Eagan City Council Regular Meeting - April 7, 2026

The Eagan City Council held its regular meeting on April 7, 2026, at 6:30 PM at the Eagan Municipal Center. The meeting included adoption of the consent agenda, an ordinance amendment regarding massage licensing appeals, and approval of a rezoning and preliminary planned development for the Lewis House residential shelter operated by 360 Communities. Both new business items were approved unanimously.

Consent Calendar

  • The council adopted the consent agenda consisting of routine approvals including minutes, personnel items, check registers, contracts, donations, change orders, liquor license manager changes, final payments, surplus property declarations, contract awards for Quarry Park restroom/sun shelter, HeART of Eagan public art, temporary beer license, gambling permit, scheduling of special council meeting, traffic signal revisions, utility easement petitions and approvals, joint powers agreements with Dakota County for trails and road overlays, Metropolitan Council I&I grant agreement, and final plat for Kwik Trip 1795. All items were approved unanimously.

Public Comments & Testimony

  • No members of the public spoke on any agenda item, including the consent agenda or the new business items.

Discussion Items

  • Ordinance Amendment – Massage Licensing Appeal Process: Staff presented an amendment to City Code Chapter 6 to change the appeal process for denied massage licenses from a city council hearing to an in-house hearing officer, aligning with other business license procedures. The council approved the ordinance amendment unanimously.
  • Rezoning and Preliminary Planned Development – Lewis House / 360 Communities: The applicant proposed replacing the existing Lewis House shelter at 4345 Nichols Road (built 1985) with a new 14-unit residential shelter serving up to 50 residents. The rezoning from LB (Limited Business) to PD (Planned Development) and preliminary planned development were presented. The proposal includes deviations for building height (44 ft vs 30 ft max), parking stall size, and building materials (30% Class I, 70% Class II/III). The project will be built in two phases to avoid displacing current residents. The city's Planning Commission recommended approval on March 19, 2026. Councilmember Bakken expressed full support, noting the improvement of an existing use and the lack of neighborhood opposition. Councilmember Fields commended the applicant's sensitivity to neighbors. The council approved both motions unanimously.

Key Outcomes

  • Approved rezoning from LB to PD at 4345 Nichols Road (unanimous).
  • Approved preliminary planned development for the Lewis House shelter, subject to conditions in the APC minutes (unanimous).
  • The meeting adjourned without further business.
