1:32

Alderman Zavist.

1:34

Alderman Morrison.

1:36

Expecting him.

1:38

Excuse.

1:39

Excuse.

1:39

And Alderman Ballis.

1:41

Here.

1:41

Alderman now.

1:43

Here.

1:43

Alderman Hall.

1:44

Here.

1:45

Alderman Maybe?

1:46

Here.

1:47

Alderman Seven?

1:48

Here.

1:49

Alderman Kennedy.

1:52

Seven are here.

1:53

You have a quorum, Your Honor.

1:54

Very good.

1:54

Tonight on a presentations, communications, and appointments, we have a few items.

1:57

The first of which is a resolution honoring outgoing Alderman Tony Kennedy.

2:03

Alderman Kennedy has served Crestwood faithfully for three full terms as Alderman, and as such will be stepping down from that role.

2:20

And it's kind of been a recent tradition that I would ask your fellow Ward 4 Alderman to please read this resolution.

2:28

Resolution number 25-01, whereas Tony Kennedy was elected to the Board of Alderman in April 2016 and has serves served continuously since that time as Alderman from the fourth ward.

2:40

And whereas Alderman Kennedy served honorably as president of the Board of Alderman from April 2018 until April 2019, and again from April 2024 until April 2025.

2:52

And whereas Alderman Kennedy served honorably as acting mayor for the city of Crestwood from June twelfth, 2018 to November 27, 2018.

3:03

And whereas during his nine years of service, he served the city faithfully and with distinction on various boards and commissions, including the Sign Commission, the Economic Development Commission, the Public Works Board, the Ways and Means Committee, and has served on the Planning and Zoning Commission since November 27th, 2018.

3:24

And whereas Alderman Kennedy has been a committed and dedicated public servant, tirelessly advocating for the well-being of Crestwood citizens, demonstrating strong fiscal stewardship, being instrumental in the redevelopment of the former Crestwood Mall, advancing the citywide parks master plan, modernizing city codes, and shaping Crestwood's future through Prop A.

3:46

And whereas the mayor and the Board of Aldermen will miss his counsel and assistance in administrating the affairs of the city.

4:39

Adopted this 22nd day of April 2025.

4:44

So this is a resolution.

4:58

So we are now in discussion, uh so you can say whatever you like.

5:01

Uh and Alderman maybe so this is a roast.

5:05

We'll have everyone uh come up and the resolution uh understates, I think Alderman Kennedy's contributions uh to this city uh as a rookie alderman in 2016, he won a four-ray race where he obtained 40% of the vote uh winning in dominating fashion.

5:22

In 2019, he ran unopposed, and then in 2022, he was re-elected with an 81% uh margin.

5:30

Uh and I believe over that time period received more total votes for Alderman than anyone else in any ward running over that span.

5:38

In your nine years of service, the city has gone from one that which was losing businesses and residents and running deficits to a city that is growing both in population and businesses in vibrancy and running surpluses.

5:50

Uh a few years after Alderman Kennedy joined the board by 2018, the city's auditor referred to Crestwood as quote, a well-oiled machine.

5:58

Like I think we're still that way.

6:00

Uh every step of the way, Alderman Kennedy has worked to positively advance the city and has played an overwhelming role in our present success.

6:07

Uh he's one to carefully consider every measure that comes before this board, both financially and any downstream consequences, good or bad.

6:14

Always one to insist on the excellence that our citizens deserve and not to cut corners or settle for good enough.

6:22

As a longtime representative of the planning and zoning, uh probably had the most thankless uh time period serving, uh having to work through countless hours and meetings working on the zoning code and the sign code revisions that have now ensured our developments are of high quality and congruent with surrounding uses, and then had the exciting opportunity to help steer through the redevelopment of Crestwood Mall, which has turned around the financial fortunes of the city.

6:48

Obviously, served uh multiple terms as board president and was called upon to serve as acting mayor uh role, which he carried out with distinction.

6:56

Not only is Alderman Kennedy helped move the city forward uh financially and with economic development, he also reversed our fortunes in the Crestwood Sunset Hills Golf Tournaments along with Chief Williams and others, and helped Crestwood uh turn our losing streak into a winning streak.

7:10

Uh he is the inaugural Crestwood Alderman barbecue competition winner and the organizer of Cowless Informal Get Togethers.

7:18

Alderman Kennedy has embodied the spirit of principled and spirited but collegial debate on this board.

7:24

And while all of us up here may not always agree, uh no one leaves this room with any lingering animosity as we all want what is best for Crestwood.

7:32

Uh the multiple times over the years when multiple paths face this board.

7:36

Alderman Kennedy, more often than not, was at the center of those debates, helping find opportunities for collaboration and compromise and the best path forward.

7:45

Uh centuries past, U.S.

7:47

Senator Henry Clay was known as the great compromiser.

7:50

I think Alderman Kennedy uh is the reincarnation and his modern equivalent.

7:54

And so that's the example of what an alderman should aspire to.

7:57

Uh appreciate your friendship, your service to Crestwood, wish you nothing but the best, and I'm proud to be the first to endorse you uh for your 2028 U.S.

New business included introduction of a privacy ordinance, board and commission assignments, and election of a Board President.

Presentations, Communications and Appointments

  • A resolution (No. 25-01) honoring outgoing Alderman Tony Kennedy for nine years of service was read by Alderman Mabie. Kennedy served three terms, including as Board President and Acting Mayor. Multiple aldermen gave tributes; Kennedy thanked the city, staff, and his family.
  • The City Clerk presented certified results of the April 8, 2025 general municipal election. Winners: Ward 1 – Jim Zavist (320 votes, unopposed), Ward 2 – Michael Ballast (289 votes, unopposed), Ward 3 – Greg Hall (464 votes, unopposed), Ward 4 – Megan Jadala (464 votes) defeated Stephen T. Liddy (248 votes).
  • Oath of office was administered to the newly elected aldermen: Zavist, Ballast, Hall, and Jadala. Roll call after swearing-in showed seven members present, a quorum.

Public Hearings

  • Preliminary Development Plan for Dierbergs Crestwood Crossing (Phase 3 & Part 2B): The Planning and Zoning Commission had recommended approval with 22 staff conditions. City Planner Danny introduced the request to redevelop the southeastern outlots of Crestwood Crossing into a new Planned Development-Commercial (PD-C) district. Applicant representative Drew Bexten-Mueller (Dierbergs) explained the plan for four commercial lots along Watson Road, including a potential convenience store/fuel station (consistent with the 2022 redevelopment agreement). He addressed concerns about noise and light mitigation for adjacent residents, noting shielded lighting, a six-foot privacy fence, and landscaping with vertical-root plants. The board had no questions from the public. Alderman Mabie noted the unanimous P&Z recommendation. The resolution approving the preliminary development plan passed 7-0 on roll call.
  • Rezoning Ordinance for 9291, 9415, and 9507 Watson Road: This item rezoned properties from PD-MXD and PD-C to a unified PD-C district. The City Planner explained it would consolidate zoning for the outparcels. Alderperson Now asked about mitigation for residents; the applicant reiterated plans from the previous hearing. Public hearing closed. The ordinance received first reading (8-0) and second reading (8-0) at the same meeting.

Public Comments

  • No members of the public spoke during the public comment period.

Reports and Comments

  • Mayor and Board Reports: Alderman Morrison welcomed the new member. Alderman Ballas reported that the Sappington House project had submitted paperwork for a building permit. Alderman Hall detailed a native landscaping project at the Government Center, funded partly by Beautify Crestwood (70% of their funds), with donated design by Scott Woodbury, to be installed May 5-9. He noted removal of ginkgo trees due to odor. Alderman Mabie reported P&Z approved fence code amendments and a height exception. Alderman Seben gave parks board updates, including discussion on naming the community center and new online registration software. He also reported that Beautify Crestwood is forming a 501(c)(3). Alderwoman Jadala expressed gratitude and enthusiasm. Alderman Zavist noted tree planting from the Big Bend development and ongoing traffic calming tests on Liggett, with a concern about who votes on traffic calming measures (to be reviewed by Public Safety Board).
  • City Administrator and Attorney: No reports. The Mayor announced upcoming events: White Cliff Bridge dedication (Monday, 9 AM), Arbor Day rescheduled to May 3, Chalk the Lot event May 3, Long Elementary playground ribbon cutting May 6, annual shred event May 17, and community center groundbreaking May 23 with a time capsule.

    • Construction contract with Lawlor Corporation for the Crestwood Community Center

Items Removed from Consent Agenda

  • Stop Signs on Pardee Spur Road at Cordoba Lane: Alderman Mabie removed this ordinance. He argued against making the temporary four-way stop permanent, citing that stop signs should not be used for speed control, the detour from the bridge closure was ending, and the signs would cause unnecessary noise and pollution. Chief Williams and Director Swingle explained that the intersection felt uncomfortable as a two-way stop and that the four-way had been in place for nearly a year without negative feedback. Staff clarified the installation was within their authority per the Manual on Uniform Traffic Control Devices. Alderman Hall expressed concern about removing signs after a long period of change. After discussion, Alderman Mabie made a motion to amend the ordinance to include the Director of Public Works as a recommending party (seconded and passed). Then a motion to postpone the ordinance until the June meeting to allow the temporary signs to come down and reassess (moved by Mabie, seconded by Hall) passed 6-2 (Alderman Sebon and Alderperson Now voted no). Staff will collect accident data and traffic counts before June. The temporary stop signs will be removed upon bridge reopening.

New Business

  • Chapter 16 Ordinance (Invasion of Privacy): Alderman Mabie introduced this bill but moved to refer it to the Public Safety Committee for refinement and recommendation. Motion passed.
  • Aldermanic Board and Commission Assignments: The proposed 2025-2026 assignments were approved unanimously.
  • Selection of Board of Aldermen President: Alderman Hall nominated Alderman Mabie. No other nominations. Mabie elected (7-0, with the Mayor abstaining).

  • Consent agenda approved in full (8-0).
  • Stop sign ordinance postponed to June meeting; temporary signs to be removed; staff to collect data.
  • Privacy ordinance referred to Public Safety Committee.
  • Aldermanic assignments approved.
  • Alderman Mabie elected Board President.
  • City attorney directed to prepare an ordinance rescinding a yield sign at Buxton and Glencrest (after resident survey showed strong opposition).
