Director of Community Development.

7:25

Nothing, Mr.

7:26

Mayor.

7:26

Uh there are any visitors to be heard on items not on tonight's agenda.

7:33

Right up here.

7:43

As you know, you guys are doing uh road revitalization projects in about three areas here in Egan.

7:50

And in my area, 1571.

7:54

I know MACNAR construction was awarded the contract.

7:58

MacNamera Construction has demonstrated a total disregard for the safety of not only their employees, but also motorists, pedestrians, and bicyclists.

8:08

They have failed to supply the necessary advanced warning signs, place them in the appropriate spots, failed to clone off their work areas, and have flaggers or spotted where needed.

8:22

When they started the project on Covington Lane, east of Galaxy, they worked on both sides of the road, narrowed it down to one winding road down the middle.

8:33

They didn't bother cloning off any of their work areas.

8:45

That works out.

9:01

Or bicyclists.

10:02

And this is for all roads: state, county, city, and rural areas.

10:09

MacNamara construction did not follow any of these standards.

10:14

And it and let's see.

10:17

And they believed that they don't have to, because I confronted it with them.

Summary of Proceedings

Eagan City Council Regular Meeting - May 20, 2025

The Eagan City Council held a brief regular meeting on May 20, 2025, at 6:30 PM. Councilmember Hansen and City Administrator Diane Miller were absent. The council unanimously approved the consent agenda without discussion, and no other business items were considered. One resident provided public comment regarding safety concerns on a city road construction project.

Consent Calendar

  • All items on the consent agenda were approved unanimously by voice vote. The agenda included: approvals of personnel items, check registers, contracts, change orders for the Eagan Community Center Reinvestment Project, 2025 Well Rehabilitations, 2025 City-Wide Sanitary Sewer & Storm System Lining, the Eagan Art House; joint powers agreements with Dakota County for Lexington Avenue Upgrade and Diffley Road Upgrade; petition to vacate drainage and utility easements; vacation of public easements and final plat for Lennar / Trails End Commons; a resolution of support for Ecolab Inc.'s Minnesota Forward Fund application; acceptance of donations; an off-site gambling permit for the Eagan Lions Club; and a cost share agreement with Dakota County for election hardware, software, and related services.

Public Comments & Testimony

  • Resident complaint regarding McNamara Construction safety practices: A resident addressed the council, alleging that McNamara Construction, the contractor for road revitalization projects in Eagan (specifically on Covington Lane), demonstrated a disregard for safety. The speaker stated the contractor failed to provide adequate advanced warning signs, failed to close off work areas, lacked flaggers and spotters for backing trucks, and ignored safety standards from the Minnesota Uniform Traffic Control Device manual. The speaker claimed to have filed complaints with OSHA and contacted city engineers without resolution, and reported that a city inspector drove past without stopping. The resident provided documentation to the council.

Key Outcomes

  • Consent agenda approved (voice vote, all ayes, no nays). No items were pulled for separate discussion.
  • Safety concern referral: Mayor Johnson directed the resident to email the full details to the city council and stated that Director of Public Works Russ Matthews would investigate the matter and report back to the council.
  • The meeting adjourned following the public comment period.
