The Dunedin City Commission held its regular meeting on October 8, 2026, at 6:00 PM at City Hall. The meeting included presentations, citizen input, consent agenda approvals, and several action items, including a controversial recycling contract that initially failed but was reconsidered.
Approved unanimously:
Commission adopted Resolution 26-18 vacating approximately 1,440 square feet of platted utility easement to allow development of a single-family home. Staff confirmed no utility conflicts and letters of no objection from all affected utilities. Approved unanimously (5-0).
Three amendments to add newly adopted state statute language to existing contracts with Mali Contracting Corp (WWTP generator building), Vortex Services (CIPP lining), and TLC Diversified (pump replacement). All approved unanimously.
Approved agreement for FY27 payment from Pinellas County: $3,241,474 if Florida Constitutional Amendment 3 is ratified, or $4,041,474 if not ratified. Fire Chief Michael Handoga explained that if Amendment 3 is ratified, the city would lose funding for a paramedic on Engine 60, potentially downgrading it to Basic Life Support and increasing response times. If not ratified, the city would receive additional funding to staff Engine 60 as ALS and add an EMS supervisor. Commission expressed concerns about service degradation. Approved unanimously.
Proposed award to Waste Pro of Florida, Inc. for $1,170,000 over five years with renewal options. The contract includes curbside recycling, drop-off, and internal city recycling. New educational components were added. Discussion revealed a 17% increase over current costs ($931,200). Vice Mayor Walker and Commissioner Sandberg questioned price transparency and lack of cost comparison in packet. Commissioner Sandberg noted low participation and voted no; Vice Mayor Walker cited insufficient comparison data. Motion failed 2-3 (Mayor Frany, Commissioner Gao, Commissioner Dugard in favor; Vice Mayor Walker, Commissioner Sandberg opposed). City Manager expressed surprise and requested reconsideration. Commission then voted to reconsider and postponed to October 22, 2026 meeting with additional information, including cost comparison, financial impact of discontinuing recycling, and full impact analysis.
Approved with modifications: removed item 3g (amended right-away use agreement) and added reconsideration of the recycling contract. Approved unanimously.
So I'm going to restart the meeting inside, but before we get back to the official meeting, I did want to make one more presentation. Um, even though I guess uh Nancy Duggan has left the building. Um again, um, for what the virtual world may or may not have heard, Nancy was part of the uh the study team um that led to the contracting with the sheriff, and she graciously made us all a gift. So I want to some of us. She's still out there, you know. I still see her. Teresa, can you have her come in? Yeah. Now these will be in demand, so don't blame her if everybody doesn't get one, but they they can be more made. I just uh I wanted you here because I know that you had these made, and um sheriff, if you want to get the first official one, um I'll open it up so you can see what it is. I don't know. What am I doing? This is uh Cheers to 30 years. And City of Dunedin with the Sheriff Star. And uh Nancy got those, and uh yeah, there's your box. And again, thanks for being here. We value you. We value you. Thank you so much. Okay, and uh each of the commissioners has one. I put your other back there. And Jennifer has one as well. Thank you. Uh no. Unfortunately, no. And then who else am I forgetting, Nancy? Anyone else right now? Oh, Captain Harvey. I should have just let you do it. Captain Harvey. There he is. Yeah. You got to have one. If anybody else wants to order them, talk to Nancy. Okay, well, thank Nancy. She did it. She did it. It was all her idea and her surprise. I have a track.
