Eagan City Council Regular Meeting - April 7, 2026
The Eagan City Council held its regular meeting on April 7, 2026, at 6:30 PM at the Eagan Municipal Center. The meeting included adoption of the consent agenda, an ordinance amendment regarding massage licensing appeals, and approval of a rezoning and preliminary planned development for the Lewis House residential shelter operated by 360 Communities. Both new business items were approved unanimously.

The rezoning from LB (Limited Business) to PD (Planned Development) and preliminary planned development were presented. The proposal includes deviations for building height (44 ft vs 30 ft max), parking stall size, and building materials (30% Class I, 70% Class II/III). The project will be built in two phases to avoid displacing current residents. The city's Planning Commission recommended approval on March 19, 2026. Councilmember Bakken expressed full support, noting the improvement of an existing use and the lack of neighborhood opposition. Councilmember Fields commended the applicant's sensitivity to neighbors. The council approved both motions unanimously.

It's our first meeting of the month of April. We're gonna uh try to get through it as quickly as we can. Um with that, uh Ms. Miller, then he changes the agenda. No, Mr. Mayor. Uh council, any changes the agenda. No, sir. Okay. Second. That's moved and seconded. Any further discussion on the agenda. Seeing none, all in favor saying I and opposed nay. That motion carries, and we've adopted an agenda. We have no recognitions and presentations tonight, so I'll go right to our consent agenda. Are there any members of the public who are here on an item that appears in the consent agenda and wanted to see that that item acted on separately or had questions on it? We have no public hearings tonight and no old business. We have two items of new business. Uh the first of which is an ordinance amendment. It's an ordinance amendment to city code regarding massage licensing appeals process, which I'm sure uh is what brought all of you out tonight. Uh Ms. Miller, uh, Monty start us off here. Thank you, Mr. Mayor, members of the council. Uh council might recall on February 2nd. Uh council did direct staff to draft an ordinance amendment to the massage appeal hearing language within City Code Chapter 6. Current city code requires that any applicant who appeals a license denial must have their appeal heard before the city council. So the ordinance amendment being proposed would shift to an in-house hearing officer to be consistent with our current administrative procedures for business licenses.
