This regular meeting of the Eloy City Council was called to order at 6:07 PM on Monday, September 9, 2024, in the Eloy City Council Chambers. All council members were present (Councilmembers Sutton and Vice Mayor Curtis participating by phone). The meeting included a scheduled public comment, approval of the consent agenda with one item pulled for discussion, and concluded with an executive session.
Public Comments & Testimony
- Tony Smith, President and CEO of Panell Partnership, spoke in support of Proposition 486, a county road maintenance tax originally established in 1986. He emphasized that this is a renewal every 20 years, not a new tax or increase, and that funds are split between communities by population and used for road repair, safety improvements, and limited new construction. He urged the council to help clarify that Prop 486 is unrelated to a failed proposition from two years ago. Mayor Powell echoed that the tax is ongoing and benefits Eloy.

- *D. Emergency equipment up-fit services for two Chevrolet Tahoe from MHQ of Arizona, not to exceed $61,000.00.
- *E. Emergency equipment up-fit services for two Ford F150 Responder trucks from MHQ of Arizona, not to exceed $67,000.00 (using AZDOHS grant funds).
- *F. Purchase of five Fleet 3 dash-camera systems for five Ford F150 police trucks from Axon Enterprise, Inc., for $51,789.19 (using DEMA grant funds).
- *G. Emergency equipment up-fit services for five Ford F150 police trucks from MHQ of Arizona, not to exceed $155,000.00 (using DEMA grant funds).

- Item B – Recommendation to ADLLC for liquor license for Eloy OK Market: Mayor Powell noted a discrepancy on the application: the distance to the nearest school (Curiel Primary School) was listed as two miles, but measurements show approximately 1,356 feet. City Attorney Steve confirmed that the statutory minimum is 300 feet, so the license is still compliant even with the corrected distance, and the application may be a renewal of a grandfathered license. Council voted to forward a favorable recommendation with the amended distance noted. Motion passed unanimously (7-0).
