1:09

Alderman now.

1:11

1:11

1:18

Mr.

1:19

Mayor, you have a quorum.

1:20

Very good.

1:20

Thank you very much.

1:22

Moving on our agenda.

1:24

The first item is public comment.

1:26

This is our official public comment period, like any meeting.

1:31

But I I think as we're defining our goals, it's important that we get as much feedback from our public as possible.

1:38

So I will invite the public a couple times today to see if they have any additional thoughts as we go through this.

1:46

But you know, that said, it's it's still public comment, and uh this discussion is for the board.

1:52

So that'll be input for the board's discussion and not a debate or discussion.

1:57

So anyway, so public comment.

1:59

Uh does anybody have anything good wish to say?

2:02

Please state your name and your address for the record.

2:06

Uh Angela Subin, 9675 Yorkshire States Drive.

2:11

Thank you for posting the goals that you're gonna be reviewing today on attached to the agenda in the last uh several years that I've been coming to these, I'm always just following along in the audience, so it's kind of nice to see it ahead of time.

2:24

Um I have one overall comment and then I have three comments on goals later.

2:29

So if you want to employ the um meet saying those as we go through it so that I'm not throwing things out of order, but my first overall goal is um when I was reading the goals after on page four, the mission of the vision and growths category, followed by the notice saying that the 2017 conference of plan page numbers were provided with those goals and thinking back to all of the board citizen board meetings that I attend, either as a resident or board member.

2:58

I don't recall the final goals document once it's completed each year, making its way into the hands of the actual board citizen board members.

3:06

Um I recall that the Aldermanic representatives during the uh during the reports mentioned the goal session took place, but not really expounding on specific elements of the discussion that may be relevant to that particular citizens board.

3:19

So I propose this um this year once the 2025 goals are document documentation is completed, that aside from posting it on the Crestwood website, that the document also be specifically sent out to the citizen board members for their review because documents like the annual goals, the comprehensive plan, the master parks master plan, etc.

3:37

are all documents that the members of those boards should be familiar with.

3:41

Um so that that's my main comment.

3:43

The other ones I have one for a comment for the quality of life section, one for the premier public safety section, and one for the engaged and connected community section.

3:52

Would you like me to say those now or why don't you um what I plan on doing is we're gonna go when we go through each session, I'll be asking the board if they have any additional things to add, and um and at that time um if wave at me or throw something at me and uh that would probably be a good time to bring up yours as well.

4:10

So thank you.

4:11

All right.

4:26

Um, as that document says uh following this exercise, city staff will take that direction, including the impact and request a time frame for each goal, provide an achievable plan for the current calendar year, and identify items for the future year consideration, which is what happened last year.

4:41

And um, you know, we we can uh put our goals on here and then you know obviously staff will figure out which of those we can we can do right away.

4:50

And then I assume if once we receive that, if we we still have you know, oh no no, I really wanted this one, we could probably uh discuss that again.

5:00

So also just remember this is not a ways and means meeting.

5:03

Um, so you know, we're we're setting priorities, but you know, some goals are gonna have additional budget or uh efforts that'll require uh so just because we have it on a goal doesn't commit uh resources or our funds to it.

5:16

So um I'm I'm hoping to hear from everybody today.

5:19

Um and so before we get started, I I'd like to maybe just kind of uh hear each person's uh really quick feedback, like one minute.

5:29

Um you know, about uh maybe a takeaway from our reflections exercise we did.

5:34

Was that valuable?

5:36

Um was there something there that uh uh sparked your your interest, and then uh a quick plug for um what your your main thing that you're hoping to get done today would be, and we're just gonna go around, but if anybody wants to start, we'll start there.

5:50

So anybody uh anxious to just pick somebody alder and hall.

Summary of Proceedings

Crestwood Board of Aldermen Strategic Goals Planning Session - February 3, 2025

The Board of Aldermen held a strategic planning session at 9:00 AM on February 3, 2025 (note: agenda indicated Saturday, February 1, but session occurred on Monday, February 3 as per instruction) to establish goals for 2025 across five long-term priority areas: Governmental Excellence, Vision and Growth, Quality of Life, Premier Public Safety, and Engaged and Connected Community. The meeting included public comment, board discussion, and multiple votes to add, amend, or retain goals. Staff will use board direction to develop achievable plans and time frames.

Public Comments & Testimony

  • Angela Subin (9675 Yorkshire Estates Drive) proposed that the final 2025 goals document be sent to citizen board members for review, not just posted on the website. She also indicated she would offer comments later on specific sections.

Discussion Items

  • Governmental Excellence: Board voted to retain and amend the "Safeguard resources" goal to "Implement fraud risk assessment recommendations" as high impact for 2025 (passed). A motion to strike "Continue to review hiring, recruitment, and retention strategies" failed (3-5). Board added "Explore municipal court collaboration" (low impact, long-term). Discussion on developing a citywide capital comprehensive plan emphasized using asset management software and building on existing plans. Board decided to defer comprehensive plan update until 2026 budget with consultant in 2027.
  • Vision and Growth: Added "Support economic development along Watson Road" (annual, high impact). Added "Review commercial codes and Watson overlay district to promote appropriate uses in line with comprehensive plan" (high impact, 2025). Expanded "Long-term sidewalk expansion policy" to include connectivity to parks, schools, and Grants Trail (unanimous consent). Added "Develop policy for improved clearance of sidewalks after major snow events via proactive communications and outreach" (medium, 2026). Added "Pursue reclassification of General Grant Lane and STP grant application with backup recommendation" (high). Added "Determine legal ownership/control of drainage right-of-way off Capelli and Grant Park" (medium, 2025). Added "Encourage MSD and St. Louis County to restart Gravoy Creek OMCI" (medium, 2025). Added "Investigate residential infill construction code referencing Brentwood code" (medium, 2025-2026). A motion for recreational marijuana code update was withdrawn to be handled as new business. Added "Explore establishing a historic preservation ordinance/recognition" (medium, 2025-2026).
  • Quality of Life: Added "Ensure collaboration with Board of Aldermen on Prop A related projects" to the goal of following up on Prop A. Discussion on updating park entrance signs to be consistent with citywide design standards.
  • Premier Public Safety: Under emergency response, added "Resolve special law issues through negotiation/legislation" (high impact, 2025). Discussed updating emergency procedures manual. Public comment from Angela Subin suggested adding quarterly public preparedness forums (CERT). Board noted that CERT is part of Merrimack Valley and that communications hire could include preparedness topics. The street light expansion policy and traffic calming policy were discussed. Crestwood Night Out promotion was encouraged.
  • Engaged and Connected Community: Board amended the goal to "Develop and implement a citywide resident outreach strategy using tools such as social media, email, website, SMS text messaging" with a metric to analyze implemented efforts and report effectiveness. The motion to include text messaging passed. The charter review commission will proceed with website updates.

Key Outcomes

  • Voted to add/retain goals: The board approved over a dozen new or amended goals for 2025, as detailed above, each with assigned impact and time frames.
  • Voted to strike "Continue to review hiring, recruitment, and retention strategies": Failed (3-5), so goal remains.
  • Voted to include SMS text messaging: Passed as part of resident outreach strategy.
  • Voted to amend metric for outreach strategy: Changed from "evaluation and recommendation to board" to "analyze efforts implemented and report effectiveness."
  • Direction to staff: City staff will compile all approved goals, assess feasibility and budget implications, and provide a detailed implementation plan with time frames for board consideration.
  • Next steps: Staff will refine time frames and identify actionable items for 2025, with future year items noted. The board will receive a finalized goals document.
