All right.

0:04

This is the Board of Awards for Wednesday, April 29th, 2026, calling the meeting to order at 1001 a.m.

0:11

My name's Chip Volpe.

0:12

I'm the purchasing agent.

0:13

We have with us an attendance today, Attorney Gracie Norris, Assistant Corporation Counsel.

0:18

We have Ms.

0:19

Debbie Natalie, assistant purchasing agent.

0:22

We have Mr.

0:22

Kent Higgins, assistant superintendent of public utilities.

0:26

We have Mr.

0:26

Dan Garrick, our finance director.

0:28

And remotely, we have Mr.

0:30

Sean Hanley, our superintendent of public buildings.

0:32

We have three items on the agenda.

0:35

First item, uh services to add the Amburry High School West, the Brightley Software Work Order System for Public Buildings.

0:43

And for the record, the public buildings department submitted a requisition.

0:47

This is made out of Brightley software.

0:49

This is to have the subject services provided.

0:52

Voted amount is 42,006 and 55 cents.

0:58

Just note that that work includes a facility condition assessment.

1:07

And equipment, barcode, and tagging.

1:13

Right, Sean?

1:14

Yes.

1:14

Yep.

1:15

That's the total.

1:16

So along with the requisition, uh public buildings included a sole source, which indicated that these services were to add Danbury High School West to the existing Brightley software work order system that we're presently using.

1:30

It's proprietary, and there's no other source for their work.

1:35

So we need a motion from you, and I believe there's agreement that needs to be executed too.

1:40

Yeah, yeah.

1:41

And uh I make a motion to award the uh addition of Danbury High School West to the Brightley Software System.

1:50

Okay, sole source and condition uh condition uh contingent on the report contingent upon review, yes.

1:57

Okay, seconded by Mr.

2:00

Garrick, uh this is coming out of their operating account.

2:03

Any discussion?

2:07

Uh what you know, it's fair fairly uh newly renovated building.

2:12

What is the assessment required by Brightley, or is that something that we requested?

2:16

Well, it's required if I want to put it in because otherwise I don't know where I'm going.

2:22

It's for the entry.

2:23

It's so that when the board of ed enters a work order, we know what it is, you know, whether it's unit one, two, three, or four, bathroom, men's room, second floor, third floor, boiler, all that.

2:34

That's what they're going through and doing.

2:36

That's what they've done at all the schools.

2:37

That's how they populate the system, which is what we're doing.

2:40

And then going forward, once it's in, probably if it's done by September.

2:46

The existing agreement that I have, the maintenance agreement may go up a little bit because we're going to be added in this 270,000 square feet to that.

2:55

But this is just the assessment part itself where they had they send the text through, they'll be there a couple days, they'll photograph everything, they'll write down all the information, they'll barcode everything, they'll set up all the schedules, and they'll give me uh you know, uh a life, you know, whatever it is for when they should be replaced and everything.

3:13

So in favor, Sean Hanley, I vote in favor.

3:25

All right, motion carries unanimously.

3:27

You're all set, Sean.

3:28

Thank you.

3:29

Have a nice day.

3:30

You too.

3:32

Uh moving on to item number two, purchase of badger, water meter items for public utilities.

3:38

And for the record, public utilities department submitted a requisition to Styles Company, Inc.

3:43

This is to purchase the subject items.

3:45

The total quoted cost is 35, 150 and 16 cents.

3:51

Uh Styles uh company quoted this for the current tips government cooperative contract.

3:56

And I'll also note that we actually have the sole source justification on file uh from Badger, which has indicated that uh Styles is their only authorized uh badger distributors for Connecticut, and uh these parts should be compatible with existing badger meter items that are presently being used throughout the city.

4:16

I'd like to make a motion to award 35,150 16 cents the purchase of badger water meter items to styles.

4:24

Okay, this would be okay, second by Mr.

4:26

Garrett, for the cooperative contract.

4:28

For the box further contract and calls our purchase.

4:32

Okay, any discussion on the badger meter items.

4:35

See none all in favor.

4:39

Kent Higgins, I vote in favor.

4:40

Right, motion carries unanimously, and there's another item three, last item.

4:45

This is a bid for chemicals ward department, a copper sulfate price increase request.

4:51

And for the record, uh the copper sulfate was one of the items on our bid.

5:00

Uh that was initially awarded to Veneera Chemical for the period July 1st, 2025, June 30th, 2026.

5:05

Uh the award price at the time is 116 per 50 pound bag.

5:10

Uh the bid does allow for price adjustment after the first six months uh on uh proper uh documentation or substantiation of the uh request.

5:20

Uh veneer sent a letter April 21st, 2026, and they requested a 14% increase on the price of the copper sulfate.

5:29

So it went from 116 to 132.24 the 50 pound bag, and along with their request, uh they included a uh price chart for copper, which indicated that uh since the uh bid award back in July, the price of copper is increased 31.8 percent.

5:48

And uh granted this would only go this request.

5:51

We have a new bit out now, so this would just be through the end of June.

5:55

So if you're agreeable, we need a vote.

5:56

I'd like to make a motion to award veneer the price increase for copper sulfate.

6:01

Okay, second second by Mr.

6:03

Garrick.

6:04

Uh this is no contract, just about purchase order.

6:08

Okay, any discussion?

6:09

See none all in favor.

6:11

Garrett, I'll vote in favor.

6:13

Kent Higgins, I vote in favor.

6:14

Right, motion carries unanimously, motion to adjourn.

6:17

Second by Mr.

6:18

Garrick, all in favor, opposed, Perry.

6:22

Thank you, everybody.

6:23

Another nice day, you too.
