Thank you.

0:48

All right, we will call the Board of Selectman meeting, regular meeting on December 16th, 2025 to order at 631.

0:55

This was our regular meeting postponed from last week of uh December 9th.

1:01

So pretty much the same agenda.

1:02

We did add a few things.

1:04

Um Secretary's report.

1:07

Did you both have a chance to review minutes from regular meetings of 1028 and November 25th?

1:13

I reviewed them.

1:14

I'm make a motion to approve October 28, 25, and November 25, 2025.

1:20

Second.

1:20

Second.

1:22

Okay, a little discussion.

1:23

Uh somebody did point out that on number two, um November 25th.

1:28

Um number two meeting on our agenda, sorry, but it's number 10 D.

1:33

It should be in that elevate, it should be alleviate.

1:37

It was the drainage issue for the school.

1:39

So we'll just make that one correction of uh and I did also notice John Winthrop was spelled J-O-M, so you have to add the HP but little things like that, but otherwise, uh, so that's great.

1:51

So all in favor?

1:52

All right.

1:54

First time or wonderful.

1:57

Awesome.

1:58

Yeah, audience of citizens.

2:00

We don't have anyone joining us.

2:01

We have a few online.

2:02

I see uh two folks.

2:04

Anybody online want to address the board?

2:08

No, thank you.

2:10

Thank you.

2:13

Okay, so uh Cassie, we have two online.

2:16

That's okay.

2:17

Sorry about that.

2:19

Uh appointments.

2:20

So we have uh Brittany Ray, uh also known as Brittany Ray Gagnan, so I have to clarify her name.

2:28

Um she's that was just a question the town clerk had.

2:31

She's a registered voter, so she but we didn't know if she was going by Brittany Ray, because her email came that way, but her uh voter registration is uh Brittany Ray Gagner.

2:42

So we'll have to just clarify that.

2:44

But she wrote a nice letter uh interested in joining both the Deep River Sustainable Committee, which she has been basically a pretty active non-member for about three or four months now, um, helping with the thin plastic collection and all that.

2:56

She'd also like to be on the transfer station committee.

3:00

Um, so I don't know if you want to take all the appointments together, but then Sarah Makowicki, we had voted to move her forward for planning and zoning.

3:08

Um and then somebody resigned from that board, so now we have a term um to expire 12-1 2027.

3:17

So we had approved her to be uh at the town meeting tomorrow night uh for 12 12 1 2026.

3:24

Um so we'd like to just extend that one more year because she's very qualified and that way while we have a brave volunteer, we might as well kind of commit them a little longer.

3:36

So she she can't change her mind in the year.

3:39

I think it's a good idea, but can can we do that though?

3:41

Yes, we can do it.

3:42

Yep, town meetings already been no we put this in the town meeting anticipating that this would get passed tonight.

3:49

If not, then the town clerk told me tomorrow night we could just um change the term of that because again I had already been voted on at that after the meeting or November meeting.

3:58

So sorry.

4:00

No, I have a chance to speak with Brittany.

4:02

I asked her uh I don't know how she's gonna have time, raising six boys in a business, but uh very uh energetic young lady.

4:10

And um so I I'm good with it.

4:12

Okay.

4:14

I didn't we text messaged back and forth but didn't connect.

4:17

Um but I think we need to talk to her then.

4:20

Okay, and I have talked to her too because I met her actually when she was picking up the thin plastics one day.

4:25

And then I put two and two together when I got her email.

4:27

I was like, oh, she's already been doing that.

4:29

And Sarah, I'm good with Sarah, that's we've already had her already so.

4:33

Yeah, she was an alternate for a little while, and then we had somebody we had a space open, so we had voted to move her up until but now we're just changing the term, but basically.

4:45

Okay, so I have a can I have a motion?

  • Appointments:
    • Brittany Ray Gagnon was appointed to both the Deep River Sustainable Committee and the Transfer Station Committee. Motion passed unanimously.
    • Sarah J. Makowicki was appointed to the Planning and Zoning Commission with a term extended to December 1, 2027. Motion passed unanimously.
    • Jonathan Kassner was reappointed as alternate member of the Planning and Zoning Commission with a term to December 1, 2028. Motion passed unanimously.
  • 2026 Board of Selectmen Meeting Dates: The schedule of meetings for 2026 (second and fourth Tuesdays at 6:00 PM) was adopted unanimously.

Public Comments & Testimony

  • No public comments were offered in person. Two online participants were present but did not address the board.
  • During the discussion of school consolidation task forces, a member of the public (online) suggested that the town post direct links to Region 4 meeting dates on the town website, as the Region 4 website is difficult to navigate. The board acknowledged the suggestion.

Discussion Items

  • Holiday Stroll Follow-Up: The board praised the Parks and Recreation Department, Howard Tree Service (which donated labor for the Christmas tree and decorations), the donor of the tree (Mr. Rudowitz), the Deep River Fire Department, and the Deep River Police. The parade featured a record number of floats. Winners included Howard Tree, Full Pen Fabrication, and the Chargers football/cheer squad.
  • DPW and Emergency Response Shout-Out: The board recognized the DPW for snow removal efforts and a specific incident where a child choking on a call was aided: the DPW plowed and sanded a driveway to allow an ambulance to exit and reach Yale, and the child recovered. The crew was commended.
  • School Budget Workshops: The board discussed the upcoming school budget process, noting that the supervisor district starts workshops on December 18, 2025, with a total of 20 workshops across multiple boards. Residents were urged to attend or participate via Zoom to voice concerns about keeping costs down. It was stated that approximately 72% of the town budget goes to education, leaving only 28% for all other services. The board expressed full support for education but stressed the need to keep the budget in check.
  • School Consolidation Task Forces: Four task forces (governance, consolidation/grade configuration, finance, and teaching/learning) have been formed to address potential consolidation with neighboring towns. Several residents have volunteered. The board discussed appointing themselves as town officials to each task force. They will decide assignments by the next meeting (December 24) and forward names to Region 4 by December 19 or 20. Initial meetings are scheduled in January 2026.
  • Boards and Commissions Meeting (January 2026): The board plans to hold an informational session for all board and commission members, covering minute-taking, filing, FOI requirements, and a roundtable. The date will be confirmed at the next meeting.
  • Year in Review: Tabled to the next meeting (December 24, 2025).
  • Upcoming Town Meeting (December 17, 2025, 6:00 PM): Items include appointments to the Community Health Committee, Zoning Board of Appeals, and Planning and Zoning Commission; a proposed before- and after-school program by Parks and Recreation (self-funded); and a new WPCA-funded position in the finance department that would not cost taxpayers.
  • Selectman Reports: The board highlighted vacancies on several boards and commissions and encouraged volunteers. Also announced a job opening for summer camp director for 2026.

Key Outcomes

  • All consent calendar items (minutes, appointments, meeting dates) were approved unanimously.
  • The board will select which consolidation task force each member will join by the next meeting.
  • The year-in-review item was tabled to the December 24, 2025, meeting.
  • The board will confirm the date for the boards and commissions meeting at the next meeting.
  • The public was informed of the December 17 town meeting agenda.

Meeting adjourned at 6:58 PM.
