Okay, this is the Board of Awards for Wednesday, June 10th, 2026, calling the meeting to order at 1001 a.m.

0:11

My name is Chipotle on the coaching agent.

0:13

We have with us an attendance today, attorney Tracy Norris, System Corporation Council.

0:18

We have Mr.

0:19

Sean Hanley, Superintendent of Public Buildings, we have Ms.

0:22

Deputy Valley, assistant purchasing agent, we have Mr.

0:25

Tom Hughes, superintendent of construction services.

0:28

We have Mr.

0:28

Dan Garrick, our finance director, and remotely, we have Ms.

0:32

Donna Murphy, our tax assessor.

0:35

We have three items on the agenda.

0:38

The first item is technical assistance with the 2027 revaluation for the assessor.

0:45

And for the record, Ms.

0:48

Murphy submitted a proposal letter from equality valuation services.

0:52

This is a dated May 28, 2026.

0:56

This is to provide the subject services and the total amount of $500,000.

1:02

In their proposal, equality indicated that this cost is the same cost that they charged us when they did the 2022 revaluation.

1:10

Along with the proposal letter, Ms.

1:12

Miller included the sole source justification.

1:15

And I'm going to just give some of the highlight for the record.

1:18

It's indicated that the city of Danbury used the uh is using the equality camera system, which is fully integrated across the assessor's office planning and permitting.

1:35

Because the revaluation uh must be performed using the existing camera environment.

1:40

Only equality can provide services fully compatible with the city's valuation models, parcel parcel history, GIS layers, and permitting workflows.

1:51

It's also noted that equality successfully did perform in 22 or 2022 citywide revaluation using the same platform, and therefore already has knowledge of Danbury's parcel characteristics and valuation structure.

2:06

And if we were to switch vendors, that would require replacing the camera system and rebuilding integrations, which would result in some significant cost and operational disruption during the reveal cycle.

2:19

So Ms.

2:19

Murphy, if I said all that correctly, we need a motion from you, please.

2:24

Sir, I move toward the proposed services, the equality valuation services as a sole source for the reasons indicated, contingent upon execution of an acceptable agreement.

2:37

All right.

2:37

Second, seconded by Mr.

2:39

Garrick.

2:40

Any discussion.

2:42

See none all in favor.

2:43

Okay, Garrett, no vote in favor.

2:44

Okay, so nice number.

2:51

All right, motion carried unanimously.

2:53

You're all set, Donna.

2:55

Great.

2:56

Thank you so much.

2:57

All right, thank you.

2:59

Yeah, bye-bye.

3:02

Moving on to item number two.

3:04

Uh engineering services for shop and working drawing review and design services during construction for the rehabilitation of Kennedy Avenue Bridge 04176 over Stone River for Construction Services Department.

3:19

And for the record, Mr.

3:21

Hughes submitting a proposal letter from RHS Consulting Design.

3:25

This is dated June 4th, 2026.

3:29

This is to provide the subject services.

3:31

The lump sum is 27,776.

3:46

Make a motion that we award the additional services to our HS as the engineer of record for the Kennedy Avenue Brief reimplement.

3:55

Okay.

3:56

Send by Mr.

3:57

Garrick.

3:58

Just read in you gave me the uh charge code for this.

4:01

And it's uh uh BR Kennedy dot 3041-7000-047503.

4:14

Good with that.

4:15

Sounds right.

4:16

Okay, good.

4:16

All right, any discussion?

4:19

See none all in favor.

4:21

Any summary is I vote in favor.

4:24

All right, motion very unanimously.

4:33

I think we got a new one in.

4:35

I thought I'd put it to this morning.

4:36

Well, you already could.

4:39

If you need it right away, she said you could do it.

4:42

All right, so you want to put the okay.

4:46

Yes, yeah, the other one was closed now.

4:48

Yeah, it's 2023.

4:50

Yeah.

4:51

Okay, moving on to the last item, uh replacement boilers uh two for Danbury High School for public buildings.

4:58

They have forward record.

5:00

Hamley submitted a requisition.

5:02

This is made out the McKenney Mechanical.

5:04

Uh, this is they have the proposed work uh furnished, uh, which consists of supplying two campus Avenger ARN 1500 boilers for Danbury High School at a total cost of 96,020.

5:19

This proposal is for furnishing only of the two boilers, no installation yet.

5:24

Uh the just some background on this, these units are specialized equipment and they require manufacturer specific configuration with factory authorized start.

5:35

Um purchasing these boilers through McKenzie, uh, who's later going to do the installation for their kind of material bring with the city?

5:44

Uh uh will ensure that we have uh proper coordination, maintain our warranty, and avoids responsibility gaps between the supplier and the installer.

5:55

Yes.

5:56

So we need a motion to make a motion to award the replacement boilers to the general mechanical, and that's print or on call.

6:04

Seconded by Mr.

6:05

Garrett.

6:05

This is repurchase order.

6:07

Any discussion?

6:08

This is to replace the two uh boilers in G Wing that we've had issues with.

6:12

We had a couple with manufacturing and came out and they were having trouble rebuilding them.

6:17

So we're just trying to stay ahead of us on any issues going forward.

6:20

When when are you doing the installation?

6:23

It'll be installed.

6:24

Sorry.

6:26

As long as we aren't okay.

6:28

All right, any further discussion on the boilers?

6:31

See not all in favor.

6:32

Okay, Garrett, I've got one in favor.

6:35

Sean all in favor.

6:36

All right, motion carries unanimously.

6:38

Motion to adjourn.

6:39

Second, Mr.

6:40

Garrett, all in favor.

6:42

Opposed.

Board of Awards Meeting - June 10, 2026

The Board of Awards convened on Wednesday, June 10, 2026, at 10:01 a.m. with members including attorney Tracy Norris, Sean Hanley (Superintendent of Public Buildings), Deputy Valley (Assistant Purchasing Agent), Tom Hughes (Superintendent of Construction Services), Dan Garrick (Finance Director), and Donna Murphy (Tax Assessor, remotely). The board considered three agenda items, all of which were approved unanimously.

Discussion Items

  • Technical Assistance for 2027 Revaluation: Donna Murphy submitted a proposal from Equality Valuation Services for the 2027 citywide revaluation at a total cost of $500,000. The proposal was justified as a sole source because Equality's camera system is fully integrated with the assessor's office, planning, and permitting. Only Equality can provide services compatible with the city's existing valuation models, parcel history, GIS layers, and permitting workflows. Switching vendors would require replacing the camera system and rebuilding integrations, causing significant cost and operational disruption. A motion to award the services to Equality Valuation Services as a sole source, contingent upon execution of an acceptable agreement, was made and seconded.
  • Engineering Services for Kennedy Avenue Bridge Rehabilitation: Tom Hughes submitted a proposal from RHS Consulting Design for shop and working drawing review and design services during construction for the rehabilitation of Kennedy Avenue Bridge 04176 over Stone River, at a lump sum of $27,776. A motion to award the additional services to RHS as the engineer of record was made and seconded. The charge code was provided.
  • Replacement Boilers for Danbury High School: Sean Hanley submitted a requisition from McKenney Mechanical for furnishing two Camus Avenger ARN 1500 boilers for Danbury High School at a total cost of $96,020 (equipment only). These units are specialized and require manufacturer-specific configuration with factory-authorized start. Purchasing through McKenney, who will later perform installation, ensures proper coordination, maintains warranty, and avoids responsibility gaps. A motion to award the replacement boilers to McKenney Mechanical was made and seconded. Discussion noted this replaces two boilers in G Wing that had issues.

Key Outcomes

  • Item 1: Motion to award technical assistance for 2027 revaluation to Equality Valuation Services as a sole source for $500,000 passed unanimously.
  • Item 2: Motion to award engineering services for Kennedy Avenue Bridge rehabilitation to RHS Consulting Design for $27,776 passed unanimously.
  • Item 3: Motion to award replacement boilers for Danbury High School to McKenney Mechanical for $96,020 passed unanimously.
  • The meeting was adjourned by unanimous vote.
