Dunedin Code Enforcement Board Meeting – August 5, 2025
The City of Dunedin Code Enforcement Board met on August 5, 2025, at 2:00 p.m. at City Hall, 737 Louden Avenue. Vice-Chair Jaime Ballard presided in place of Chair Phil Stone (excused); members Jason Gillette, Dan Bolduc, Walter Sweetser, Matthew Wielinski, and alternate members Lisa Hunt and Chris Alexander were present, and Jeremy Reynolds was absent. The board approved minutes, accepted an affidavit of compliance, heard two old-business cases and four new-business cases, and set its next meeting for September 2, 2025. The meeting adjourned at 3:37 p.m.
Consent Calendar
- A motion by Dan Bolduc, seconded by Lisa Hunt, to approve the draft minutes of the July 1, 2025, Code Enforcement Board meeting carried unanimously.
Public Comments & Testimony

- In Case 25-1299, respondent Antoinette Gugliotta testified that the deck predated her ownership, that she cannot afford the $10,000–$20,000 quotes she received, that she works the midnight shift, and that she is not willing to spend money on the deck. She said she was seeking volunteer help but could not afford repairs.
Affidavit of Compliance
- Case 24-216 (City vs. Olson Ignacio Marin, 1611 Pasadena Drive): Code Compliance Supervisor Julie Phillips said the Board had ordered compliance by September 2, 2024, with a $250-per-day fine. An inspection on July 23, 2025, found the property in compliance. The Board unanimously accepted the Affidavit of Compliance.
Old Business
- Case 25-1267 (City vs. Nhiel & Rosemarie Dela Torre, 1120 Idlewild Dr N): Inspector Rachel Laurel reported that work without a permit had not been corrected by the July 15, 2025, compliance date; a permit was applied for on July 18, 2025, and issued on August 5, 2025. The Board unanimously found the respondents in violation and imposed a $250-per-day fine from July 16 through August 5, 2025, totaling $5,000. It then unanimously accepted the Affidavit of Compliance.
- Case 25-1184 (City vs. 2235 Harbor View Trust, Laura Lyons Tre, John N. Kunnen Tre, 2235 Harbor View Drive): Inspector Laurel said the trust corrected the remaining IPMC violations (Sections 304.1, 304.1.1(8), 304.6, and 304.13) by August 4, 2025, but not by the July 4, 2025, compliance date. The Board unanimously found noncompliance and imposed a $150-per-day fine from July 4 through August 4, 2025, for a total fine of $4,500, and accepted the Affidavit of Noncompliance. Assistant City Attorney Laura Carrera clarified that the respondent is not fully in compliance until the outstanding fines are paid. Note: the agenda and minutes differ slightly on the trustee name spelling (Laura Lyons Tre vs. Laura L Vons Tre).
New Business
- Case 25-1455 (City vs. Michael J. Alisandrelli, 2800 Long Putt Ct): The property had grass exceeding the 10-inch limit under DCO Section 34-31. The owner was reportedly unreachable and the property vacant; it was mowed by an unknown person and was in compliance. The Board issued a Declaration of Violation, warning that a repeat violation within five years could result in a fine of up to $500 per day. The motion carried 5-2, with Dan Bolduc and Lisa Hunt voting no.
- Case 25-1289 (City vs. Erika Massaquoi, 1027 Douglas Avenue): The property was in violation of DCO Sections 34-31 (excessive weeds/grass/turf) and 34-32 (offensive accumulation, including trash, planters, and chairs). Inspector Michelle Gilbert said the owner was out of state but was reachable by email, and the property was in compliance with a landscaper scheduled. The Board unanimously issued a Declaration of Violation with a repeat-violator fine of up to $500 per day within five years. - Case 25-1575 (City vs. John P. Staff requested a $500-per-day fine for 20 days, totaling $10,000, but the Board instead voted unanimously to defer the case to the City Attorney to research abatement and further remedies. The City Attorney noted that a repeat-violation case may not be pursued while the earlier case remains open and that the property is homesteaded.
- Case 25-1299 (City vs. Antoinette L. Gugliotta, 1445 Overcash Dr): The Board found a violation of IPMC Section 304.10 because the rear deck was decayed, with missing or curled slats and unsound areas. The respondent said she could not afford repairs. Staff recommended compliance by September 4, 2025, and a $150-per-day fine; the Board instead ordered compliance by October 6, 2025, with a $50-per-day fine if compliance was not met, and ordered the respondent to contact Code Compliance for reinspection. The motion carried unanimously.

Meeting Transcript
Of the city of Dunedin has occurred. In order to meet that obligation, all parties or the representatives will be allowed the opportunity to be heard on matters relevant to the alleged violation. All witnesses offering testimony or presenting evidence will be required to swear or affirm that the testimony they offer is the truth. The city through its staff will present its evidence of the alleged violation after the city has completed its presentation. The respondent shall be afforded the opportunity to present its evidence. Any members of the board, the person presenting the city's case, or the city attorney may question any witnesses before the board. The respondent or his or her representative shall also be permitted to question any of the witnesses before the board and uh present brief opening and closing statements if so desired. The board will then openly deliberate considering only the evidence presented, the law and common knowledge by motion duly made and second and discussed and approved by at least four members of the board, and order and order will be issued. The order will contain the findings of fact, conclusions of law, affirmative action to be taken. The order will be forwarded to the respondent by certified mail. We will ask that anybody testifying today to speak clearly into the microphone for efficiency of the transcript. And I'll go ahead and call the meeting to order. Uh this case was brought before the board on July 2nd, 2024. Um, and then the board ordered a correction date of September 2nd, 2024. And unfortunately, where they were fined 250 dollars per day. An inspection was done on July 23rd, 2025, and the property is now in compliance. And I'd like to show you a few slides of that if I may. Yes, go ahead.
