The Crestwood Planning and Zoning Commission met on Wednesday, April 1, 2026, at 6:00 PM in the Aldermanic Chambers. The meeting included a public hearing and final development plan approval for a Chase Bank with drive-through ATM at 9315 Watson Road, as well as discussions on neighborhood preservation and comprehensive plan update.
Conditional Use Permit (CUP-1-26) for Chase Bank: Staff planner Danny presented the request for a conditional use permit to operate a bank with a drive-through ATM in the PDC (Planned Development Commercial) district at 9315 Watson Road, part of Crestwood Crossing. The site was previously cleared and is bordered by Watson Road to the south and a residential subdivision to the north. Staff found the application met most criteria except for building orientation (main entrance facing away from Watson Road), which conflicted with Watson Road overlay design guidelines. Commissioners discussed orientation, pedestrian safety, and security. Applicant representatives Hunter Decker (Colliers Engineering) and Sharon Cobra Line (Chase project manager, a Crestwood resident) explained that the drive-through facing Watson improves security and avoids pedestrian conflicts, and that parking at the rear minimizes visual impact. Commissioner and Aldermanic comments shifted toward support given security and facade design. The public hearing was opened and closed. A motion to approve the CUP with standard conditions (A through M on page 18 of staff report) passed unanimously (5 aye, 0 nay).
Final Development Plan (FDP-2-26) for Crestwood Crossing Partial Phase III (Chase Bank): Staff presented the final development plan, noting conflicts with Watson Road overlay design standards (2618) regarding building entrance orientation and transparency. The main entrance is at the rear, and central window bay glazing may be filmed rather than transparent. Commissioners discussed signage; applicant indicated signage would be submitted separately. A motion to approve the FDP was made and seconded, passing unanimously (5 aye, 0 nay). Conditions include compliance with sign ordinance and screening of rooftop mechanical equipment.
