Summary of Proceedings

Crestwood Planning and Zoning Commission Meeting – December 5, 2025

The Crestwood Planning and Zoning Commission met on December 5, 2025, at 6:00 PM in the Aldermanic Chambers. The meeting included approval of minutes, no public comment, three new business items (a minor site plan for Dogs For Our Brave, and extension requests for Sam's Club and Dunkin'), and discussion covering development updates, Ridgewood subdivision zoning considerations, and upcoming Board of Aldermen items. All three new business items were approved unanimously.

Consent Calendar

  • Approval of Minutes: The minutes from the November 5, 2025 meeting were approved unanimously without amendment.

Public Comments & Testimony

  • No members of the public spoke.

Discussion Items

  • Dogs For Our Brave – Minor Site Plan (9960 Watson Rd.): Staff presented a plan for exterior alterations to convert a former auto repair facility into a training and boarding facility for service dogs for military veterans. The building will house up to 15 dogs indoors, with a fenced outdoor training area used only during daytime hours (no dogs outside past 6 PM, maximum 5-6 dogs at a time). Architect Will Shang confirmed these operational details. Commissioner concern about potential noise led to an added condition that dogs not be permanently housed outside. The motion to approve with that condition passed 6-0.
  • Sam's Club Gas Station – Extension Request (10248 Big Bend Blvd.): Staff reported that the project, originally approved in March 2024, faced delays due to changing fire code interpretations regarding sprinkler requirements. The commission approved the extension unanimously (6-0).
  • Dunkin' – Extension Request (9600 Watson Rd.): Staff noted that city permits were issued, but county permit review caused delays. The applicant anticipates county permits within weeks and requested permission to erect construction fencing. The extension was approved unanimously (6-0).
  • Other Discussion:
    • Long Elementary intersection: The county approved a traffic light at Carver; city awaiting further plans.
    • QT project: Still awaiting building permit submission from applicant.
    • Cades restaurant: Nearing completion, expected opening end of December or January.
    • Mexican restaurant rooftop units (RTUs): Visible above parapet wall; screening considered but not strongly pursued.
    • Ridgewood Subdivision: City planner and ward aldermen held a town hall on potential zoning restrictions to preserve mid-century modern character. A survey is being drafted to gauge resident interest. Some residents independently pursue historic district designation for tax credit eligibility, which does not require city approval.
    • Aldermanic Report: The 2026 budget approved with small surpluses; new fire chief hired from Clayton; charter amendments placed on April ballot; Katie's wicker license approved; RV parking ban proposal to allow small sprinter-type RVs to be parked on driveways 365 days a year will be considered by the Board of Aldermen; the denial of the 8800 Watson subdivision plat has been appealed to the Board of Aldermen for the next meeting.

Key Outcomes

  • Dogs For Our Brave Minor Site Plan: Approved with added condition prohibiting permanent outdoor housing of dogs. (6-0)
  • Sam's Club Extension: Approved. (6-0)
  • Dunkin' Extension: Approved. (6-0)
