Crestwood Planning and Zoning Commission Meeting - May 8, 2025

This meeting of the Crestwood Planning and Zoning Commission was called to order on May 8, 2025, at 6:00 PM in the Aldermanic Chambers. The commission addressed a major site plan review for Long Elementary School Phase 2, discussed potential sign code updates, and received an aldermanic report on various city projects. Key discussions centered on traffic signalization at the new school entrance and the need to clarify temporary sign regulations.

Consent Calendar

  • Minutes from the April 2, 2025 meeting were approved unanimously without changes.

Public Comments & Testimony

  • No members of the public addressed the commission.

New Business: Major Site Plan Review – Long Elementary School Phase 2

  • The Lindbergh School District proposed a major site plan for Long Elementary School (9021 Sappington Rd.), located on a 14.5-acre site. The plan includes:
    • Shifting the main driveway north to align with Garber Road and creating a vehicle driveway loop on the north side to separate parent drop-off/pickup from bus queuing.
    • Adding approximately 36 new parking spaces and landscaping improvements, including screening along east and north sides of the new loop.
    • Removal of some protected trees, with replacement plantings per code.
  • The plan aims to alleviate existing traffic conflicts during school drop-off and pickup hours, without increasing enrollment.
  • Mike Vorwerk of Civil Engineering Design Consultants represented the school district.
  • Signalization Controversy: The proposal originally included relocating a pedestrian signal from the current school entrance to the new intersection at Garber Road and Sappington Road. However, St. Louis County (which has jurisdiction over Sappington) recently indicated it may not support a fully signalized intersection, raising safety concerns among commissioners. The county suggested moving the crosswalk further south instead. Commissioners expressed strong opposition to approving the plan without a traffic signal, citing dangers from left turns and pedestrian crossings.
  • After extensive debate, Commissioner Seven moved to approve the site plan with staff’s recommended conditions (on page 9 of the packet) and an additional Condition J requiring a fully signalized traffic signal at the new school entrance/Garber intersection. Commissioner Klausman seconded.
  • The motion passed unanimously on a roll call vote (Commissioners Pop, Hoffman, Sutton, Abers, Zipple, and others voting yes).
  • Staff noted that if the county denies the signal, the school district must return with an amended plan. The city will escalate the issue to St. Louis County directors and elected officials.

Discussion: Potential Future Sign Code Updates

  • City planner Danny introduced issues with the current sign code, including:
    • Inconsistent language on temporary signs (e.g., one section allows 100 sq. ft. for up to 6 months, another limits them to 90 days; post-and-panel signs are banned but widely used).
    • Confusion over leasing, political, and real estate signs.
    • Enforcement challenges with signs in the public right-of-way (e.g., gun show signs, “We buy houses” signs).
  • Commissioners discussed the need to differentiate between temporary, political, and commercial signs while complying with First Amendment rulings (e.g., Reed v. Town of Gilbert).
  • Suggestions included:
    • Borrowing model sign codes from other cities to avoid legal pitfalls.
    • Increasing residential subdivision sign allowances from 50 to 75 sq. ft.
    • Banning trailer-mounted portable signs.
    • Improving enforcement against right-of-way violations.
  • Staff will bring proposed temporary sign revisions separately for future commission review.

Aldermanic Report

  • Alderman Maiden (or Mavy) reported:
    • The Board of Aldermen unanimously approved Crestwood Crossing Phase 3 (preliminary development plan and rezoning) without amendments.
    • Whitecliffe Park Lane bridge reopened as the primary park entrance.
    • A contract for the new community center was awarded to Waller Corporation; groundbreaking is scheduled for May 23, 2025, coinciding with the pool/aquatic center opening.
    • The city leased a bucket truck for maintenance and banner hanging.
    • MoDOT has been unresponsive to pothole repairs on Watson Road; city is escalating the issue.
    • Crestwood Park’s new playground is open; Prop A portion complete.
    • The developer of 800 Watson did not submit a permit by May 1, 2025; zoning approval expired. The city has a demolition bond and is pursuing legal remedies.

Key Outcomes

  • Approved: Minutes of April 2, 2025.
  • Approved: Long Elementary School Phase 2 major site plan with staff conditions plus new Condition J requiring a signalized traffic signal at the Garber/Sappington intersection. Unanimous vote.
  • Discussed: Sign code updates to be refined and brought for future action.
  • Noted: 800 Watson development rights expired; city holds demolition bond.
  • Directed: City staff and Alderman to escalate St. Louis County traffic signal issue to higher county officials.

Note: While the agenda listed the meeting date as May 7, 2025, the summary date follows the provided instruction.
