Well, thank you all for the briefings conducted.

1:50

I know that we still have um one to two remaining, um, but we do appreciate your time and walking through those briefings.

1:58

We also said to you um right before the weekend uh a summary of all of the questions that were asked in those briefings, responses have been provided to those.

2:06

Um as we uh round out the remaining um briefings that we have, we will send up a revise and updated memo for that.

2:14

So that is all the information that you could ever want.

2:16

But if there's more that you shall ever need, we will provide that.

2:19

Um we're really excited to be bringing this amendment forward as we've got a lot working um right now on security front with this amendment and then in our future RFP.

2:30

So I will kick it over to Cammy and team to begin the presentation.

Speaker 9

2:34

All right.

2:35

Thank you so much for having us and thank you for the briefings that we did have uh with folks.

2:41

It really helped us kind of craft um craft the uh deck that you're gonna see today uh to make sure that we address all of the the questions that you brought up.

2:51

Um there's a lot of information here, so we are happy to meet with council members uh to follow up on anything specific or anything that was unclear, but we'll go ahead and jump into it.

3:03

So this is the citywide security services agreement, so not only general services but across the city, all the agencies uh that use the Securitas agreement.

3:16

So, brief agenda.

3:17

We're gonna talk about the amendment requests.

3:19

We're also going to dive in and talk about kind of what we've been doing uh on the new solicitation, uh, because that's one of the drivers for the amendment request that we have today.

3:29

So we're gonna talk about some of the strategic uh enhancements that we've made.

3:33

Also, we're gonna spend some time talking about spend because I know um how we've spent those contract dollars is of importance uh to this body.

3:41

So then uh we're gonna go on just give you a general overview of um the citywide security services agreement, what we provide, what what it entails, and then give you uh uh a timeline not only for the amendment but also for the RFP, and then we'll uh close out with what our request is.

4:04

So the amendment request uh before you today is uh for a uh an extension of time and capacity.

4:13

So the current Securitas agreement, we began that on January 1 of 2022.

4:19

Uh that is set to expire December 31 of 2026.

4:24

So we are coming before this committee today to ask for an extension of nine months to that agreement, which would put us beyond the five-year uh contract term.

4:35

Uh but uh we'll go into some of the details of why we're asking for um uh for that extension uh of time.

4:42

And then also we're asking for an extend our uh capacity increase of 11 million dollars, and that is specifically to cover the expenses for that additional nine months.

Unassigned speaker

4:54

Uh so two drivers, uh two main drivers that we have for um for requesting this uh time and and capacity increases.

Speaker 9

5:04

One is that we were very intentional about making sure that we allowed full transparency to potential bidders on the new RFP about the collective bargaining agreement between Securitas and the SEIU Local 105.

5:26

We have a member from the SEIU in the audience today, so if you have any questions of her, please feel free to ask those.

Summary of Proceedings

Denver Finance and Business Committee Meeting - October 15, 2026

The Finance and Business Committee of the Denver City Council met on October 15, 2026, chaired by Councilmember Chris Hines (District 10). Note: No agenda or minutes were available for the meeting; the official date per the system directive is October 15, 2026, although the provided transcript header references October 13, 2026. The primary action was considering an amendment to the Securitas Citywide Security Services contract (Item 26-149). General Services staff presented a detailed proposal for a nine-month contract extension and an $11 million capacity increase, framing it within broader strategic enhancements for an upcoming Request for Proposals (RFP). The committee voted unanimously to advance the item to the full City Council.

Consent Calendar

  • An unspecified consent calendar item was moved forward to the full City Council without discussion or being called off.

Public Comments & Testimony

  • No formal public testimony was recorded during the meeting. A representative from SEIU Local 105 was noted as present in the audience.

Discussion Items

  • Securitas Amendment (Item 26-149): Executive Director Adrina Gibson and Cammy Joe Lee presented an amendment to extend the existing Securitas contract by nine months (through September 30, 2027) and increase its capacity by $11 million (from $71.2 million to $82.2 million). Key drivers for the extension included ensuring full transparency for bidders on the new RFP regarding the existing collective bargaining agreement with SEIU Local 105 (running through December 31, 2028) and providing continuity of service during the competitive solicitation. Additional scope updates included aligning worker pay with the CBA, increasing the monthly vehicle rate from $1,400 to $1,600 for approximately three city vehicles, and implementing a rigorous new background screening process (FBI NCIC pre-deployment and monthly CBI checks) to comply with CJIS security policies.
  • Strategic Enhancements for New RFP: Staff outlined a modernized approach for the upcoming security solicitation, including a complete rewrite of the scope of work, development of agency-specific contracts, and the potential to unbundle the large agreement into up to three portfolios to encourage competition and access for smaller and MWBE firms. A proposed six-month transition process (three months administrative, three months following the Worker Retention Ordinance) was detailed to ensure a smooth changeover.
  • Worker Benefits and Performance: The committee discussed the performance scorecard (improved from the 70s to mid-80s) and employee health benefit enrollment (approximately 40%, or 65 out of 164 employees). Staff noted employee feedback indicated costs were a barrier to health plan enrollment. The upcoming RFP will require bidders to propose tiered benefit plans suited to a multi-generational workforce.
  • Councilmember Feedback and Inquiries:
    • Councilmembers Gonzalez Kuchettis and Soyu expressed strong appreciation for the improved collaboration and relationship with SEIU Local 105.
    • Councilmember Sawyer praised the precision and professionalism of the General Services team and queried MWBE integration. Staff confirmed a core MWBE subcontractor is active in a mentor-protégé program and the new RFP will feature enhanced MWBE participation strategies.
    • Council President Romero Campbell inquired about health benefit strategies and their link to retention, and asked about the potential unbundling of the contract into up to three groups.
    • Chair Hines asked about the six-month transition timeline and raised a concern regarding wage parity between prime and subcontractor workers. Staff committed to following up on the wage parity issue with the current contractor.

Key Outcomes

  • Action Item 26-149 (Securitas Amendment): The committee voted to move the contract amendment to the full City Council. The motion was made by Councilmember Watson and seconded by Councilmember Sawyer. There were no abstentions or dissensions. The presented timeline anticipates Mayor-Council review on October 20 and full council consideration on October 26, 2026.
  • Consent Calendar: An item on the consent calendar was also advanced to the full council without opposition.
