The Dunedin Code Enforcement Board met on Tuesday, November 4, 2025, at 2:00 PM at City Hall. Chair Phil Stone presided, with members Jason Gillette, Dan Bolduc, Walter Sweetser, Jeremy Reynolds, alternate members Lisa Hunt and Chris Alexander present. Members Matthew Wielinski and Vice-Chair Jaime Ballard were excused. The meeting addressed two affidavits of compliance and two new cases involving the same respondent, Klaus Schurr.

- Approval of October 7, 2025 Minutes: The board unanimously approved the draft minutes of the October 7, 2025, regular meeting. Motion by Jeremy Reynolds, second by Lisa Hunt, carried 7–0.
Discussion Items
- Case 25-1299 – City vs. Antoinette L. Gugliotta (1445 Overcash Dr.): Code Compliance Inspector Rachel Laurel reported that the violation (exterior structure repair) had been corrected as of October 7, 2025. The board accepted the Affidavit of Compliance unanimously.
- Case 25-1650 – City vs. Bret D. Krasman (554 Baywood Dr. N.): Inspector Laurel noted the violation (improper storage of utility trailer/boat) was corrected by October 14, 2025. Respondent Bret Krasman commented that he was not notified of the October hearing due to storm damage and mailbox issues. The board accepted the Affidavit of Compliance after allowing his remarks. Motion by Chris Alexander, second by Jeremy Reynolds, carried 7–0.
- Case 25-1913 – City vs. Klaus O. Schurr (1209 Royal Oak Dr.) – Offensive Accumulation: Inspector Laurel presented evidence of accumulated items (building materials, tires, household debris) visible from the street and noted a prior history of complaints. Respondent Schurr cited recent major surgeries and a car accident, requesting until the end of November to clean up. The board adopted a motion by Jeremy Reynolds, seconded by Dan Bolduc, to order compliance by December 5, 2025, with a fine of $150 per day for non-compliance. Carried 7–0 with no fines accruing before the deadline.
- Case 25-1915 – City vs. Klaus O. Schurr (1209 Royal Oak Dr.) – Utility Trailer Storage: Inspector Laurel showed the trailer stored on the side of the garage, not screened by a fence. Mr. Schurr had a fence permit but needed time to build it. An initial motion by Jeremy Reynolds to impose a fine not to exceed enforcement costs died for lack of a second. A second motion by Dan Bolduc, seconded by Jason Gillette, ordered compliance by December 5, 2025, with a $50 per day fine. Carried 6–1, with Mr. Reynolds voting nay.
Other Business
- Board Member Comments: Jeremy Reynolds suggested adding a notice to respondents regarding ex parte communication rules. Assistant City Attorney Laura Carrera took the suggestion under advisement.
- City Attorney Comments: Ms. Carrera announced a finalized memorandum from the October hearing, pending final approval, to be shared with the City Manager and board members prior to the December meeting.
- Next Meeting Date: The board scheduled its next regular meeting for December 2, 2025.

Thank you. Okay, it's two o'clock. Welcome to the November meeting of the Dunedin Code Enforcement Board. My name is Phil Stone, and I am the Chair. Um we will now read the call to order. Statement of purpose. Before proceeding, I will set forth the purpose of this board. The Code Enforcement Board is charged with conducting hearings to determine whether a violation of the code or codes and ordinances of the City of Dunedin have occurred. In order to meet that obligation, all parties or their representatives will be allowed the opportunity to be heard on matters relevant to the alleged violation. All witnesses offering testimony or presenting evidence will be required to swear or affirm that the testimony they offer is the truth. The city, through its staff, will present the evidence, its evidence of the alleged violation after the city has completed its presentation. The respondent shall afford the opportunity to present its evidence. Any members of the board, the person presenting the city's case, or the city attorney may question any witnesses before the board. The respondent or his or her representative shall also be permitted to question any of the witnesses before the board and present brief opening and closing statements if so desired. The board will then openly deliberate considering only the evidence presented, the law, and common knowledge. By motion, duly made and seconded, discussed and approved by at least four members of the board, an order will be issued. The order will contain one the findings of fact, two, the conclusion of law, three affirmative action to be taken. The order will be forwarded to the respondent by certified mail.
