The Eagan City Council held a special meeting on August 10, 2026, at the Eagan Municipal Center to discuss proposed amendments to the city's rental licensing ordinance and the 2027 General Fund budget. Staff presented both items, and the council provided direction to advance the ordinance amendments and expressed general support for the budget proposal.
Rental Licensing Ordinance Amendments
2027 General Fund Budget
This is our uh only workshop of the month of August. We have um substantive agenda, but it should be fairly efficient here. We're gonna talk about rental licensing uh and changes to that program, as well as the uh 2027 uh general fund budget conversation, uh the first of the year. Yes, at least for the council, yes, for the council, yes. Um with that, we'll get into that later on. Um Ms. Miller, they change the agenda. No, Mr. Mayor. Uh council any changes the agenda. Second. That's moved and seconded. Any further conversation on the agenda? Seeing none all in favor saying aye, and opposed nay, that motion carries, and we have an agenda. Uh I want to check first to see if there are any visitors to be heard on items that are not on tonight's agenda. Again, pretty wide swath there. Seeing none, I'll bring it back to the council. Uh and we'll move uh right into our first agenda item tonight. Uh that is the proposed amendments to uh rental licensing ordinance. Uh I'll go to uh Ms. Miller who will immediately throw it to Ms. Go right to Director Hootmacher. We'll go right to Director Hootmarker then. And if it's all right with you, can I just come sit down? By all means. We'd love to have you here. Okay, so we can start before even sit down. So we you probably remember that we spent a lot of time talking about rental licensing in 2021, 2022. And we this city council approved the program and it began implementation in July of 2023. So it has been three years since we've been implementing rental licensing. Um so after three years, you kind of start to feel like okay, here are some things maybe we could tweak or make a little more clear in the ordinance. That's what we're here doing today. Um also progress to date. Uh we have uh about ninety four hundred, ninety-three, ninety-four hundred units licensed. Uh that includes about eight thousand multifamily and nearly four, ten hundred single unit rentals. And in twenty twenty five, we inspect almost three thousand units. This is right in line with we've been and now that we've been implementing this for a couple of years, getting things licensed. Our internal policy is to inspect units every three years. So that means about 30% or a third, 33% of units per year. So we're pretty much we're getting right on track with that goal. Please with that. Councilman Jill. You said about 1,400 single unit rentals. Is that about what we expected, or did we have any basis to know how many there would be a mr. Mayor, Councilman Hansen? We um we didn't have a good estimate. Because it's basically all we have newer registrations. We continue to receive that number continues to grow slowly, but it does continue to grow. You know, the other week we had five applications for new rental units that were single unit rentals in one week. Now that doesn't mean that every week we're getting that many new, but that number is still growing, but slowly.
