Draper Community Reinvestment Agency Meeting - October 27, 2025
The Draper Community Reinvestment Agency (CRA) met on October 27, 2025, to approve routine consent items and adopt a resolution dissolving the Draper Gateway Community Development Project Area. All actions were approved unanimously 4-0.

- Approval of July 15, 2025 CRA Meeting Minutes: The minutes were approved unanimously (4-0) with a motion by Ms. Lowry and a second by Mr. Green.

- Resolution CRA 25-06 – Dissolution of Draper Gateway Community Development Project Area: The resolution formally dissolves the project area created in January 2010, which covered projects including Comfort Inn, Cowanga Bay, Draper Spectrum, Spring Hill Suites, Fairfield Inn, TI SANS (unclear), and Cinemar. The project ended tax collection in January 2018 and has no remaining fund balance. Staff explained that Utah Code requires closure to prevent indefinite existence of the project area, calling the action a procedural formality. The same dissolution will be considered as an ordinance by the Draper City Council immediately following the CRA meeting.

All right, we are now in to the committee reinvestment agency meeting. I will call this meeting to order. Um the consent items are on our calendar. Item 2A is approval of our July 15th, 2025, CRA meeting minutes. Is there a motion? So by Ms. Lowry, second? I'll second. Second by Mr. Green. Mr. Lower, how do you vote? Yes. Mr. Green? Yes. Mr. Lower? Yes. Johnson? Yes. Items approved unanimously four to zero. Next item on the agenda is the uh item 3A. It's a approved resolution. CRA 2506. It's a resolution of Drake Community Reinvestment Agency dissolving the Draper Gateway Community Development Project. Go ahead. So uh this is uh a resolution within the CRA to uh eliminate this uh gate the gateway CDA now uh the that this CDA was created in January of 2010. Uh the project ended tax collection in January of 2018. Um the project included a lot of different things. You can see a list of the main projects uh comfort in Cowanga Bay, Draper Spectrum, Spring Hill Suites, Fairfield Inn, TI SANS, I can't say that's now and Cinemar. So those projects all were part of the project. We helped with some of the funding and some of the different things to take place there. There is no fund balance left in here. Um Utah Code requires that we close the project area or it will remain in existence for uh eternity. So this is really just a formality of closing on the project area. We do it first within the CDA. Um as soon as we uh leave the CDA, the first item will be to uh adopt an ordinance doing the same thing as the elective body. So questions never say the government doesn't mean something.
