It's on the request of Solid Construction Group representing property owners, Bill and Shannon Model.

Uh subdivision plat amendment request for one point one six acres located at 12542 south 900 east.

It is located on the immediate corner of 900 South and 125 South.

The land use on this one is residential medium density, and the current zoning on it is RA2, and that is our half acre or 20,000 square foot minimum lot size zone.

This is a proposed plat amendment with the two-lot subdivision.

It's a plat amendment because it's part of an older subdivision for that area.

Both of the proposed lots do meet the minimum standards for the RA2 zone.

And then on the newly created lot, there is an intention to build on it, and any new lot or excuse me, any new development home on that property will need to meet all of the current standards of the RA2 zone when it develops.

There are some existing structures on the property that will need to be removed prior to the plat being recorded.

And this is the proposed plat, so the entire property is this, and the existing historic home is located approximately here.

So there will be access off 125, and it will come back, and then it's anticipated the future development will be back here.

Um so I'm wondering if you know about the animals and the smell that animals cause and would you well I mean a buyer's gonna have to be aware, right, that that's pre-existing and that they're there um in order to you know live there.

But yeah, are they gonna complain to her about her animals?

I think she's really concerned about it.

No, I think um concerning the usage of her lot as well as our lot, uh it would remain separate or whatever she wishes to perform on her lot.

Operations would be limited to two days per week with 3–5 patients by appointment. Parking is provided off‑street on a rear pad accessed via a powered gate. All odors and noise are contained within the basement office. The business passed a voluntary health inspection.
  • Key Outcome: Motion to approve by Commissioner Lisa, seconded by Commissioner Kendra. Approved unanimously (5-0) subject to conditions in the staff report dated April 24, 2025.

Jackson Office Building Site Plan

  • Public Hearing: Four residents of the adjacent Sunset Ponds neighborhood testified. Annette Gamaro raised concerns about standing water, garbage trees, and fence condition. Kevin Luke Road cited groundwater control, a dead tree overhanging his property, and fence slope. Terry Clark asked for assurance that the drainage design accounts for the swampy area. Seth Burgess worried about loss of street parking on 700 East and drainage after a severe winter that caused flooding. All requested mitigation of tree debris and fence issues.
  • Discussion: Staff and the applicant (Riley Young of Mint Architecture) addressed each point: a retention basin designed by a professional engineer will manage runoff; all existing trees will be removed and new trees planted 5–6 feet from the property line; a new precast concrete fence will replace failing sections; lighting will be dimmed after hours per code; and UDOT has approved the access. The building is set back significantly from the residential boundary. The applicant agreed to comply with conditions regarding additional street trees and lighting plan adjustments.
  • Key Outcome: Motion to approve by Commissioner Kendra, seconded by Commissioner Susan. Approved unanimously (5-0) subject to conditions in the staff report dated April 29, 2025, including enhanced landscape buffers, lighting revisions, and fence replacement.
