1:09

This is a public hearing.

1:10

It's the fiscal year 2026-27 community reinvestment agency interim budget.

1:15

This is an opportunity for the public to comment on the fiscal year 26-27 community reinvestment agency interim budget prior to its adoption.

1:23

We're gonna have a staff report by Mr.

1:24

Vike.

1:25

Go ahead, sir.

1:29

So this is this is the uh CRA budget, and we're really just here to have public comment on the CRA budget.

1:37

Um I can certainly answer questions if anybody has them, or we can just go straight to the public hearing.

1:47

Anyone have any questions for Mr.

1:48

Vike?

1:53

All right, this is the public hearing.

1:54

Is there anyone from the public like to address the council on item two B in the uh community reinvestment agency meeting?

2:10

Rick Gibby uh six six seven mandulary lane.

2:16

Um I don't know if I understand a lot about that uh investment agency.

2:22

Uh perhaps somebody could uh give a two-minute summary.

2:29

Mr.

2:29

Vike, it sounds like a decent question by uh Mr.

2:32

Dibby.

2:34

Let me ask first, is there anyone else who would like to address the council in this public hearing on 2B?

2:41

All right, we'll close the public hearing.

2:42

Mr.

2:43

Vike, would you maybe give a little good explanation for what this is?

2:47

So there are certain areas within the city where we have made agreements with the taxing entities to be able to forgo their taxes so that we can use those taxes to reinvest in the area to improve the area and hopefully increase the property tax base uh within those given areas.

3:07

Uh we currently have trying to remember how many we currently have.

3:12

It's five um CRA areas, so we have um this the West Freeway, which is actually um closed, uh so we're no longer collecting revenue uh within the West Freeway.

3:27

Um, but we do have some left some funding left within there.

3:31

Uh we have the sand hills, the crescent, the east bangar, the front runner, and lastly the South Mountain CRA.

3:38

So within each of those areas, um they're given geographic outlines.

3:43

Um the city can uh well the are the CRA can then use that funding that it's the property tax that would have that's been paid, but now instead of going to the city or the county, it goes into the CRA and the CRA can then use that to uh use for investments or different things to uh encourage people to come in and improve those different areas.

4:09

So that's really what the CRAs are, and um this is really just setting out the budget uh for next fiscal year for for that uh reinvestment agency.

4:21

Where the someone within the CRA have to make application and come in and say, hey, city or say sorry, hey, community reinvestment agency.

4:31

We would like you to help us make these improvements.

4:34

We'll bring this to the community, and if we have funds available, we could spend it on infrastructure or things like that to get the that business or that uh operation in the in the in that specific designated area.

4:47

Correct.

4:48

It's been key in developing our business community over the years.

4:52

We've used it extensively, and some of it's pretty quiet down now, but we have front runners still active, a bunch of them are still active.

5:00

So all right, thank you, John.

5:01

Yeah.

5:02

All right, council members.

5:04

Is there motion?

5:07

Mr.

5:08

Mayor, I'd like to make a motion to approve the fiscal year 2026-27 community reinvestment agency interim budget.

5:16

All right, motion by Tasha is there second.

5:18

I'll second.

5:19

Second by Brynn.

5:20

Any further discussion?

5:21

We are actually not doing the budget adoption until next week.

5:26

We just have a public hearing.

5:27

That's right, just a public hearing.

5:28

Sorry, my bad.

5:29

I got had so many public hearings.

5:31

I was in the mood.

5:33

I was in the mode.

5:34

So all right.

5:36

No, no, no vote on this, folks.

5:38

Make the record clear.

5:39

This is a public hearing.

5:40

We'll do it next meeting.

5:41

All right, that takes us to item three, which is I need a motion to adjourn back to the city council meeting.

5:46

So moved.

5:46

All right, motion by Brenda do so is there a second.

5:49

Second.

5:50

Second by Catherine.

5:51

Brent, how do you vote?

5:52

Yes.

5:52

5:53

5:59

6:02
