0:48

Before we go over the approval of the agenda, this is the new agenda we have.

0:52

So with the consent agenda, et cetera.

0:54

So we've talked about this for for quite some time.

0:56

This is the uh roll-out.

0:57

But before we go into approval, let's have Joanne just kind of give us a another overview of what we're facing today and moving forward.

Speaker 4

1:05

So like we're not that bad.

1:10

Just a quick refresher on how consent agenda works.

1:13

Essentially, um, these uh are the intention is uh for items um under consent agenda to be kind of routine, um, not necessarily needing any discussion.

1:23

Um and um they are all approved at one time without any debate or discussion amongst the members.

1:30

Um if there is anything on consent agenda that any of the alders would like to move from consent, um the appropriate time would uh be now at the approval of the agenda stage.

1:43

Um so uh you can either present a motion to amend the agenda and to move something from consent.

1:49

Um, or if not, then you can just proceed with approving the agenda as is and move along.

Speaker 1

1:54

And just as a reminder, Kim and I met on Thursday, um, went through the agenda and pulled out what we thought we should pull out and and put in the general population.

2:03

So we think we got it

Unassigned speaker

2:04

right.

Speaker 1

2:05

And at that time, if when you see the agenda Friday, you think not, uh, feel free to contact us as well.

2:10

So there's actually two chances to move from consent something out.

Speaker 3

2:14

So not now is what you're saying.

Speaker 1

2:16

You know, you still no absolutely not.

2:18

No, you still definitely 100% can for the third time.

2:25

That said, um, item four, approval of the agenda.

2:28

I'd make a motion to approve.

Unassigned speaker

2:29

Second

Speaker 1

2:30

motion by me, seconded by alder person Gance.

2:32

Discussion comments or something to be polled.

De Pere Common Council Regular Meeting Summary - January 20, 2026

The Common Council of the City of De Pere met on Tuesday, January 20, 2026, at 7:30 PM in the Council Chambers (335 South Broadway) and virtually. Mayor James Boyd presided. The meeting adjourned at 8:00 PM. All nine council members were present: Dan Carpenter, Mike Eserkaln, Pamela Gantz, Jonathon Hansen, Amy Kundinger, Shana Ledvina, Casey Nelson (remote), Devin Perock, and Mayor Boyd. The meeting featured a presentation from NEW Water on a planned Brown County pedestrian trail, a public hearing on a zoning map amendment, and unanimous approval of the consent agenda, new business items, resolutions, and ordinances.

Consent Calendar

  • Approved the minutes of the January 6, 2026 Common Council meeting.
  • Approved Project 4190-17-21 Transportation Plat and Temporary Limited Easement exhibits prepared by Corre, Inc.
  • Approved a 3-lot certified survey map at 700 BLK Millennium Court (Parcels ED-2311, ED-2313-1, ED-2314, ED-2315). (The consent calendar was approved unanimously on a motion by Mayor Boyd, seconded by Alderperson Perock.)

Discussion Items

  • NEW Water Presentation on West Fox River Trail: Nathan Qualls (Executive Director) and Tricia Garrison (Public Affairs & Education Manager) from NEW Water (Green Bay Metropolitan Sewerage District) presented. NEW Water expressed strong support for the planned 10-foot-wide Brown County trail along the Fox River, which will connect Ashwaubomay Park to the Fairgrounds, calling it a valuable community asset. However, they outlined significant operational challenges, including protecting critical infrastructure, ensuring the safety and security of the public and staff, and proactively educating trail users about sights, sounds, and odors from the adjacent wastewater treatment facility to prevent unfounded citizen concerns. Development Services Director Dan Lindstrom noted that extending the trail further south is a city goal but is legally constrained because state law prohibits the use of eminent domain for multi-use trails. Alderperson Hansen asked about the trail's connection to Ashwaubomay Park. Mayor Boyd stated he would discuss the trail further with Brown County Executive Streckenbach.

Key Outcomes

  • Public Hearing (Item 5A): A public hearing was held for the zoning map amendment from BP-2 to BP-1 for multiple parcels at Millennium Court and Enterprise Drive. No public testimony was provided. The matter was referred for formal adoption under Ordinance #26-02.
  • New Business – License Committee (Item 9A): Unanimously approved the request by Alycia Spangler to appear before the License Committee regarding the denial of her operator's license application.
  • New Business – Property Purchase (Item 9B): Unanimously approved (roll call) the City's purchase of parcel WD-387-1 (Main Avenue) for $110,000.
  • New Business – Home Improvement Loan Program (Item 9C): Unanimously approved changes to the De Pere Home Improvement Loan Program, expanding it to include lead improvement. Alderperson Kundinger described the change as a great idea that will be very beneficial for residents. Director Lindstrom stated the Health Department will utilize an internal map of qualifying homes for targeted outreach, and staff will publicize the program.
  • Resolution #26-03 (Item 10A): Unanimously adopted (roll call) the State/Municipal Maintenance Agreement for the Southbridge Connector Interchange on Interstate 41.
  • Resolution #26-04 (Item 10B): Unanimously adopted (roll call) a $12,082 grant agreement with the Division of Public Health for Maternal Child Health and Lead Programming.
  • Ordinance #26-02 (Item 11A): Unanimously adopted (roll call) the zoning map amendment, reclassifying parcels at 700 Block and 701 Millennium Court from BP-2 to BP-1 and BP-2 PDD to BP-1 PDD. Staff described the amendment as a cleanup action to better match existing uses and facilitate redevelopment on parcels under two acres.
  • Ordinance #26-03 (Item 11B): Unanimously adopted (roll call), amending Chapter 2 of the Municipal Code to revise Aldermanic Districts following the annexation of territory from the Town of Rockland, which added five voters to the city. Alderperson Hansen welcomed the new residents.
  • Ordinance #26-04 (Item 11C): Unanimously adopted (roll call), adopting Section 10-12 of the Municipal Code to create the De Pere Youth Commission. Recruitment for commission membership will begin.
  • Adjournment: The meeting adjourned at 8:00 PM.
