It's something that we're all learning, we're navigating through during certain times.

But um, we're doing our best, and she's been an excellent liaison with the police department, excellent representation of what we are as a police department, and we're really happy that what she's done, and it's and it's well deserving and uh really uh an outstanding level of service.

Summary of Proceedings

Crestwood Board of Aldermen Meeting – January 28, 2025

The Crestwood Board of Aldermen met on January 28, 2025, at 7:00 PM in the Aldermanic Chambers. The meeting included oath‑taking, awards, charter commission appointments, a nature playscape presentation, public comment, discussion of parking restrictions, approval of a consent agenda, and postponement of a hands‑free law repeal.

Presentations, Communications, & Appointments

  • Police Department Oath of Office: Nolan Crawford was sworn in as a new police officer. Chief noted his community engagement experience.
  • Frank Arnoldy Outstanding Service Award: Officer K. Ways received the award for her work as the department’s first School Resource Officer at Lindbergh schools.
  • Appointment of the 2025 Charter Commission: Mayor Shipley appointed eight residents (two per ward) and himself to review the city charter. Commissioner Angela Sebben was appointed separately after a motion to bifurcate the slate, to avoid a potential conflict of interest. Both motions passed unanimously (with one abstention on Sebben’s appointment). The commission’s first meeting is tentatively scheduled for March 10, 2025.
  • Nature Playscape Presentation: Derek Don of DG2 Landscape Architecture presented the design for a nature‑themed playground at the new Community Center at Whitecliff Park. Key features include:
    • Seven play elements selected via public survey (hillside slide, bird‑nest swing, wobble bridge, signal peak, net climber, woodland fort, mini arch).
    • Surfacing: artificial turf on the upper level (fully accessible) and engineered wood fiber on the lower level.
    • A $300,000 budget for equipment and surfacing. A future water‑play feature (pump and stream) was discussed as a potential addition (~$20,000–$25,000).
    • All equipment will meet ASTM safety standards; installation will be by certified contractors, not city staff.
    • Alderman Ballis suggested adding a spinner plate (approx. $5,000–$6,000) to use leftover space; this could be included as an add‑alternate.

Public Comments & Testimony

  • Lincoln (resident, 731 Samoa Drive): Spoke in favor of acquiring a new police car (possibly a K‑9 unit) to engage youth, citing benefits for community events like Crestwood Elementary Field Day and parades. He also jokingly suggested a Cybertruck. No other public comments were made.

Discussion Items

  • Consideration of Changes to Ordinance 5480 (Parking Restrictions): This was the board’s fourth discussion of the ordinance, which restricts parking on three streets in Ward One for fire safety. Mayor Shipley recommended postponing the topic indefinitely, noting that the fire chief’s directives complied with the adopted International Fire Code (Appendix D). Alderman Zavist and Morrison supported keeping the ordinance as is. Alderman May moved to postpone indefinitely, but that motion failed (vote not recorded). A subsequent motion by Alderman May to postpone the discussion to the second February 2025 meeting passed (7‑1, with Alderman Ballis dissenting). The ordinance remains in effect pending further review.
  • Repeal of Section 14‑127 (Hands‑Free Law): The item was removed from the consent agenda. Chief explained that a state law preempts local hands‑free ordinances, making enforcement impossible. Alderman May moved to postpone the repeal until August 2025, to allow the General Assembly time to amend the preemption language. The motion passed unanimously; the city will not enforce the ordinance in the interim.

Consent Calendar

  • Routine Approvals: The following items were approved by roll call (8‑0) under the consent agenda:
    • Minutes of the January 14, 2025 Board of Aldermen meeting.
    • Resolution increasing Aquatic Center admission fees to improve cost recovery.
    • Ordinance authorizing purchase of a 2025 Ford Mustang for the Police Department (total $51,350).
    • Ordinance approving a one‑year extension of the Midwest Pool Management agreement for Whitecliff Park Aquatic Center.
    • Ordinance approving an IT support and cybersecurity services agreement with ThrottleNet, Inc.

Key Outcomes

  • Consent Agenda: All five items approved unanimously.
  • Charter Commission Appointments: Approved (two motions, both with unanimous support).
  • Ordinance 5480 Discussion: Postponed to the second meeting in February 2025 for further study.
  • Repeal of Hands‑Free Ordinance: Postponed to August 2025; no enforcement in the meantime.
  • Goal‑Setting Session: Announced for Saturday, February 1, 2025, at 9:00 AM.
  • Adjournment: The meeting adjourned without further business.
