- Applicant: Brandon Champeau, Executive Vice President of Hempel Real Estate, representing the property owner.
- Location: 2945 Commers Drive (Lot 2, Block 1, Eagan Business Commons).
- Request: Approval of a CUP for outdoor storage of approximately 16,000 square feet of empty pallets within a fenced enclosure, plus three semi-tractor trailers parked on an adjacent paved area.
- Staff Presentation: Mike Schultz (City Planner) presented the proposal. The site is 7.24 acres with a 100,000 sq. ft. industrial building. Outdoor storage has historically occurred on the property. The applicant is formalizing the use. The proposed fenced area is at the southwest corner of the building, with pallets stored in two piles not exceeding 10 feet in height. Trailers will be parked outside the fence. The proposal includes a cross-access easement between the subject property and the adjacent property to the south (also owned by the applicant). Six additional deciduous trees will be planted for screening. Staff confirmed all six performance standards in city code are met. The proposal does not trigger stormwater management requirements.
- Applicant Comment: Mr. Champeau stated that the request is straightforward, and the area has been used for outdoor storage prior to their ownership. They seek to formalize the approval.

Approval of 2026 Meeting Dates
- Staff requested the commission adopt the schedule of 2026 Advisory Planning Commission meetings (second Tuesday of each month, except December 22nd). The December date was noted as a Tuesday; no change was needed.

And to the Republican for which it says one nation under individual with liberty and justice for all. Mr. Schultz, are there any changes to the agenda or any updates for the commission? Uh no, Mr. Chair, no changes to the agenda. Okay. I will uh entertain a motion to approve the agenda. So moved. We have a motion by Vice Chair Schwanke. I have a second by Secretary Wagner. All in favor, please raise your hand and say aye. Aye. And that has passed five to zero. Um were there any changes or updates of the minutes, Mr. Schultz? Uh no changes to the minutes that I'm aware of. Okay. Um and so I will uh entertain a motion to approve the minutes. So moved. Okay. I have a motion from Vice Chair Schwanky. Second. Um and this is the portion of the meeting that we open to the public for any issues not currently on the agenda or any items that they would like to put on the agenda. Not seeing anybody come forward. We will then move on to our first new business. Um and this is applicant Hempel Companies, um, Brandon Champeau. Is that correct? Um this is approval of a conditional use permit for outdoor storage of empty pallets and three semi-trucker semi-tractor trailers. Um Mr. Schultz, I understand you may be presenting. Uh I am. You kind of have a skeleton crew here tonight with uh just being the one item. Uh even gave the uh uh assistant city engineer the night off here, figuring there wasn't really any kind of grading engineering traffic type related questions. So uh just just Jill and myself. So uh so really quick. So this was uh the postponed item from uh last month's APC meeting. Um staff worked with the applicant to kind of uh kind of get final arrangements with the introduction of a new uh tenant within the building. The application was made prior to a tenant really being finalized, but now a tenant is is uh more finalized and I can uh let the applicant kind of speak to that um if there are any questions from him. So I'll just go over uh the request. Uh this involves a seven um seven point two four acre site uh with an approximately uh a hundred thousand square foot industrial building located on the property. Uh the property fronts commerce drive to the uh which is to the east of the property. Um and that frontage road basically extends from Lone Oak Road uh all the way up to uh connecting at highway 55 uh at this location with 149. Uh building is connected to uh sewer and water.
