Draper Planning Commission Meeting – September 11, 2025

The Draper Planning Commission met on Thursday, September 11, 2025, at 6:30 PM in the Council Chambers at 1020 East Pioneer Road. The meeting included approval of two sets of minutes, public hearings on two conditional use permit requests, and a continuation of the Corner Canyon Vista Subdivision Plat Amendment. Commissioners also received updates on recent City Council actions and future planning items.

Consent Calendar

  • Approval of Minutes – July 31, 2025 and August 14, 2025: The Commission voted unanimously (5–0) to approve both sets of minutes as submitted.

Public Comments & Testimony

  • Jiffy Lube CUP Amendment & Site Plan: No public comments were received for this item. The applicant, Robert Poirier of McNeil Engineering (representing Don Ballard and Lube Management Corp.), spoke in favor of the request. He noted working with UDOT to widen the approach from 25 to 29 feet and stated that the use is expected to generate 60–70 trips per day, which UDOT considered less intense than the prior use.
  • Beta-J LLC Home Occupation CUP: No public comments were received. The applicant, Bryanne Fidler, spoke in support of the request, describing the business as a family-run online custom magnet enterprise intended to teach the children entrepreneurship.

Discussion Items

  • Jiffy Lube Conditional Use Permit Amendment & Site Plan (Applications 2025-0188-USE and 2025-0139-SP):
    • Staff presented the proposal for a limited vehicle repair business on a 0.32-acre site at 681 East 12300 South. The property boundary issue that had been outstanding at the July 31 meeting was resolved. Conditions of approval include: no noise, glare, dust, pollutants, or odor impacts; no outdoor storage; all exterior lighting turned off after hours (with possible security lighting approved by staff); recording of a reciprocal cross‑access easement with the property to the north; UDOT approval for access onto 12300 South; and UDOT Region 2 drainage approval. The Commission approved the CUP amendment (5–0) and the site plan (5–0), both subject to staff conditions.
  • Beta-J LLC Home Occupation Conditional Use Permit (Application 2025-0067-USE):
    • Staff described the request to operate a cottage business (custom magnet production and online sales) within the applicant’s residence at 563 W. Sunset Crest Way. The business is confined to a 78‑square‑foot basement room, no customers or business vehicles come to the property, and no additional employees are hired. The Commission approved the CUP unanimously (5–0), subject to conditions in the staff report dated August 28, 2025.
  • Corner Canyon Vista Subdivision Plat Amendment No. 6 (Application 2025-0099-SUB): This item was continued to a date uncertain.

Other Business: Planning Commission Coordination and Updates

  • Station Plan Update: Staff reported that the Draper City Council approved the station plan for Vista Station, Kimballs, and Crescent at the prior week’s council meeting. The plan now goes to Wasatch Front Regional Council (WFRC) for certification. The Commission discussed the plan’s impact on future development, including density (approximately 25–27 units per acre), building heights (three to four stories), and the need to update zoning codes to align with state requirements.
  • Water Preservation Element: Staff informed the Commission that a water preservation element is now required as part of the general plan. A draft will be presented for feedback in October, with the final document expected in November. Topics will include landscaping conservation and resident education.
  • APA Conference: Staff reminded commissioners of the Utah Chapter of the American Planning Association conference on October 9–10 at the Salt Lake Depot and Megaplex. Attendance qualifies for training hours.
