Welcome to our Draper City Planning meeting.

0:44

Today's date is August 27th, 2026.

0:47

I'm Andrew Adams, and we've got our commissioners up here.

0:50

We want to thank them for volunteering of their time every other week here and throughout the year.

0:55

Also, we want to thank the staff for getting everything ready, putting up notices, and especially for staying late.

1:00

I know you guys have put in a full day, so thanks for staying late for the extra hours on these meetings.

1:04

And then we want to welcome our neighbors and the applicants tonight out in the audience and anyone listening at home.

1:09

So let's go ahead and get things kicked off.

1:10

Jennifer, are there any changes to the agenda or will we go?

1:14

There's not any changes to the agenda, but I did want to make an announcement.

1:18

This is Lisa's last meeting.

1:20

So I want to announce it before the meeting was over.

1:24

Um I'm not sure if she's let everybody know, but she is resigning from the planning commission, and we have enjoyed having her.

1:31

Perfect.

1:32

Lisa, do you want you but yeah, you want to say a few words there, Lisa?

1:35

Just uh thank you.

1:36

I appreciate this everything the staff has done.

1:38

All you guys, your work, how you've taught me um in my role as commissioner, and I just am really grateful for that.

1:45

And I've really enjoyed my commissioner friends up here.

1:48

That makes it leaving everybody, is what makes it hard.

1:51

But I've really enjoyed my time.

1:53

It's been eight years, so I have a few other things I need to get to now.

1:57

But thank you.

1:58

Thanks, Lisa.

1:59

We sure appreciate you having you.

2:00

It has been years, and it's been fun having you.

2:03

So having your style, and you're always welcome.

2:05

If there's nothing on Netflix, like I always say, there's back, there's rows on the back seats on the rows in the back there.

2:10

You're always welcome.

2:11

And we'll even put you in the front too as honorary alumni.

2:14

Okay.

2:14

Okay, thank you.

2:15

No, thanks.

2:16

Seriously, we enjoy you, and and uh best of luck with your free time on Thursdays.

2:21

All right, let's go ahead and move forward then with our agenda item.

2:24

Thanks for that, Jennifer.

2:25

Uh our agenda, the first two items are simply action items.

2:28

They're to approve the planning commission meeting minutes.

2:31

The first is for July 30th, and the second is for August 13th, both of 2026.

2:36

Is there anything that needs to be amended in there?

2:39

Uh, or can we get those minutes approved?

2:43

Okay.

2:43

I I don't have any changes.

2:44

Do you have a lot of things?

2:45

Nope, nothing.

2:46

Okay.

2:46

I'll make a motion that we approve August 13th and July 30th.

2:52

Perfect.

2:52

So that's to approve August uh thirteenth and July 30th.

2:56

Let's go ahead and who will second that motion.

2:58

I'll second.

2:59

All right, so Gary made the motion and Susan made the second.

3:02

That's just for the audio recording, so they know who was speaking.

3:04

Let's go ahead and put that to a vote.

3:05

Gary, how do you vote?

3:06

Yes.

3:07

Draper Planning Commission Meeting – August 27, 2026

The Draper Planning Commission met on August 27, 2026, at 6:30 PM in the City Council Chambers. Chair Andrew Adams presided. The meeting included approval of prior minutes, three public hearings/meetings, and other business. Commissioner Lisa attended her final meeting after eight years of service and was recognized by the commission.

Consent Calendar

  • Approval of July 30, 2026, and August 13, 2026, Planning Commission Minutes — Approved unanimously by roll call vote (Gary, Susan, Lisa, Kendra all yes).

Public Comments & Testimony

  • No members of the public spoke during the two public hearings (Rusty's Pitmasters and Wise Flooring).

Discussion Items

  • Camden Park Subdivision Phase 1 Amended Plat (Application 2026-037-SUB) — A lot-line adjustment between lots 120 and 121 on approximately 0.62 acres at 11446 and 11464 S. Camden Road. The applicant, Philip Rosbach, requested the change to add a third-car garage to his property (lot 120). The adjustment would increase lot 120 from 13,187 to 13,943 sq. ft. and decrease lot 121 from 14,088 to 13,332 sq. ft. Public utility easements would be reduced from 10 ft to 7 ft in width, matching current code. Staff recommended approval, citing conformity with R3 zone requirements and agreement between both property owners (affidavits provided). Commissioners found good cause and no vacated public easements. Approved unanimously.
  • Rusty's Pitmasters Barbecue LLC Home Occupation Conditional Use Permit (Application 2026-0162-USE) — Request by Russell Stevenson for a home-based barbecue business on two parcels totaling 0.64 acres at 1645 E. Richins Rd. (RA2 zone). Operations: online orders, one smoker in the rear yard, basement kitchen preparation, customer pickups by appointment only. Hours limited to Wednesday, Friday, Saturday 4–8 PM; max 8 customers per hour, no more than two in any 15-minute block; three off-street parking stalls available. The smoker is 130 ft from any residence and near a church parking lot to mitigate smoke and odor. Staff recommended approval. Commissioners raised concerns about potential odor/ nuisance (citing DCMC 9-5-080E) and the fact that the smoker is located on a separate parcel from the main dwelling, which conflicts with the code requirement that accessory uses be on the same lot as the primary dwelling (as noted by Commissioner Nixon). The applicant stated the smoker is on wheels and could be moved, or the parcels could be combined. The motion to approve added a condition (No. 7) requiring the smoker to be relocated onto the parcel containing the dwelling or the parcels to be combined. Approved unanimously.
  • Wise Flooring Site Plan and Parking Deviation (Applications 2026-0033-SP and 2026-0190-VAR) — Proposal by Savio Rentals (represented by Mitch Cordner) to construct a 17,256 sq. ft. retail building on 1.08 acres at 41 W. Ikea Way (CSD-DRC zone). The zone requires 5 parking stalls per 1,000 sq. ft. of retail, totaling 85 stalls. The applicant requested a deviation to 53 stalls, supported by a parking study using ITE data that found an appropriate range of 44–53 stalls. Similar deviations have been approved for adjacent Bassett Furniture. The project complies with landscaping (25% coverage vs. 15% required), building height (25 ft vs. 45 ft max), lighting (20 ft poles, no residential spillage), and other standards. Staff recommended approval. Commissioners noted the special district's parking requirement was overly high and that the proposed number is reasonable, especially given nearby overflow parking. The parking deviation and site plan were approved separately, both unanimously.

Other Business

  • City Council Recap (Staff Report) — Staff reported on a text amendment to the Town Center zone clarifying density definitions for small lots (allowing single-family units where only multifamily was previously permitted, still requiring mixed-use) and a Title Three amendment aligning with state law. Both items received positive commission recommendations previously.
  • Accessory Use on Separate Parcels Discussion — Commissioner Susan Nixon raised a concern about accessory uses (such as the smoker in the previous item) being permitted on separate parcels. Staff acknowledged the issue and agreed to bring back a discussion for potential code clarification or amendment. Commissioners discussed balancing code compliance with property owner circumstances, noting that many owners are unaware of parcel splits. The discussion will continue at a future meeting.
  • Commissioner Lisa's Departure — Recognition and thanks for eight years of service; her resignation takes effect after this meeting.

Key Outcomes

  • Approved July 30 and August 13, 2026, meeting minutes (unanimous).
  • Approved Camden Park Subdivision Phase 1 amended plat with findings (unanimous).
  • Approved Rusty's Pitmasters home occupation conditional use permit with an added condition requiring the smoker to be on the same parcel as the dwelling or parcels combined (unanimous).
  • Approved Wise Flooring parking deviation to 53 stalls (unanimous).
  • Approved Wise Flooring site plan (unanimous).
  • Next Steps — Staff will schedule a discussion on accessory use parcel requirements. The meeting adjourned at approximately 8:00 PM.
