De Pere Common Council Regular Meeting - August 4, 2026

The Common Council met at 7:30 PM on Tuesday, August 4, 2026, in Council Chambers and virtually, with Mayor James Boyd presiding. Mayor Boyd and all eight alderpersons were present. The Council unanimously approved an amended agenda after voting to move item 6H, the Wal-Mart litigation matter, to after the resolutions and before future agenda items.

Public Hearings

  • Public hearing on amending the 2010 City of De Pere Comprehensive Plan Update at 2108 Lawrence Dr and 1800 Southbridge Rd, part of Parcels WD-L281-1 and WD-D0037. City Clerk Carey Danen reported the notice was published in the Press Times on June 26, 2026. Development Services Director Dan Lindstrom said the Plan Commission recommended approval at its June 2026 meeting; the area is currently designated business park and the amendment would support multifamily development near the southern bridge corridor. No one spoke during the public hearing. The Council adopted Ordinance #26-16 by unanimous roll call vote.

Public Comments & Testimony

  • No public comments were made.

New Business

  • Minutes of the July 21, 2026 Common Council meeting were approved unanimously.
  • The Council unanimously accepted a $3,000 donation from Aurora BayCare Sports Medicine to sponsor flag football t-shirts; Alderperson Kundinger thanked Aurora BayCare for sponsoring the shirts again.
  • The Council unanimously approved the Perfect Turf bid of $61,476 to install turf fall surfacing at the Volunteer Park playground. Parks Director Marty Kosobucki reported that the turf meets all CPSI playground safety standards and came in slightly less expensive than poured-in-place surfacing.
  • The Council unanimously approved the All American Arena bid of $149,490.70 for ice arena flooring, with the unallocated balance of up to $50,000 from Unassigned Reserves. The De Pere Youth Hockey Organization raised $50,000 through a user-group fundraising effort. Kosobucki noted the ice arena fund will temporarily go to zero but will begin replenishing when the rink reopens in October. Alderperson Hansen expressed strong support and Alderperson Gantz supported the item because the user group had helped raise funds. Kosobucki also noted the general fund had previously supported ADA work at the ice arena in 2025 and 2026.
  • The Council unanimously denied the Perfect Turf tile surfacing bid of $85,300 for the Carney Park playground and directed staff to rebid the project with turf or poured-in-place surfacing. Kosobucki said only one bid was received because tile surfacing is unique, and he expects multiple bids for the alternative surfacing.
  • The Council unanimously approved a 1-lot extraterritorial certified survey map at 3260 Creekview Rd in Glenmore, Parcel GL-132.
  • The Council unanimously approved the 44-lot and 1-outlot extraterritorial final plat of Rock Ridge Estates at 2200 BLK Beck WY in Lawrence, Parcels L-451-5 and L-452-5.
  • The Council unanimously approved the Law Department’s recommendation in Wal-Mart Real Estate Business Trust v. City of De Pere. Although closed session was available for litigation strategy, the Council chose not to convene in closed session and voted in open session.

Resolutions

  • The Council first voted unanimously to suspend the rules, then adopted the following resolutions together by unanimous roll call vote:
    • Resolution #26-75: Supporting a long-term sustainable funding solution for the state’s transportation fund.
    • Resolution #26-76: Authorizing transfer of $9,772.50 from Unassigned Reserves for Fox Point Boat Launch repairs.
    • Resolution #26-77: Authorizing transfer of $4,504 from Unassigned Reserves for Fox Point Boat Launch restroom roof repairs.
    • Resolution #26-78: Authorizing a Development Agreement with Jim Cornell Plumbing LLC for a business park project at 700 Millennium Court, Parcel ED-2311.
    • Resolution #26-79: Authorizing a Development Agreement with Bliffert De Pere Holdings LLC for a business park project at 2025 Venture Avenue, portion of Parcel WD-D0077.

Key Outcomes

  • All motions before the Council carried unanimously, with roll call votes recorded as 9-0.
  • The Council directed staff to rebid the Carney Park playground surfacing with turf or poured-in-place material.
  • No future agenda items were identified.
  • The meeting adjourned at 7:48 PM.
