This is the ad hoc, which purpose is to meet to speak uh on the appointments to the Board of Ethics.

Uh it was an agenda item in the April meeting where the uh mayor's office is appointing three people, Abraham Cale, Pedro Medeiros, and Michael Vallinati as members of the uh Board of Ethics.

I am Frank Salvatore in the chair.

I have Diane Lepine and Mike Henry as members of the committee, and we have uh T Dot O'Brien from the mayor's office and Tracy from Corporation Council.

And no other ex officio members or public are present.

Um I'm gonna open it right up to the committee members for questions.

So there's five positions allocated for that spot, Board of Ethics.

Five persons, one attorney at law of Connecticut to City, no city, no city office employment, but dot appointed by mayor two-year terms.

So we have um three, one reappointment.

We're not getting the appointments.

We're just doing the appointments right now.

This next one is reappointment.

So out of the appointments are any of these members that are there now staying on to fill the vacancy out of the oh there's a fifth vacancy.

Any of the uh the three aside from the reappointment, are any of those staying on to fill the vacancy?

Um sorry, so we'll go through who's on right now.

The only person technically the only person on right now is Kathy Gleason, um, because that is an active appointment.

So Kathy is still active.

She was appointed by the council on March 3rd, 2026 and has her appointment until March 1st, 2028.

We did have a excuse me to a chair.

So we did a we did a council communication where we appointed her on the council.

So I'm sorry, she might have been sworn in.

This could have been February.

Because March 3rd, she might have been sworn in March 3rd.

And then I also should confirm if there are some, and I'm sorry that I'm a little off because I don't want to.

Some commissions don't need to be appointed by the city council.

We sometimes just do, but I wonder if that one is, but I would need to look up the line.

And we have three members that are termed out, I believe.

So we'll bring a communication.

Like Housing Authority is one that doesn't come to you.

So I just want to double check this.

Because item number four of the March meeting.

March 3rd and that makes more sense.

So I thought March 3rd is her start date, but you you updated it for me three, the 16th.

Yeah, but these would have been in April, and their start date was in April too.

So it's the month we appoint.

This is the month we appoint now.

Well, the meeting notice for these three had uh term expirations of 4-1 2028, which would have met April 1st, would have been their start.

So maybe I may ask it's two-year terms.

So if we had approved it in April, they would have been brought on board in April.

So given that information, I would ask the committee if you were to recommend approval of these that we change their turn of expiration to May.

So is there a leak?

Can I get a legal opinion on that at this point?

Just to make sure we're on board so it's accurate here.

On Kathy Gleason's yes, yeah, so you were given it a confirmed, right?

And you approved it because it was unanimously approved by Count March.

It was in the March meeting.

Item number four, I missed uh move to receive the communication and confirm the appointment of Catherine Gleason to serve as a full member of the Board of Ed uh Ethics for a term to apply mar March 1st, 2028.

It was to expire March.

We've got to change the dates not for Kathy, because that was already approved.

It was on the consent calendar in March.

Oh, okay.

So it was approved through.

These dates are expire when?

I mean, honestly, even if you don't we're talking about one month, I mean it's actually that's up to the committee if you guys want to do that to May, because it's not going to be voted on until May.

That would be high.

You want to make it accurate, make an amendment to it, or what do you want to admit?

I mean, since we took away a month of their serving, we might as well give them a month back.

As long as it's no issue, I will make the motion as the you know if this goes through the ad hoc recommending the council approve it, the meeting that night the motion will be that the council approve three names, term expiration 5-1, 2022.

Once these are confirmed, once these are if these are confirmed, and then assuming that five.

So we're we're adjusted everything set.

Is it anybody in the city?

An employee, a citizen, anybody can bring an ethics complaint.

The board of ethics, or have they I would say not legally if they if there has a been a meetings?

Well, they'd have to have a formal meeting.

They'd have to, yeah, they only meet for a complaint correctly.

So if they haven't met, they haven't had a formal meeting.

So they don't meet at all until there's a complaint brought forward.

Isn't that that?

For my understanding, yeah.

That's when it's in the charter, but actually, yeah.

And that's their sole purpose is to render an opinion on ethics component.

There may be an annual.

I heard something about that.

I'm not sure if it's in the charter.

They're not see each other for two years or something, but just a question.

Maybe an annual meeting annually, annually, it's just to elect a chair person there.

So an annual meeting would be would have to be held after the committee's whole.
