Discussion Items
- Butler Zoning Map Amendment (App 2025-0241-MA): Staff noted the current RA1 zoning does not align with the residential medium density land use; R3 is proposed to conform. Applicant confirmed access options (300 East or Tanager Lane) are not yet determined but addressed during Q&A. Commission noted the project aligns with the General Plan.
- Jim Duncan Fence Conditional Use Permit (App 2025-0233-USE): Request for an 8-foot non-perimeter fence encircling a sports court on a unique 0.16-acre lot. Applicant explained the fence is to contain balls for grandchildren and provide shade. Commission noted the minimal impact due to lack of a residential structure on the subject lot.
- Pinnacle Towers Amendment (App 2025-0328-USE): Request to remove a 25-year review/expiration condition and update height language to align with federal regulations for a lattice tower existing for nearly 25 years.
- Tamed Beauty Home Occupation CUP (App 2025-0214-USE): Request to operate a personal care salon in a townhome. Conditions include one customer at a time, off-street parking in the driveway, and HOA approval. Applicant committed to mitigating parking congestion by providing a dedicated stall.
- Granite Construction Yard (App 2025-0103-SP, -0211-VAR, -0212-VAR): Site plan approval and two deviations (building orientation and cross access). Applicant addressed concerns regarding dust (mitigated by sprinklers/emitters), building orientation relative to the scale house, and landscaping requirements (plant coverage at maturity).
- Geologic Hazards Ordinance Text Amendment (App 2025-0259-TA): City-initiated amendment to consolidate and update geologic hazards statutes, moving Chapter 9-19 to Title 10 and creating a separate engineering standards document.
- Peterson and Bell Properties: Continued to a future date.
- Planning Commission Training: Review of "Ten Commandments" and ten pitfalls, including the inadvisability of asking for redesigns on the podium, the significance of the General Plan, managing ex parte contacts, and the substantial evidence standard for appeal defensibility.
