0:31

Yeah.

0:32

Which is pretty cool.

0:34

And her food is like she'll see.

0:38

0:45

Jeff, and we'll get a chance.

0:46

Will you confirm our quorum?

0:48

Yeah, Chairman Sweeney?

0:50

Here.

0:51

Uh Commissioner Seven?

0:53

Here.

0:54

Commissioner Bosni?

0:55

Here.

0:56

0:57

Here.

0:58

Commissioner Kohler is absent.

1:02

1:18

1:23

1:30

Um thank you.

1:31

Uh next item on our agenda is approval of the minutes from our September 8th meeting.

1:36

I believe Jeff got those out to us last week.

1:38

If there are no changes, corrections, and deletions, and everyone is at an opportunity to review.

1:43

I would entertain a motion to approve those minutes as presented.

1:47

I will motion to approve the minutes as presented.

1:50

Thank you, Commissioner Yen.

1:52

Commissioner Bosdig.

1:53

Um all those in favor?

1:54

Aye.

1:55

Our minutes are approved.

1:56

We have no unfinished business other than all the business that we've been doing.

2:00

Um so our next item is charter review.

2:06

Jeff I'll turn it over.

2:09

All right.

2:10

So we obviously have this gigantic document here, all 39 pages of it to go along with the categories that we've been discussing.

2:21

Um start with them from the top.

2:25

Um I was able to reach out to the city attorney.

2:29

And with that, uh, she did mention that the transition schedules and 14 and 15 are a part of the documents.

2:36

So if we wanted to remove that, we would have to do it as part of a submit it to the voters.

2:42

So I think we've all declined on wanting to do that.

2:46

Um and then section 9.1 under initiative and referendum, which we can get to later, where it says city election.

2:55

Um she interpreted it as it is not clear what a city election is.

3:00

It could be could be interpreted to mean any election at which the city has business on the ballot, or basically any election.

Crestwood Charter Review Commission Meeting – October 15, 2025

The Crestwood Charter Review Commission met on October 15, 2025, to continue reviewing and categorizing proposed changes to the city charter. Commissioners worked through a 39-page redlined document, assigning each change to thematic categories and discussing future ballot presentation strategies. The meeting concluded with a plan to finalize ballot language and submit it to the Board of Aldermen.

Consent Calendar

  • Approval of Minutes: The commission unanimously approved the minutes from the September 8, 2025 meeting, as presented.

Public Comments & Testimony

  • No members of the public offered comments.

Discussion Items

  • Charter Review and Categorization: Staff attorney Jeff led a detailed review of proposed changes, section by section. The commission sorted each item into one of several categories:
    • Clarifications: Non-substantive changes, such as replacing 'his or her' with 'said office' and updating references from 'Board of Elections' to 'St. Louis County Board of Elections'.
    • Efficiencies: Including provisions for temporary mayoral absence, consent agenda procedures, five-year audit flexibility, and official bond waivers.
    • Municipal Election Alignment: Changes to align charter language with general municipal election cycles, including initiative and referendum timing, and moving special elections to the next general municipal election.
    • Term Limits: Adjustments to alderman and mayoral term limits, including a change from a three-year waiting period to 'at least one general municipal election' before an official can serve again.
  • Biennial Budget: Commissioners debated whether to include the proposed biennial budget change within the efficiencies category. Concerns were raised that it might be a controversial item that could jeopardize passage of other efficiencies. The commission decided to keep the biennial budget as a separate ballot item to allow voters to decide independently.
  • Future Presentation: Commissioners discussed presenting the changes to the public in a simple, cost-savings message. They supported gathering cost estimates (e.g., cost of special elections vs. general municipal elections) to demonstrate financial benefits. The commission agreed to have the city attorney draft the ordinance and propose ballot language for the November Board of Aldermen meeting.

Key Outcomes

  • Categorization Approved: The commission confirmed the categorization of all proposed charter changes into four groups: clarifications, efficiencies, municipal election alignment, and term limits. The biennial budget item will be presented separately.
  • Next Steps: Staff will prepare the formal ordinance and ballot language for review at the November commission meeting. The final proposal will then be submitted to the Board of Aldermen (who must pass the ordinance as presented).
  • Public Outreach: Commissioners requested that cost savings estimates be developed to support the efficient-government theme during public education.
  • Adjournment: The meeting adjourned at approximately 8:15 PM following a motion by Commissioner Yemm, seconded by Commissioner Bozdeck, and carried unanimously.
