Lamb Hair Salon Home Occupation Conditional Use Permit

• Staff contact Nick Whittaker presented the request by Greg and Sabrina Lamb for a home occupation conditional use permit on approximately 0.5 acres at 249 E. 13560 S. (application 2026-0154-USE) in the RA2 zone.
• The proposal includes haircuts and coloring in a detached structure, with a maximum of two customers at a time, two off-street parking stalls for customers, and one additional stall for a non-resident employee. Hours are Monday–Saturday, 9 a.m. to 7 p.m. Staff recommended approval, finding the proposal would not negatively impact the neighborhood and would support economic vitality goals.
• Applicant Greg Lamb spoke in support, saying staff had been helpful and the process was a learning experience.
• The commission approved the permit with conditions from the staff report dated July 31, 2026, citing compliance with Draper City Municipal Code Section 9-5-080E. Motion by Mary, seconded by Laura; unanimous 5-0 vote.

Kimballs Station Site Plan and Preliminary Subdivision Plat

• Staff contact Jennifer Jastremsky presented the request by Spencer Llewelyn representing Edge Homes for a site plan amendment (2025-0263-SP) and preliminary subdivision plat (2025-0262-SUB) for 7.126 acres at approximately 600 E. Kimballs Lane, zoned RM2 (Multi-family Residential).
• Jastremsky explained that the city council had approved a development agreement in June 2025 allowing 25–27 dwelling units per acre, and an amended development agreement in March 2026 setting specific standards, deviations, and a concept plan. Phase one includes 166 dwelling units (mix of three-story townhomes, three- and four-story condos) with 407 parking spaces, a clubhouse, pool, playgrounds, and 1.2 acres of common space. The subdivision plat will create single lots for each condo building and individual lots for townhome units, with condominium plats to follow.
• Applicant Paxton Guiman (Edge Homes) stated that all prior decisions on uses, densities, and zoning have been made, and that this stage is only for code and development agreement compliance. He noted the project was highlighted by Governor's senior housing advisor Stuart Waldrup as a model for workforce housing and home ownership. He responded to commissioner questions about a building setback issue (building 101/102 would be shifted north by 3 feet) and a metal awning that encroached on a 10-foot setback and would need to be removed. He also stated that all units have at least three bedrooms and two bathrooms and are for sale, not rental.
• Commissioners discussed the traffic impact study with staff. Staff confirmed a study had been completed and updated, with counts taken during school hours in May, and that an independent firm reviewed it. The development would not address existing city or UDOT deficiencies such as stacking on Seventh East, but would mitigate its own impacts. Staff noted UDOT has plans to widen Seventh East but it is not a top priority. Commissioner Lisa explained that the city cannot alter the approved development agreement, and state law requires compliance with transit station area plans.
• The commission approved the site plan and preliminary subdivision plat separately, with findings and conditions in the staff report dated August 3, 2026. Both motions were unanimous.

Staff Updates / Other Business

• Jennifer Jastremsky reported that the city council approved short-term rental regulations at its previous meeting, with changes including a two-night minimum stay and clarified penalties. Applications are now being accepted.
• A rezone for properties on Seventh East (the ones with older homes) was continued by the city council, which asked the applicant (Ivory) to work on a concept plan.
