0:08

Study session agenda.

0:09

Kim, do you want to introduce Mark for the linkage of study?

Speaker 2

0:12

Yeah, thank you.

0:14

First, I want to take a moment to introduce Jim also.

0:17

Jim Borner with MAPPA was the PM on this project.

0:20

So thank you to him and Mark Meisinger from FHU.

0:23

There were some extensive delays on this study due to waiting for a stops modeling.

0:28

We wanted to make sure we had the most accurate data, but they have both seen it through to the end.

0:33

Here we are.

0:34

It would have been on the consent agenda for you to receive and file, but we are waiting on the finer letter solid final letter of acknowledgement from the FTA.

0:47

So once we have that, I will submit it to the council for receive and file.

0:52

And also I wanted to mention since Mayor Shudak is not here tonight that she's waiting until the 2050 comp plan is complete before deciding what pieces and parts of this study to implement.

1:04

So Mark with FHU.

Speaker 3

1:09

Can you press the forward button and see if it'll change real quick?

Speaker 4

1:14

This button.

Unassigned speaker

1:15

Yeah.

Speaker 3

1:16

Okay.

Speaker 4

1:18

All right.

1:19

Thank you.

1:20

Mark Meisinger, fellas for Oliveig.

1:22

Do you need to spell my name?

1:24

No, we're good.

1:25

Okay.

1:26

Hello.

1:27

So as Kim mentioned, we've uh I think it's been two and a half years we've been working on this project.

1:34

Um I know a number of you have been involved in that, so thank you for being part of the project and being part of our uh community advisory committee.

1:43

Um let's get right into

Unassigned speaker

1:46

it.

Speaker 4

1:46

Uh so this was called the linkages study, and that comes from planning and environmental linkages or PEL.

1:53

Um that is a process that the federal government has that you can go and do basically pre-NEPA, the National Environmental Protection Act.

2:03

So if you have federal funds, you have to go through and do a bunch of environmental study.

2:08

This allows you to do some of that work before you get into the NEPA process before it's approved.

2:14

Um sometimes that's because you're not sure what the project may be or what where the funding might come from, so it allows you to do some of that pre-NEPA work in the planning stages.

2:24

Um this project was to look at uh safe and efficient multimodal transportation options between downtown council bus and downtown Omaha.

2:34

Um just say here the results don't obligate you as a city to any future projects.

2:40

It's up to you at that time to decide what you would want to go forward with, if anything.

2:48

Um of the slides they're gonna see here are from our public meeting that we had um a few months ago in July.

2:56

Uh so this is purpose and need.

2:58

So again, the purpose we just mentioned.

Unassigned speaker

3:00

Um,

Speaker 4

3:01

some of the project needs were to enhance accessibility and safe travel for those users between downtown Omaha and downtown council bluffs.

Unassigned speaker

3:10

I

Speaker 4

3:11

want to improve mobility, and then maximize economic development opportunities.

3:15

So some of the conversations were around, you know, if you

Unassigned speaker

3:18

have

Speaker 4

3:18

some sort of transit project in council bluffs, you know, how does that how does that improve or or maximize the potential to build new buildings or new developments?

3:31

Um this is a screening process for that PEL process that I mentioned.

3:36

Um kind of start on the left side with a lot of alternatives, a lot of options.

3:42

Um you're trying to identify that purpose and need, what you're trying to do with the project if you've studied it previously, and then go through and look at different evaluation criteria which we developed with our committees, um looking at a range of alternatives, so a lot of different options, and then trying to narrow that down as you go through the process.

Unassigned speaker

4:01

Um

Speaker 4

4:01

I will point out there's kind of a line there that shows where you go from what would be called a level one evaluation to level two, and that's where the NEPA process would start.

4:10

And so we in this project are at the end of the level one evaluation.

4:16

Um this doesn't necessarily have any particular recommendations, uh, but the idea is that you cover like you carry a couple different alternatives potentially into the NEPA process so you can study them at that time more fully.

Unassigned speaker

4:32

Uh

Speaker 4

4:32

this is just our study area from um you

Unassigned speaker

4:35

know

Speaker 4

4:35

council bluffs on the right side, downtown to downtown Omaha on the left.

4:40

Uh just wanted to point out we've got two kind of boxes here.

4:44

The inside box is what we call our alternative study area.

4:47

It's a smaller area.

Summary of Proceedings

Council Bluffs City Council Study Session and Regular Meeting - September 28, 2026

The Council Bluffs City Council held a study session followed by a regular meeting on September 28, 2026. Mayor Shudak was absent; the Mayor Pro Tem presided. The study session focused on the Linkages Study, a multimodal transportation planning effort between downtown Council Bluffs and downtown Omaha. The regular meeting included consent agenda items, public hearings, ordinance readings, and resolutions concerning fire supervisory wages, termination of a targeted jobs tax credit, and acceptance of a grant for a downtown planning storefront.

Consent Calendar

  • Approved the consent agenda as a block, which included items 4C (rezoning for a dental clinic expansion near South Sixth Street), 4D (rezoning for contractor microflex spaces near Camping World/27th Avenue), 4E (rezoning the Driftwood Inn for a medical spa), and 8G (acceptance of a $50,000 Iowa West Foundation grant for the 'Elevate CB' public outreach storefront at the Chamber of Commerce building). All items were approved unanimously by voice vote.

Public Comments & Testimony

  • No members of the public addressed the council during the citizen's request or public hearing periods.

Discussion Items

  • Linkages Study (Study Session): Mark Meisinger of FHU presented the final study, which evaluated safe and efficient multimodal transportation options between downtown Council Bluffs and downtown Omaha. The study identified four alternatives: Broadway BRT, First Avenue BRT, Second Avenue BRT, and First Avenue Streetcar. Ridership projections ranged from 1,000 to 1,500 daily boardings by 2050. Costs varied from $39 million (BRT options) to $148 million (streetcar). Council members expressed concerns about cost-effectiveness given low projected ridership and noted the need to reassess current bus routes. The study is awaiting final FTA approval and will be considered alongside the 2050 comprehensive plan.
  • Fire Supervisory Wage Increase (Resolution 26-215): The council debated the appropriate wage increase for fire supervisory employees. The original resolution proposed 2.5%. After discussion noting that firefighters received 3.25% and 4.25% in arbitration (for non-paramedic and paramedic positions), a council member moved to amend the resolution to 3.75% (splitting the difference) to maintain a pay gap of at least 20% above the top captain and to stay within budget. The amendment passed, and the resolution as amended was approved.
  • Termination of Targeted Jobs Tax Credit (Resolution 26-327): The council discussed the settlement with IceCap Cold Storage and Pollard Games for failing to meet job creation targets. Council members expressed concern that the companies were significantly under their promised employment numbers and requested that future incentive applications be scrutinized more closely. The resolution to terminate the tax credit program for these companies was approved.

Key Outcomes

  • Consent Agenda: Approved by voice vote (all in favor).
  • Public Hearings: Approved the recycling center renovation plans (Resolution 26-325) and the Bungie Ev subdivision final plat (Resolution 26-326), both by voice vote.
  • Ordinances:
    • Ordinance 6704 (animal control code cleanup) approved on second reading.
    • Ordinance 6699 (Black Hills Energy franchise fee) and Ordinance 6700 (MidAmerican Energy franchise fee) each approved on second reading. Third reading was waived for both ordinances after a successful supermajority vote.
  • Resolutions:
    • Approving a 3.75% wage increase for fire supervisory employees (Resolution 26-215, as amended). Vote: all in favor.
    • Terminating the targeted jobs withholding tax credit program for IceCap and Pollard Games (Resolution 26-327). Vote: all in favor.
    • Authorizing the mayor to execute an FBI Title 21 request (Resolution 26-328). Vote: all in favor.
    • Authorizing a memorandum of agreement with the DEA (Resolution 26-329). Vote: all in favor.
    • Confirming Michelle Houston as the city's representative for collective bargaining (Resolution 26-330). Vote: all in favor.
    • Amending the city's procurement policy for federally funded projects (Resolution 26-331). Vote: all in favor.
    • Accepting the Iowa West Foundation grant for the downtown plan storefront (Resolution 26-332). Vote: all in favor.
  • Other: Approved applications for permits and a special event permit (items 8A1-6 and 9A1-3, 6, 9B) by voice vote.
  • Executive Session: The council moved into executive session to discuss matters related to the FBI and DEA memoranda (Title 21 and MOU).
