All right, we'll start off uh on Thursday the thirteenth, myself along with uh mayor and vice mayor.

We attended a chamber lunch at the integrated modulus solutions.

This is a company that takes shipping containers and converts them into housing and restaurants.

It was uh it was pretty informative, they got a nice little operation going there, and the best part about it, it's a good made and eloquent solution.

Then on Wednesday the 19th, along with Vice Mayor Curtis and Councilmember Tarango.

I adr I went uh we went to Florence and I addressed the Penell County Board of Supervisors about the Sun Dog Solar Project that is going to be uh set up on the north end of our planning area.

I went and spoke to the uh Board of Supervisors in opposition to this project.

And along with in the opposition, we had the city of Coolidge in opposition, and many residents went up there and spoke to an opposition of this project.

It's taking place right on the on the uh Florence Boulevard 347.

And it's just not a good thing for us.

So unfortunately, the measure did pass on a three to two vote in favor.

So we're just gonna have to keep moving along.

On Thursday the twentieth, I attended a community lunch at Core Civic, and the topic there was education for inmates and educational opportunities.

It was a very informative session.

And on a side note up there, sure Michelle would like this.

Uh the inmates train those those dogs to become service animals.

And right now there are 31 of them up there in training to become service animals.

I thought that was uh pretty admirable.

Maybe get some of our strays up there someday.

Um, my announcements.

Uh we have I have a Central Arizona government's uh meeting tomorrow or on Wednesday with myself and Andy, who's my um backup will be going there.

Um, and that's pretty much it.

Want to remind everybody for our fourth of July celebration.

Um it's been pointed out that there'll be a dunk tank again, fourth year in a row, and it's also been advertised that the mayor will be up there uh sitting down and uh hoping nobody dunks him, but I doubt that'll happen because there's some angry kids out there.

So uh I encourage everybody to come out to the Fourth of July celebration that we have.

It's gonna be here at our park.

It's free swim at the park rest of the evening, and then we have the fireworks to conclude and we we have an amazing firework.

Are we doing drones this year?

No, no, okay, just fireworks.

All right, next year.

Um put in the budget.

Um, but you know, a nice firework display as well, too.

So I encourage everybody to come on the 4th of July.

If you don't know what day that is, that is July 4th.

So the free swim is at one, two, 12 to 5.

And then we have the games and everything around here.

And dunk the mayor is from uh six to six oh one.

So I'm gonna encourage our uh the new mayor to be there as well.

So it's part of the job.

So and our staff does an amazing job each year um at this event.

Just a couple updates on my end.

Um, thank you for updating the community on the 4th of July event.

As a reminder, our city offices are closed.

If you don't know, that's Thursday, 4th of July.

What day I'm saying Thursday.

Yeah, Thursday city offices will be closed in observance of that holiday.

Um, we are also working on continue to work on our celebrating our 75th anniversary.

So we've got our Parks and Rec team that are working on brochures, we're getting banners in uh to put up on our banner poles and continue to this is kind of the start of our celebration of 75th.

We'll have a larger brochure that we're working on that we're gonna get out to the community with the different events that we're gonna be doing leading up to the big celebration at the end of this year for the December Christmas event.

So looking forward to that.

Uh parks and Chat and uh Paul and Chando have been working really hard at getting that together and we're keep pushing it forward.

Um, the other update I have on my list is just a reminder to the community and members of council that the this week is the chief of police recruitment process.

So we'll be kicking that off with the candidates starting Wednesday.

We'll be having full day interviews with both uh community leaders and internal leadership, and then on Wednesday, those candidates will be invited back for meet and greets.

So we'll be having those here in City Hall with internal staff with the police department, and finally we invite all members of the community to come out for a community meet and greet beginning at six o'clock on Thursday.

We'll be doing it here at City Hall in the community room.

Please come out, um, see who the new candidates are for police chief and um the consultants that we hired will have opportunities for input.

They have put together a QR code to make it easy.

So you can come in, hit that QR code with your camera phone, and then I'll take you to a website.

You can put in your comments, and then that'll be submitted to the consultants.

So again, encourage all members of the community if you have time, please join us Thursday at six o'clock here at City Hall in the community room to meet the candidates for the police chief.

We also have a meeting that day as well here.

We do have our um a special session meeting at 5 30 to approve the tentative budget so it can go into final inaction.

Also, want to mention that mayor, council, vice mayor has no idea who the applicants are.

We have no idea who is even on the list.

So want to make that very clear that we have no idea until it's been brought to our attention at your decision.

Next we can go to business item A.

City Council to review a proposal from ICMA TV and to discuss the possibilities to enter into an agreement with them.

Thank you, Mayor.

Members of council.

Uh tonight for council's consideration is a review of proposal from ICMA, the International Council Manager Association TV, um, to enter into agreement with Webb's Edge on behalf of ICMA TV to produce, broadcast, and distribute a thought leadership video highlighting the city of Elay to be broadcast at the 2024 ICMA conference.

That'll be in Pittsburgh, end of September.

For an amount not to exceed $26,300.

This is a fixed amount that the ICMA TV offers any municipality participating in this program.

We're not the only ones.

They reach out to several municipalities looking for oper uh looking for communities that embody some of their top categories for the conference.

Uh, particularly this year, it's uh sustainable growth, resilience, economic development, and um community engagement.

And they've been looking at the the group that does this that puts this on Web's Edge has been paying attention to Eloy for quite some time.

When I talked to them at the beginning of June when they contacted me about engaging in this process, uh that was one of the big questions I asked.

I go, Why Eloy?

You know, that's one of the questions we asked everybody.

And they said, Oh, well, and they went on and they described uh how they've been watching us since about mid-2000 when the ropes and ranch community was built.

Uh, they paid attention to our new economic development brochure that was put out and our strategic plan that we're working on and felt that this the smaller community of Elay really embodies what the ICMA TV program is trying to do to highlight these smaller rural communities and showcase what we've done to become a major player within our higher metro cities that we have north of us.

Uh so this is just a great opportunity for the city to like I mentioned highlight itself at this stage.

This video will be played on a loop at the conference for five days.

They'll have they have big TVs that are set up all over the conference.

Um, the our the Eloy video, if approved, along with others that are participating, will be looped throughout that entire conference.

They have a session actually where folks can go in, watch these videos.

Uh the host hotel will actually have that on their TV too, so folks when they're done will see it.

And it's a whole day filming.

So they come out here for a nine, 10-hour day.

They'll they'll film whatever we want them to film.

So if the this the if we determine that we want to focus on economic development, housing, uh, skydive Arizona, whatever we want to showcase, they'll put together.

Uh, these are professional production film crews out of the valley that come down.

So these aren't folks that are coming from all over, these are these are local companies.

And once they're finished, they'll do this professional five-minute video.

Then they'll have two hours of B roll is what's called, you know, the side stuff that they do that didn't make the final cut, and then they'll whittle it down to a one two-minute social media video as well.

And we own it all.

The if the the city votes, if council votes to approve moving forward, it is complete ownership of the city of Eloy.

We can use it how we see fit on our social medias, on our web pages, our publications, advertisements, whatever we want to do.

Additionally, that video will live permanently on the ICMA TV uh webpage and their YouTube channel.

So you can go back and view any of those at any time.

Um, the costs are fixed.

They entered into a um non-compete clause where the 26300 is across the board for everybody.

There, there's no difference in pricing, whether it's here in Eloy or out in Pittsburgh, Pennsylvania.

Uh, it's a pretty good when you look at the comparables of how much it would cost if we were to do a marketing effort like this, it would probably be double.

Uh the assistant city manager and I were discussing the cost to do it on our own if we wanted to go with this or anything, it would be quite costly.

So it is a good way um to get us out in the community and get us out in internationally and nationally.

Um, in addition to I asked the the group, do you they had mentioned there was a couple of Arizona cities and towns that they had focused on?

And I said, Can we get a copy of those videos?

Can you send us the links?

And I said, Absolutely.

So I do have those tonight.

Uh if you if you want to play one of those just to kind of get an idea of what these videos will look like.

We've got the city of surprise, Queen Creek, and Murana.

Mirana was done nine years ago.

I uh at that time the town manager was Gilbert Davidson.

So I gave him a call.

He's now the city manager of Proscott.

So I called him up.

I said, Hey, you know what was this worth it?

And he said, absolutely.

He goes, it was a bit was really good for us.

I enjoyed doing it.

He's been reached out to already last year or the year before, um, held off on doing any more any videos right now, but he did say it was a huge boost for them, and they got a lot of uh return on investment participating in it.

So he he recommended it.

He's I think you guys should move forward with doing something like this.

Well the Mana strategic plan that was adopted by the town council, you know, sets forth five different focus areas from commerce, community, innovation, heritage, and recreation.

It's that innovation piece that is woven into hopefully everything that we do as uh staff with the town of Rana, from thinking of best practices, looking at what other communities around you know our region, our state, the country have done very well, to uh coming up with new solutions, new ideas to help solve the the challenges that our particular community faces.

The town evaluates everything that we do, every dollar that we spend and every decision that we make, every law that we pass by our strategic plan.

We want to make sure that our core values are represented in all the decisions we make.

And so for long-range planning, we have to take into account where are we going, what is important to us.

We value recreation, innovation, commerce, our community, and our heritage.

Those things also have to have along with them specific concrete ways in which they're measured and implemented in the community.

And the town council uses those ideas to guide us in all of our decisions so that the strategic plan becomes a living document, not just a piece of paper.

We want to make sure that everything we do takes into account the real lives that our constituents and citizens are facing in their communities, so that that strategic plan becomes not just what the council wants to do, but what the community thinks is important and valued.

A history that uh started about the terminus of the on the trail years ago, moved on to some rich farming and mining interests, some great cattle ranches, and a great historical background.

It's very important that we save our history to save it for generations to come.

And I don't think we could have done it without the town of Miranda's support.

I'm very grateful to the mayor and the council and Gilbert Davidson and their efforts in supporting it and keeping this rich history of ours alive to make it the proud Miranda that we are today.

We encourage every town employee to be um, you know, thinking about why we're here.

The whole reason that that this local government exists is to serve.

I think with the police department uh and cooperation with the community, uh it starts first and foremost with uh communication.

Uh it starts with community policing.

Uh, and that's something I've been a proponent of uh my whole life, uh being in a community where the police department is in cooperation with the community.

It's more important to go out there and provide service than it is to have that mindset of I want to go arrest somebody.

Because that's not our main purpose.

Our main purpose is public service.

And I think a lot of people move into our community because they see the service that we give, uh, they see how visible we are, uh, they see how nice we treat everyone that we come in contact with.

The business development center uh for the town of Mirana is is a it was a I don't know if it's a five-minute video.

Uh we can continue to watch it if council wants, but this kind of gives you an idea of of the caliber of production that'll be done with this team.

And you know, again, we we can choose whatever we want to highlight.

This was Mirana's choice, uh, and we'll work with the production company through that.

Uh lastly, as mentioned earlier, the cost to do this is 26,300.

It is an unbudgeted item, was not part of anyone's budget, therefore it would come out of our contingency fund.

I spoke with our finance director Brian right before he left to make sure that that was covered.

He said, absolutely, it's there.

So uh presented before you is the recommendation to move forward with any allowing the city manager to enter into an agreement with ICMA TV on behalf of Web's Edge to produce uh a video like you're seeing here.

To add to what uh David has has uh announced, um I've actually been reached.

They somebody reached out to National Leagues of Cities, reached out to me, and they want to do a video of Eloy as well.

Uh it's a statewide show video showcase initiative uh to select and they select uh cities throughout Arizona, and this year we were chosen, and so um the good thing about mine is there's no cost, and so uh I have a meeting with them coming up uh next week to discuss doing this video showcasing our community as well.

When uh and once I get more information, um we won't need to go to the budget, and I'll just ask us what we want to do showcasing our our community to uh the National League of Cities as well, too.

So on both ends, we have our city manager and then the mayor.

So I think this is a great idea to showcase who we are.

So I'm I'm happy for this.
