1:11

1:11

Okay, everyone.

1:12

Do you have enough?

1:13

You can't.

1:14

Very good.

1:14

Next item on our agenda is public comments slash reports.

1:18

Anyone care to uh speak before the ways and means committee?

1:23

Or does anyone have a report?

1:26

Okay.

1:27

Good.

1:28

So we're moving on to move new business then, uh, which will be the discussion of the proposed 2026 budget.

1:34

Um Mr.

1:35

Simpson has provided us uh with that budget along with uh his traditional uh transmittal memo as well as several other attachments.

1:45

Um I guess Mr.

1:48

Simpson, can you just kind of give us a real quick update on the new software that we're using and just how has that worked um and how will it help us uh going forward?

1:59

Sure.

1:59

Well um I so the software using is something called ClearGov.

2:04

And uh major credit goes to our finance officer Sarah Fleming for taking the lead and implementing it.

2:11

Uh I know it was a massive undertaking.

2:14

Uh we started to look into implementation over the summer.

2:18

Personnel budget building, uh building out the template for all these things.

2:22

You know, it was a multi-month long process, uh, and she did a great job.

2:27

So the nice thing is uh this is gonna save us a lot of time internally in preparing the budget in the future because all of this structure now exists on a perpetual basis going forward.

2:40

Uh probably the uh best aspect from my perspective is it replaces the spreadsheet Excel based system that we had in the past, which wasn't really a system, it was just a bunch of interconnected spreadsheets.

2:52

And if you hit the wrong number and changed a formula, or if you added a column or hit a column and you forgot that you hit a column in a prior year, we were you you would you would always have to chase down why um your columns didn't add up or why one sheet disagreed with another sheet.

3:11

So it was kind of a nightmare just in terms of making sure that all the numbers were accurate.

3:16

And now with this cloud-based system, as long as you type in the number correctly, it's correct everywhere else it appears in the budget document.

3:24

So uh aside from the time savings and just the reliability aspect, uh what this also helps us with is the overall budget presentation, which you're seeing the proposed draft budget version uh of the clear gov work product tonight, but the final budget document is something that will be much more robust as you're accustomed to seeing with our traditional annual budget document.

3:48

I think beneficially it's going to be very friendly to use on the website and easy for anyone that wants to to really dig into the budget through the website for an average user.

4:03

It's queryable, you can run tables and charts and all sorts of things.

4:07

So that's going to be a bonus for transparency above and beyond some of the operational advantages it provides.

4:14

Very good.

4:14

Um, somehow you you managed to uh make those nightmare spreadsheets in the past work, at least we we assume you did.

4:22

So yeah, as far as the the report that we have here today, I think it actually um seems easier to understand and read.

4:30

Um although I I did make some suggestions on you know fonts and important things like that.

4:37

But I'm sure we'll get that worked out.

4:39

Um, so I I think we'll kind of do this as we've done in the past and really just kind of go page by page uh through the budget, and uh when I get to a page that uh you have a question on, um, just hit your light or throw something at me and uh we'll stop.

Ways and Means Committee Meeting - November 18, 2025

At this 6:30 PM meeting of the Crestwood Ways and Means Committee, members reviewed and made amendments to the proposed 2026 budget presented by City Administrator Simpson. The budget was discussed page by page, with several amendments approved to increase funding for board communication, community center marketing, and city beautification. The committee voted to recommend the amended budget to the full Board of Aldermen.

Discussion Items

  • Budget Software Transition: City Administrator Simpson reported that the city has adopted ClearGov software to replace the previous Excel-based budget system, improving accuracy and transparency. The 2026 proposed budget was prepared using this new system.
  • General Fund Overview: Revenues for FY2025 are forecast at $16.3 million with expenditures of $15 million, resulting in a surplus of $1.3 million. For FY2026, revenues are projected at $15.1 million and expenditures at $14.98 million, yielding a $159,000 surplus. The general fund balance at end of FY2026 is estimated at $10.8 million, approximately 70% of annual operating expenditures, well above the board's 45% reserve policy.
  • Public Relations for Board: Alderman Ballas moved to increase the Board of Aldermen's public relations budget from $1,000 to $2,000 to cover candy and items for community parades. The motion passed unanimously.
  • Community Center Marketing: Alderman Ballas moved to increase the advertising/publication line in the communications budget from $18,600 to $28,600 for additional marketing of the new community center (opening planned for early 2026). City Administrator noted the funds would be used with staff discretion on direct mail and social media. Motion passed (with one nay).
  • City Beautification: Alderman Hall moved to increase the city beautification line from $9,500 to $12,500 to fund landscaping design for the Sappington House property and related stormwater improvements. Motion passed unanimously.
  • Sewer Lateral Fund: City Administrator noted the fund is projected to run a deficit in FY2025 ($79,000) and FY2026 ($39,852), but has adequate fund balance ($325,205 at end of FY2026). No action taken, but staff will monitor.
  • Bus Shelters and Sidewalks: Discussion on timing of bus shelter installations along Watson Road, with staff indicating shelters may be installed in FY2027 after MoDOT completes pads. Alderman suggested potentially moving earlier with a budget amendment.
  • Spelman Pond: Alderman Ballas questioned the $25,000 budget for redoing Spelman Pond, but after staff explained it is a bioretention pond funded by an MSD grant that must be maintained, no motion was made.
  • Fire Apparatus: Discussion on possible replacement of backup pumper; staff noted a fund already exists and no placeholder was needed in the budget.
  • Capital Improvement Fund: Proposed FY2026 budget includes a $454,000 deficit, ending fund balance of $752,000. Projects include street maintenance, sidewalk repairs, sign replacements, and design work for a unified city sign package.
  • Parks and Stormwater Fund: Staff expressed concern about operating deficits driven by minimum wage increases at the aquatic center, but expects improvement with the new community center.

Key Outcomes

  • Motion 1 (PR for Board): Increase Board of Aldermen PR budget from $1,000 to $2,000. Passed unanimously.
  • Motion 2 (Community Center Marketing): Increase communications advertising/publication from $18,600 to $28,600. Passed (1 nay).
  • Motion 3 (City Beautification): Increase beautification line from $9,500 to $12,500. Passed unanimously.
  • Motion to Recommend Budget: The committee voted unanimously to recommend the amended 2026 budget to the full Board of Aldermen.
  • Referral: Alderman Ballas requested staff research the cost of independent construction oversight for the upcoming 8800 Watson development; to be formally discussed at a future board meeting.
