0:16

0:22

Um slide, so let's fled please.

0:29

The pledge of agents to the five of the United States of America.

0:33

And to the Republic for which it stands.

0:36

One nation under God individual delivery and justice for all.

0:46

Aldermanis.

0:47

Here.

0:50

Not here.

0:51

Yeah.

0:52

0:53

1:04

Next on the agenda is public comment or reports.

1:07

Does our public have any comment or reports?

1:10

No.

1:11

Seeing none.

1:13

Moves on to new business, which is discussion proposed 2025 budget.

1:19

So I think we could do this however you guys like, but I think as tradition, we would just kind of go through each page, and if anybody has questions on a page, shattered out, and we'll cover them.

1:31

If we get a couple pages ahead and realize you you still had a question, that's fine.

1:35

Just let us know you're going back to the page.

1:38

And if you have any specific questions about an item number, you know, why don't you, you know, if we're on you know page seven and you say I've got a question, um call out the like 605-6010 training and education so we know what line item you're speaking about.

1:57

Um so with that our city administrators is ready ready to roll.

2:06

I don't want to run have my laptop run out in the middle.

2:08

Right in the middle.

2:13

All right, well, we'll uh we'll start with page one, which is just a budget summary of all the funds.

2:20

Um doesn't have you know all the detail that follows, but um just a couple things to call out on the the general fund, which is the first column.

2:30

Um we've got a projected fund balance reserve of 54.7 percent, which is healthily, healthily that's a new word, healthily above our 45% uh minimum.

2:42

Um also uh at the bottom um fire truck um uh reserve.

2:48

Um we've got an additional 60,000 um in the reserve uh this year compared to last year.

2:55

Um that's not a separate balance bank account or anything, it's just kind of a mental note that we shouldn't spend more than that out of that fund.

3:03

So other than that, does anybody have any questions on uh page one?

3:10

And we have no lights, so just shout them out or raise your hand or whatever.

3:13

So no questions on one, we'll move on to page two, which is again a summary um of all the general fund revenues.

3:24

Um page two and three are summary of the general fund revenues.

3:35

And I did have I asked City administrator, this is one of my questions that I had asked um, you know, was about this, and I said, why isn't uh this revenue this you know amount or whatnot?

3:46

And he kind of pointed out that uh you know the revenues are our best guess.

3:53

Um if we overachieve or underachieve on a revenue, you know, it's not like a budget item where if you go over your budget, you have to fix it.

4:00

Um it's it's these are the numbers we are hoping to get, and based on that, um so these are the numbers that based on the expenses that I said it correctly.

4:08

So yeah, and obviously we monitor it throughout the year, so if we see that revenues are really off track for whatever reason, a good example COVID year when they shut down, you know, we took action, yeah.

4:22

Um but this is a planning mechanism so that we can estimate how much to spend.

4:27

Okay, so any questions on page two?

4:31

Page three expecting too much on these first pages.

4:37

Um starting on page four.

4:39

Um again, this is a um a summary, that's actually a three-page summary of the expenditures of the general fund, and all the detail will follow.

4:48

Um so again, I doubt we got questions on these pages, but if so, let me know.

Ways and Means Committee Meeting – November 8, 2024

Note: The agenda listed this meeting as November 07, 2024, but the provided timestamp indicates November 08, 2024. This summary follows the latter date as instructed.

The Ways and Means Committee convened to discuss the proposed 2025 budget. The meeting covered revenues, expenditures, and specific line items across multiple funds. Several motions were introduced and debated, with one passing and others failing.

Public Comments & Testimony

  • No public comments were made.

Discussion Items

  • Budget Overview (Pages 1-7): The general fund shows a projected fund balance reserve of 54.7%, well above the 45% minimum. A $60,000 increase in the fire truck reserve was noted. Revenues are described as “best guesses,” and monitoring will occur throughout the year.
  • Communications Manager Position (Page 8): Alderman May moved to remove the proposed communications manager position (line item 505-5010) and related costs, arguing it was a luxury and that the city should focus on infrastructure. The city administrator defended the position, citing improved resident outreach, workload, and preparations for the upcoming community center. The motion failed due to lack of a second.
  • IT and Software (Pages 10-12): Discussed new cloud-based permitting software (going live in January), budget software (ClearGov, $24,000), and a fraud risk assessment (one-time cost completed). A firewall and email security line item were retained.
  • Facilities and Code Enforcement (Page 15): A third maintenance employee was supported to address aging facilities and provide succession planning. $10,000 for environmental testing (asbestos) in the government center was approved. A public works security vestibule ($75,000) was discussed to improve employee safety.
  • Police and Fire (Pages 21-23): Additional police vehicle (Dodge Durango, $60,000) due to Ford Explorer delays. Covered parking for police vehicles ($85,000) was prioritized after hail damage. Fire budget line items were explained, including a flat estimate for 2025.
  • Capital Improvements (Pages 25-32): Funding for the Parry Road OMCI project ($400,000), sidewalk maintenance ($50,000), street lights ($30,000), a bucket truck lease (up to $60,000), and an electronic message center sign ($75,000) were discussed.
  • Park & Stormwater Fund (Pages 33-44): Alderman May moved to increase the city beautification line item from $6,500 to $10,000 to support a native landscape design at the government center by Scott Woodbury. The motion passed.
  • Prop A Fund (Pages 45-46): A new fund will be created to segregate bond proceeds and debt service payments. Revenues include $34.9 million from bond issuance, interest income, and property tax levy.
  • Street Overlay and Bus Stops: The proposed bill and overlay schedule includes four streets. Alderman May questioned the selection of Cordoba (rating 5) over lower-rated streets; staff will provide clarification on November 12. Bus stop improvements along Watson Road are deferred to 2026 or later pending MoDOT's schedule.
  • Building Lettering: Alderman May moved to add $5,000 to paint the government center lettering black, but withdrew the motion after the city administrator offered to have staff complete the task.

Key Outcomes

  • Motion to remove the communications manager position – failed (no second).
  • Motion to increase city beautification line item to $10,000 – passed (voice vote).
  • Motion to add $5,000 for building lettering – withdrawn; staff to handle.
  • Budget amendments for the Prop A fund will be formally introduced before year-end.
  • Staff direction to revisit street selection for overlay and to obtain firm pricing on street lights and bus stop furnishings.
