Draper Planning Commission Meeting - July 30, 2026
The Draper City Planning Commission met on July 30, 2026, at 6:30 PM in the Council Chambers at 1020 East Pioneer Road. The meeting was called to order with an acting chair selected due to the absence of the chair and vice chair. The commission approved minutes, heard a subdivision plat amendment, a home occupation conditional use permit, and a zoning text amendment, and received a staff update.
Consent Calendar
- Approval of June 25, 2026, Meeting Minutes: Approved unanimously. (Motion by Kendra, second by Mary, all in favor.)
Public Comments & Testimony
- Bakehouse Cottage Home Occupation Conditional Use Permit: Two public comments were received. Sheila Smith and Jim Smith, residents of the Big Willow Creek subdivision, expressed concerns about narrow streets, potential traffic congestion, and parking issues near the subject property at 478 W. Sandberg Lane. They noted that the road is a main thoroughfare and that children use a bus stop nearby. They did not oppose the application but raised safety and accessibility concerns.
- City Initiated Town Center Residential Zoning Text Amendment: No public comments were received.
Discussion Items
- Hidden Canyon Estates Phase 5 Amended Subdivision Plat (Item 1.b): Staff presented a request by Brandon Watson of Edge Homes Utah LLC to expand a private slope easement and adjust two lot boundaries on approximately 0.813 acres at 2463, 2477, and 2483 E. Springtime Road. The applicant stated this resolves a multi-year hillside stabilization issue. The commission had no questions and approved the plat unanimously.
- Bakehouse Cottage Home Occupation Conditional Use Permit (Item 1.c): Staff presented a request by Thomas Thomas (represented by Tyler Thomas) to operate a home-based bakery at 478 W. Sandberg Lane. The business would produce baked goods for farmers markets and online orders with limited customer pickups (Thursdays–Saturdays, 11 a.m. – 9 p.m., one customer at a time, off-street parking provided). The applicant estimated 15–25 customers spread over three days and stated no deliveries would be made to the home. After public comment, the commission discussed the conditions and approved the permit unanimously.
- City Initiated Town Center Residential Zoning Text Amendment (Item 1.d): Staff presented a proposed amendment to Chapter 9-11 of the Draper City Municipal Code to allow a single-family dwelling unit on properties smaller than half an acre in the Town Center zone via a conditional use permit. The amendment requires ground-floor commercial uses and is intended to facilitate reuse of historic buildings. Commissioners asked about live-work units and ownership; staff clarified that the residential unit would be separate from the commercial space. The commission voted unanimously to forward a positive recommendation to the city council.
