The Danbury Board of Awards met on August 30, 2026, at 9:45 AM, chaired by Purchasing Agent Chick Bolken. Attendees included Jane Werner (HR Director), Chief Patrick Vinnauer (Police), Captain Higgins (Public Utilities), Deputy Chief Sean McGee (Fire), Attorney Tracy Norris (Corporation Counsel), Tax Collector Sean Devaz, Traffic Engineer Vera Caraconda, Deputy Talley, Tom Hughes (Construction Services), Frank Gentielle (Technology Services), and Dan Garrick (Finance Director). All eleven agenda items were approved unanimously.
Okay, this is the Board of Awards for Wednesday, August, August 12, 2026, calling the meeting order at 10.03 a.m. My name's Chick Bolken, the purchasing agent, and we have this in attendance today. Uh Jane Werner, our director of human resources. We have the Chief Patrick Vinnauer from the police department. We have Mr. Captain Higgins, our assistant superintendent of public utilities. We have Deputy Chief Sean McGee from the fire department. We have attorney Tracy Norris, System Corporation Council. We have our tax collector, Mr. Sean Devaz. We have our traffic engineer, Mr. Vera Caraconda, Assistant Purchasing Agent, Deputy Talley, Mr. Tom Hughes, construction services superintendent, Mr. Frank Gentielle, our Director of Technology Services, and Mr. Dan Garrick, our finance director. Okay, I have everybody, nobody remotely. We have 11 items on the agenda. The first item is the uh RFQ for background screening services, human resources. And for the record, we previously awarded this bid to ACUSOS HR. Uh the initial uh period was two years, uh, then expired on May 14, 2026. Uh the agreement that was executed for that service allowed for three one year renewals by mutual consent. And uh accuracy source HR is corresponding that they would be willing to hold the current turns in addition for an additional year. So if you're okay. So I need the motion to award it to you. Okay, that'll that'll go through May 14, 2027. Okay. Second by Mr. Garrick. Any discussion? Say not all in favor. All right, motion carries man's thanks, everybody. Have a good day. Moving on, item number two. Uh professional service process print and mail tax bills, the tax collector. And for the record, Mr. DeVaz committed two requisitions. These were both made out of the equality valuation services. Uh, this is to provide the civic services. The estimated annual cost would be about 120,000. Along with the requisitions, Mr. Navaz included a sole source justification, uh, which indicated the tax collector office presently is using the equalification valuation software system and the requested services uh are acting as an extension of that platform. Uh it's also noted uh that an equality is providing these services for 160, 169 tax municipalities in the state of Connecticut, which results in operating efficiencies and economies of scale to the city of Danbury and the tax collector uh assessment related processes, uh, rely on this existing platform and the requested services support extended work tool. So if I said that, we need a motion from you, please. I move to award the equality as a sole source for the reasons indicated. Okay. Seconded by Mr. Garrick, this would be a purchase order.
