it'd probably for my sake it'd be better that you gave your presentation than ask about a question, I would imagine. Okay. Okay. Yeah, we can just get started here and uh let me just share my screen. Okay, so the focus of the presentation really is just uh the main benefits of text mygov. So our main focus will be helping council boss modernizing their communication methods in implementing uh text messaging to communicate with residents. Uh one of the benefits to text mygov would be that we can instantly import just over 18,000 residents' contacts uh to instantly receive text messages and any updates the city would like to send out to them. Other benefits include improved response times, reduce call volume, and uh just fostering transparency and and trust. Um let's focus on the challenges of of current communication channels. Um so, first of all, we have declining email engagement. Umgagement is dropping rapidly with how many people are checking their email and what and how many how much of their email is routed to spam. Uh call tree challenges. Um they often have longer wait times and and put uh residents in in uh higher call volume and and just putting pressure on staff resources to answer the phone, uh limited accessibility hours. I'm sure um certain departments there where you guys are open generally nine to five, that answering what residents' questions and answering the phones takes up a good chunk of your day. One big benefit to TexMyGov is uh when residents ask questions and report issues. Uh it does operate 24-7, so all those responses will be handled with our automated response. So that helps alleviate staff time and and uh and helps agencies like like yourself that that work on limited business hours. Um next, let's focus on the impact of us importing 18,000 residents. Um based on our estimates, it looks like council bluffs. I'm just gonna pull up the specific number of households you guys would have. So it looks like approximately you guys have just over 26,000 households. Uh text mygov would instantly be able to reach uh just over 18,000 of those residents. Um we do send out a welcome text letting them know that if they want to be involved in receiving text from from council bluffs, all they simply have to do is reply yes. If not, they will no longer receive text. But we often see a high number do stay in the program just because they're they're texting in general on a daily basis, and it's coming from a trusted source like the city office. So with the 18,000, uh, you may get some people that reply no to opt out, but we we we typically see about an 80 to 85 percent retention rate on that welcome text that it's gonna go out to 18,000 residents. So right off the bat, you guys would get that instant um engagement with those citizens there. Um let's talk about efficiency and staff impact. Uh text my gov has been proven to reduce inbound calls, improve response times, and just provides a centralized keep communication management where uh all departments that that need can have access to text my gov. Um we can route requests to the correct department and and answer their frequently asked questions with with automated responses. Um proved accessibility. So where as we talked about residents are texting generally on a daily basis, text by gov offers a 24-7 service where they can ask questions and report issues and receive automated response. This helps them improve engagement and trust with with your city communications. Uh one thing about text by gov that sets us apart is we do uh provide unlimited access uh throughout your city.
