You have a quorum, Your Honor.

1:09

Very good.

1:09

Under presentations, communications, and appointments.

1:11

We have a few items this evening.

1:13

And the first is uh a proud moment that we celebrate here in Crestwood uh once a year.

1:17

It ours our Frank Arnaldi Outstanding Service Award.

1:20

And I'll let uh Chief take that over from here.

1:25

Chief Arnold, if you come up, please.

1:29

Uh so each year in the police department, we have the honor of recognizing an officer for the Frank Arnold Lee Outstanding Service Award with after Chief Frank Arnoldley, who spent over 40 years uh serving the Crestwood community divided on standard module service, so this is where this is an honor of him.

1:48

This year uh is a little different.

1:50

Um we've actually honoring uh two individuals.

2:07

So these two officers on September 13th of 2025 responded to an alarm call at uh sorry I go on.

2:17

Uh early in the morning, about six o'clock in the morning.

2:20

Uh when they got there, um I've been on albums with alarm calls and they've never would have been in earlier.

2:27

Uh and this time they're doing their external check like they normally would and came across the words are in the back.

2:32

Immediately took action, went inside, uh, and very technically sound ended up surprising the burglar who's inside the building with multiple items in.

2:41

Um they were able to take him in without incident.

2:44

Um really the best part, I think all of it was that further investigation actually linked into some crimes with Crestwood and also within the region.

2:51

So um their quick response, their tech was sound response.

2:56

Um was perfect in the situation.

2:58

This is actually his second burglary scholar building.

3:01

So uh which is very rare for any position.

3:03

So uh it's very worthy of this honor.

3:05

Um who they are as individuals and police officers within our community, so I'm happy to have coin, us and uh officer control and officer poll.

3:35

Thank you very much.

3:36

Thank you.

3:37

Congratulations, and thank you, gentlemen.

3:46

All right, uh next up is uh just a quick item of an appointment of Alderman Zavist, Alder Person now, and Alderman Hall to serve on a police bargaining unit uh petition review committee.

3:58

Um so our uh police officers uh have submitted a uh a signed petition with the majority of uh the members um asking to uh exit their their current union, and so our city code has a process for that, and that process is that the mayor shall appoint uh such a committee, and that committee then has 30 days to um just validate that these signatures are in fact uh valid and that more than half of the uh members have signed it and then present that back to the board of alderman so that we can then uh accept that.

4:31

So uh this is that that step of appointing the that committee.

4:36

Uh does anyone have any questions?

4:39

Seeing none, is there a no make a motion to approve the appointments?

4:44

Okay, we have a motion, is there a second?

4:47

Second.

4:48

All in favor say aye.

4:49

Aye.

4:50

Aye.

4:50

Any opposed, say nay.

4:51

All right, that now is a committee, so you have 30 days to do your work.

4:56

Uh lastly, under presentations, communications appointments is a website navigation demonstration.

Crestwood Board of Aldermen Regular Meeting - February 25, 2026

The Crestwood Board of Aldermen met on Tuesday, February 25, 2026 at 7:00 PM in the Aldermanic Chambers at Crestwood Government Center. The meeting included presentations, public comment, board reports, approval of a lengthy consent agenda, and new business regarding executive recruiting services. The board unanimously approved all consent items and the new business ordinance, and discussed future agenda items.

Presentations, Communications, and Appointments

  • Frank Arnoldy Outstanding Service Award: Police Chief honored Officers Kohler and Kohl for their response to a burglary alarm on September 13, 2025. They apprehended a burglar inside a building without incident, and the investigation linked the suspect to other crimes in the region. This is the second time the award has been given for a burglary call.
  • Appointment of Police Bargaining Unit Petition Review Committee: Mayor appointed Aldermen Zavist, Alderperson Now, and Alderman Hall to a committee to validate a petition from police officers seeking to exit their current union. The committee has 30 days to verify signatures and report back. Approved unanimously.
  • Website Navigation Demonstration: Communications Manager Jeff McNaughton presented a redesigned city website navigation, shifting from a department-based structure to user-intent-based tabs (Services, What's Happening, Government, About Crestwood). Analytics showed park-related pages were among top visited. Aldermen provided feedback, including adding city departments under Government, a direct link to city code, and consideration for a "most visited" quick links bar.

Public Comments & Testimony

  • Michelle Facci (owner of former Led Monster site on Watson Road): Announced plans for a new development with Dutch Bros Coffee as the first tenant (approximately 1,100 stores nationwide, with several in St. Louis). The other half of the site is still seeking a tenant. They are working with city staff and planning to go through Planning and Zoning for approvals. No questions, only welcome from board.

Board Reports and Comments

  • Alderman Hall: Reported on Beautify Crestwood Committee meeting, including landscaping at Sappington House park with a landscape architect and contractor for stormwater management.

  • Acting City Administrator Williams: Provided Prop A update – delay of about three months due to supplier issue with natural beams for community center; work ongoing. Board will be asked to weigh in on design of demolished area and loop trail later in 2026.
