This special workshop meeting of the Eagan City Council was held on February 11, 2025, at 5:30 p.m. at the Eagan Municipal Center. It included a joint session with state legislators, an informational concept plan review for the former Blue Cross Blue Shield headquarters site, a Funfest update from the volunteer-run nonprofit committee, and approval of revised council meeting dates. No public hearings or formal votes were taken on the concept plan or Funfest items.
Kuinku, no matkalme. Um we have a uh substantive but uh fairly brief uh agenda tonight, including uh a visit with our state legislators. Um Council Fields is not um gonna be uh participating in the meeting um in person. Um, but we have three items tonight, and she'll be um on the line uh telecommuting um uh for the middle item we have um the concept plan on um on blue cross blue shield. So uh with that, um we do that. Let's do that. Um is there is there any additional um uh is there any changes in the agenda tonight, Ms. Miller? Yes, Mr. Mayor, if we could add one item at the after the fun test item just to approve a revised council meeting dates. There is a formatting error that chopped off some meeting dates on organizational business, and we just want to be really transparent to get those approved. Council, and you change the agenda. That's where I was going. I know. Uh move to the second additional conversation on agenda. Seeing none on fair is going to say I. Um, I think the lot of the other uh advocates are going to be here first, or have a seat. Um and we are represented in Egan by two different Senate districts, I believe. Uh and uh a total of four um House districts today. Um three, yeah, okay, that's right, yeah. Um so three house districts. Um we are fortunate to have two of our state senators here uh and one of our representatives as well. Uh I'm assuming that the others uh had uh business at the Capitol that kept her from being here. Um so uh with that, um I think we're gonna go through and um uh maybe briefly do introductions of the legislators. Um and then um my understanding is that we have some of the um uh advocates from our um uh uh municipal um advocacy organizations, uh League of Minnesota Cities, um I see the Municipal Legislative Commission uh and Metro Cities as well. Um I think we're gonna have presentations from um each of them on uh their respective legislative agendas um that the uh uh council and Egan shares, and then uh hopefully have some time for discussion on uh what we anticipate out of session uh and some of the um uh uh most priority items uh from the city of Egan's perspective to share with our legislators. So uh with that, um I'll turn it over uh Senator Carlson. Just uh uh brief introduction, maybe the committees that you're gonna be serving on, uh, and then we'll get into it. Okay. Thank you, Mr. Mayor. Mr. Mayor and and members of the council. Uh my name is Jim Carlson, and uh I'm a state senator here for Senate District 52, which is uh much of Egan with the exception of the areas uh down and around uh Lebanon Hills Park. And uh I'm uh I'm on the Transportation Committee, State Government Committee, and Judiciary Committee, and the elections committee of which I'm chair of the elections committee. So I I'm thankful to be here. This is great and and I appreciate your invit invitation. Thanks for being here, Senator Carlson. Senator Aaron McQuaid. I represent Senate District 56, which is Apple Valley, Rosemount, and then the Mike Subpoena part of Egan, as we call it. And uh I'm not the only one who's that's true, Mr. Mayor. Um and uh I sit on the uh education finance committee, the education policy committee where I'm the vice chair, state and local government committee with Senator Carlson, where I'm also the vice chair, and um the education policy finance and local government and the human services committee. And I'm really excited to be here and talk about our priorities. Good to see you. Thanks coming in, Senator Quick. Hello, I'm Liz Ryer, representative for uh the west side of Egan, uh west of 35 and a little bit uh on the east side. Um I'm in my third term representing um on the Capital Investment Committee, the Health Committee, which I'll be co-vice chair for the DFL side, and then also commerce. Uh thank you. Appreciate the the opportunity.
