Summary of Proceedings

Crestwood Board of Aldermen Regular Meeting – March 11, 2025

Note: The meeting agenda and transcript indicate the meeting occurred on March 11, 2025. The user-provided date (2025-03-12) appears to be a discrepancy; this summary follows the source material.

The Board of Aldermen met in regular session on March 11, 2025, at 7:00 PM in the Aldermanic Chambers. All eight aldermen were present, establishing a quorum. The meeting included public comment, departmental and committee reports, approval of a consent agenda, and action on items removed from the consent agenda.

Public Comments & Testimony

  • Ray Kenske (9625 Yorkshire Estates Drive) expressed deep appreciation for the speed bumps installed on Yorkshire Street, noting they have greatly reduced speeding. He requested a follow-up with the police chief to discuss remaining issues, particularly vehicles speeding after the last bump toward Sappington. He also mentioned a Lindbergh School District bus traveling at 35 mph over one hump. He thanked Alderman Seven for championing the project.

Consent Calendar

The following items were approved unanimously by roll-call vote (8-0):

  • Approval of the February 25, 2025 Board of Aldermen regular meeting minutes.
  • Proclamation honoring Vietnam Veterans Day.
  • Resolution approving findings of fact and conclusions of law for a conditional use permit for OM Watson STL Donuts Inc. (Dunkin') at 9600 Watson Road.
  • Resolution approving findings of fact and conclusions of law for a conditional use permit for Lighthouse Christian Fellowship at 9147 Watson Road.
  • Ordinance authorizing the purchase of 12 Motorola APX 8000 HXE portable radios at a total cost not to exceed $101,464.20.

Two items were removed from the consent agenda for separate consideration (see below).

Discussion Items

1. Reports and Announcements

  • Alderman Kennedy reported that Christmas Park is busy with dog walkers and residents admiring the new playground equipment; children often cheer and clap when they see it.
  • Alderman Morrison attended a trivia night benefiting the Sappington House Foundation, which drew 28 tables and was well attended.
  • Alderman Hall (who missed the previous week due to illness) relayed updates from the Sappington House Foundation meeting: the trivia night raised over $10,000; a media interview drove 300+ additional website visits; the foundation contacted "This Old House" TV show about a possible feature; construction is underway with slight weather delays; a craft fair is set for April 26-27, and a "Raising the Roof" fundraiser on May 31. He also noted that Bristol's restaurant burned down during the trivia night (the sister location remains open).
  • Alderman Maybe reported on a Municipal League meeting: East-West Gateway cautioned that federal grants may face delays if applications contain flagged words such as "equity," "diversity," or "climate"; the City of St. Louis non-renewal of its membership may reduce the league's budget. He also noted the opening of renovated chambers in Sunset Hills and that Slumberland furniture will occupy the former David's Bridal/Bed Bath & Beyond space.
  • Alderman Seven highlighted that he and his wife organized three trivia nights in nine days; the Sappington House event was the most successful, raising over $10,000. Upcoming trivia nights will benefit Cornerstone Christian Academy (April 4), the Crestwood Chamber (April 26), and Father Dickson Cemetery (May 10).
  • City Administrator introduced AJ McNaughton as the new Communications Manager, a Crestwood resident who will oversee social media, website, and the newsletter.
  • Mayor reported that the Charter Review Commission held its first meeting on March 10, electing Bob Sweeney as chair and Angela Seven as vice chair. Next meeting April 14, focusing on charter sections covering the mayor and aldermen. He also presented a Vietnam Veterans Day proclamation to the Daughters of the American Revolution. He described a CPR incident at his church where a Crestwood police officer and ambulance responded quickly, with assistance from Webster Groves and Afton fire departments.

2. Items Removed from Consent Agenda

  • Resolution – Crestwood Crossing Residential CID Director Appointments: The City Clerk received a request to postpone this item so the CID board could finalize its slate, including a resident representative. The Board voted unanimously to postpone it pending the mayor's scheduling.
  • Ordinance – Whitecliff Park Quarry Enhancement Phase 3 (Ideal Landscape Construction, Inc.): Alderman Maybe asked about the number of parking spaces (determined appropriate, avoiding retaining walls that would require maintenance in the floodplain) and suggested connecting the loop trail around the new parking lots to separate pedestrians from vehicles. Staff noted the tight grant deadline (end of June) but agreed to explore a simple change order if feasible. The Board approved the ordinance on first and second reading by unanimous roll-call votes (8-0).

3. Future Issues

  • Alderman Morrison requested placement on the next meeting agenda (March 25) to consider a resident-submitted sustainability proposal that has a registration deadline. Staff will review the application; the Board directed staff to add it to the agenda as appropriate.

Key Outcomes

  • Consent agenda items (except those removed) were approved unanimously (8-0).
  • The resolution for Crestwood Crossing CID director appointments was postponed indefinitely.
  • The ordinance for Whitecliff Park Quarry Enhancement Phase 3 (Ideal Landscape Construction, Inc.) passed on first and second readings, both by votes of 8-0.
  • A future sustainability proposal from a resident will be considered at the next meeting pending staff review.
