2:44

Um over the years we've always had a lot of cut-through traffic, a lot of traffic driving oh uh way beyond the speed limit.

Uh we thank their efforts and uh respect the things that they have done.

There's young families coming in, they've got young kids, little kids, and kids who are gonna be toddlers in a year or two or more.

3:27

Uh so if there's anything that can be done to uh uh uh uh alleviate speeding, uh I think it's in the best interest of of our street and and all of us and uh we were told in uh letter that uh a majority of citizens needed to uh express their concern.

3:53

My wife and I uh got no survey about the matter.

Summary of Proceedings

Crestwood Public Safety Board Meeting Summary - October 20, 2026

The Crestwood Public Safety Board convened at 7:00 PM. The primary focus was a proposal to implement traffic calming measures on Red Oak Drive. The board also received reports from the Fire and Police Chiefs and addressed public comments regarding speeding concerns.

Consent Calendar

  • Minutes Approval: The board approved the minutes from the July 27, 2026, Public Safety Board meeting.

Public Comments & Testimony

  • Red Oak Traffic Calming: Multiple residents spoke in favor of traffic calming. Speakers cited excessive speeding, cut-through traffic, concerns for young families, and previous property damage. Key speakers included Mike Vincent (former alderman), Paula Gillenboard, Jack Clyde, Jim Sarvallo, and Marco Trifrida.
  • Notification Issues: Several residents stated they did not receive the advance letter or survey. Police Chief Williams acknowledged a mailing issue (the mailman returned letters, limiting distribution to about 25 out of 83 homes). He clarified the missed letter was an invitation to the meeting, not the formal survey.
  • Support for Measures: Most commenters supported speed humps and traffic islands. Some, like Phil Caspallis, advocated for more than two humps and suggested electronic speed signs.
  • Other Concerns: Mac Murphy raised a separate concern about visibility at the intersection of Axilarama and Woolworth. Marilyn requested additional lighting at the Yorkshire Estates entrance.

Reports & Communication

  • Fire Chief's Report (Chief Ryan Harrow): Provided an update on five strategic priorities (operational excellence, people/culture, healthy community, financial stewardship, strategic partnership). Year-to-date calls are up 2% (1,370 vs. 1,346). Announced public CPR classes, a fall prevention program, strengthened mutual aid, and a focus on succession planning as 40% of the department has under three years of experience. Highlighted a positive outcome where a motorcycle accident survivor visited City Hall to thank first responders.
  • Police Chief's Report (Chief Jonathan Williams): Reported that year-to-date crime is down nearly 40% compared to the same period last year.
  • Aldermanic Report: Announced the hiring of new City Administrator David Widler. Reported a clean annual city audit. Discussed ongoing projects, including the Whitecliffe Park trail study, new businesses on Watson Road, and the Suncrest Festival.

Discussion Items

  • Traffic Calming Proposal for Red Oak Drive: Police Chief Williams presented a detailed rationale for the proactive traffic calming program. Data collected in August 2024 showed about 70% of vehicles speeding. A second collection showed decreased traffic volume but an increased percentage of speeders. The proposed measures include three speed humps and one traffic island on Red Oak. The design is calibrated to be gentle for residents at the speed limit but effective at slowing speeders. Installation would be low cost and done in-house. A survey packet will be mailed to the 83 homes on Red Oak, with a response deadline in mid-November. A 60% approval rate from respondents is required to advance the plan.

Key Outcomes

  • Motion to Proceed with Survey: Board member Rich Bland moved to proceed with the proposed traffic calming plan for Red Oak Drive, including distributing the survey to residents. The motion was seconded and passed unanimously (all ayes, no opposition).
  • Next Steps: The city will mail information packets and survey links to Red Oak residents. If 60% of responding households approve, the traffic calming measures will be installed.
