Uh City Council member meeting City Council member announcements.

Sir on my right side, Andy.

Absolutely, thank you, Mayor.

On October sixteenth and seventeenth, Mayor Powell, Mackenzie Lecture, and David Malowitz attended the Rural Transportation Summit in Prescott, Arizona.

While we were there, our mayor received an award for being a champion of transportation.

Mayor Powell has fought tirelessly for four years to bring over twelve million dollars to the city of Eloy for transportation and road improvements.

And that's a job well done.

Also, while we were at the summit, the breakout sessions were fantastic.

We all learned a lot there.

Last year some of us went to the National League of Cities Conference, Council members and myself.

And while we were there, all the breakout sessions, all they talked about was grant money, grant money, grant money, grant money, and how much everybody was getting.

During one of the breakout sessions, we learned that many states provide the match funding to the city or towns.

Thus this grant money didn't really cost them anything.

But that's not the case in Arizona.

In Arizona, if we want to pursue a federal grant, we have to come up with the match.

Whether it's a fifty-fifty match or an eighty-twenty match, we have to come up with that.

So that's why Grants were very selective on what we can or want to do here because it actually cost us money with the other cities and towns, it doesn't.

So we're gonna work the best we can to see what we can do to get hold of this money.

There's a lot of money being given away out there, and we're not getting it.

Also, during this week, I met with some local builders that were a bit confused about a bit confused for lack of a better term about things going on in the city and how they can uh get jobs done.

So I just had to direct them to the proper people within the city.

So that worked out pretty well.

Saturday night harvest festival here downtown was a true community event.

So many kids in costumes, so many people having so much fun.

Hads off go to Paul for all for his people and all they did.

And big props to Chad.

This guy was everywhere.

He really was.

Every time he turned around, he was there.

He really took care of business and it showed.

But unfortunately, I did have to leave that event a little early to watch the Yankees lose.

I mean, play a game.

And that was pretty painful, and it sounds like it's being pretty painful tonight.

Um just community policing and introducing him to people, and so it's it's nice to see that you're here and you're engaging with the community and people are annoying.

Uh, but no, yeah, it was it's just very nice that uh you and your your wife or your family was here.

Uh and he said all my stuff that I was gonna say, so um, yeah, Prescott was nice, a lot of work, a lot of networking, especially with transportation.

Um, Andy was there and he Tobin was there, and um yeah, it's just it's nice to be recognized for all the hard work, but it's just not uh an award for me, it's an award for all of us that that uh put our time in and make sure that these um significant challenges has um you know light at the end of the tunnel.

So if you think about 12 million dollars, it doesn't really go too far, but it's a start.

I just have a few things on my list to update you all on.

Uh this Wednesday, October 30th is the chamber luncheon.

So for those that are haven't registered, please register with the chamber.

We're gonna have our illustrious mayor give one of his last speeches at the chamber luncheon, and then we'll also be hearing from our new chief, Chief Benales.

So come join us for that.

Um, that lunch that'll be fun on October 30th, this Wednesday.

And then uh, as uh the council members mentioned earlier, the Harvest Festival was an excellent event.

There were 13 vendors.

We gave away Eloise 75 Halloween bags and safety lights to the kids as another one of our promotional items that we're doing throughout these different events, up until our big one on December 14th.

So that'll be the culmination where we're gonna have the big event on December 14th for the Christmas in Eloy.

So come out to that.

Um next, we've got November 1st, this Friday, HOCO homecoming for the Santa Cruz Valley Union High School.

We're gonna have a parade football game.

Um, just to keep what was mentioned from Councilwoman Tarangle, there's gonna be extra police presence at the homecoming game.

Police have been doing a good job at that lately, just having a presence there to maintain a quorum and make sure people are behaving.

They'll also be assisted by the Arizona Rangers.

So given that it's homecoming and everything, and everybody's happy to do stuff.

We'll we'll be there, make sure it stays happy.

But um, yeah, come on down to Main Street.

We're having the parade starting at four at one o'clock, so that'll go one to four, and then those kids will go on to their football game.

Uh, November 2nd, local celebration here in our Eloy Cemetery.

It is Dia de los Muertos.

So lots of folks will be out at the city cemetery celebrating that event and with their family and loved ones that have passed.

So if you see a lot of activity around the cemetery, that's what's going on.

And if you have loved ones there, please take time to go visit them.

Uh, November 6th, we've got gang night at Troy Thomas.

That's one of the other PD events.

So please uh come join us for that as well.

And lastly, November 11th is our Elay Veterans Day.

So uh City Hall will be closed and city offices and observance and veterans day, but we do have an annual Veterans Day event that is held at these at the cemetery or at the uh Main Street Park.

So yeah, that's all that I really have.

And our council meeting will be the 12th, as the city clerk noted.

So we won't have a meeting Monday and the 11th.

The regularly scheduled council meeting will be Tuesday, November 12th.

And that is uh all I have, and unless there's any questions from the members of council.

Well, we'd be um at the glow using you know, giving away somewhere our 75 stuff.

I believe Andrews, that's gonna be their 75th.

It's it coincides with the city of Eloy, so they're gonna be using that event as their big 75th anniversary.

All right, next we're gonna go to presentation certificate of achievement for excellence and financial reporting.

Good evening, Mr.

Mayor, members of the council and public.

Um, tonight I'm here to actually present, and I'll just do the both of them at the same time.

Mr.

Mayor is uh the city for the past 12 years has received the uh certificate of excellent and financial reporting.

And so I'm gonna uh say a little bit about that.

Then also we put in with the government uh offices or the finance officers association our popular annual financial statement, and that um we also got that's our first year getting that, and I'll I'll say a little bit about that as well.

But just for the public and the the knowledge on it.

Um the city for the last 12 years has put in for the uh X certificate of excellence for excellent, or sorry, this Certificate of Achievement for Excellence in Financial Reporting for the last 12 years.

This uh certificate demonstrates that the city is in full spirit and disclosure presenting a um uh financial statements, you know, in the fullest capacity, full disclosure of that.

Um, this notification from the Finance Officers Association uh award is the highest form of recognition in governmental accounting and financial reporting and its attainment represents a significant accomplishment by a government and its management.

Um, this is like I said, this is our 12th year.

Um, I wanted to present this to the mayor tonight, but also because we've done it for the last 12 years.

But the one that I'm the I'm really proud about this one, but the next one, which is our popular annual financial report.

This is our first year that we did this.

This was in conjunction with our auditors, Heinfeld and Meach to help prepare this.

And this report is um just a little give you a little background on it.

Is the to obtain this, we would also have to submit the our annual financial report to the government officers, the Finance Officers Association, and be awarded our certificate in conjunction to get the popular annual financial report.

And the popular financial report is an easy-to-read document that the constituents, the citizens can look at that demonstrating some easy statistics, understanding the financial statements.

This just helps pull out the the key data that we that we feel is represents our financial statements.

So we talk about a little about the size and population, about our taxes, a little bit about our workforce.

Then we when we get into we tell the reader a little bit about Eloy, where we're located, we pull this data from our economic development brochure.

This also comes from what we call as our transmit a letter to the reader in our financial statement.

And then we get into a little bit about the financials.

And on the financial side, it just kind of wraps up you know, some of where does the money come from?

We talk about that, you know, a lot of our local taxes would talk about the property tax, and then we get to where does the money go?

And we talk about it goes into the local government, what those are, what it means, public safety, and those aspects to it.

And then they talk about statement of next net net position.

These just are a little higher, you know, a little more understandable, easy to read uh information brochure for the constituents, and then we have our mayor and council and and a little statement of that.

We are done a we're applying for this uh popular annual financial reporting award again this year.

We're gonna expand a lot of the statistics, giving out some more stuff, you know, like about our community for the reader on it.

So um I'm I'm really happy and proud of uh both of this because it's it's not only the finance department that puts in for this, but it's also every department management council that supports us doing this.

Mayor, at this time, I'd like just I I can bring it up just to up there, they're kind of granite plaques, but uh they are displayed in finance, and uh you know at this time I'd like to present these both to you, Mr.

Mayor, and the members of council because I appreciate your support and effort and backing to achieve and attain these uh you know high levels of recognition of our finance because it shows that we are uh being recognized by the uh government finance officers association.

So thank you at this time.

I'll just you know you can present these mayor and gospel heavy and uh appreciate it and thank you very much for that.

We're gonna go to item C authorization of a new to renew a lease agreement with the Elizabeth Chamber of Commerce.

Uh Andy, pull this one.

Well, thank you, Mayor.

Yeah, I read through the lease agreement and on number four termination without cause, it says that the tenant may terminate this lease at any time with a 90-day notification, and that's fine.

But it says if the landlord chooses to terminate this lease agreement, they have to give a one-year notification.

I find that to be a little bit on the outrageous side.

Either 90 and 90 would be fine, but I would prefer a 60-day and 60 day on this.

Start off with staff.

You want to uh explain that McKinsey?

Yeah, no, I can take that mayor.

Um, so typically, I mean, I I totally see where you're coming from.

Um, we could do the 90 days or we could reduce to the 60, but generally speaking, uh the reason you give them the leeway to go with the 90 days is because they've already determined previously to even coming to you that they're not going to renew that lease.

Whereas if we kind of go at that, that's a really short time frame for them to relocate out, so we just actually be kicking them out, and they might potentially have a place to go.

So that's why I wanted to give them that grace from an annual perspective, but we could reduce it.

Yeah, I personally don't feel the chamber is in in any sort of jeopardy.

In fact, uh the Arizona Association for Economic Development just awarded Andrew the certificate of Arizona Development Professionals.

Is that correct?

All right, so they're not really in any danger, but I've never seen a lease, and I've seen plenty of leases that give one year.

I just think that's a little bit more.

If that's the wish of mayor and council to reduce that, we're more than happy to.

Um, obviously, I'd have to talk with Dave about that to just verify, but yeah, we could reduce it if that's the wish of the council for sure.

You know the questions or concerns regarding this item, Dan?

Yeah, I do, and not so much uh the lease itself with the chamber.

And I guess uh when I read through that, I was a little confused on the incubator and the uh sub running, if you will.

And uh wasn't really clear on I know the lease said the uh parking spaces would be on the street, so many parking spaces, but I don't think it mentioned what happens on the uh sub-leases if you have some other businesses come in behind the 1100 square feet, where is their parking uh was specified or how would the chamber handle that directly?

I was a little concerned also about the uh utilities because utilities and you start reading it, it would say the chamber would be responsible for the utilities, but then I was confused because we jumped from 1100 square feet to the total building.

So I wasn't really sure when a uh sub wisher would come in, the chamber would sublease it.

Who was actually responsible for those utilities?

Would the chamber be responsible for the entire building and then that subleasure pay the chamber response or would the the sub leaser be paying for their own utilities?

And if they go bankrupt or move out, who is left holding the bag for those utilities?

I didn't see that the lease was confusing to me on just who would left be left holding the bag if somebody a subletter would take off.

Right.

If it's okay.

Well, now because the the city doesn't own the lot the piece of land next to us, so everybody has to park in the public parking in the front.

So um so everybody that comes in who on the incubator side will have to park in the front.

So all everybody has to park in the front, or next next door to um where Betty's at.

So that's city property.

We'd have to discuss it with that time.

Yeah, so I mean we have to talk to them, so that's all in the front.

Mainly we'll ask everybody to park in the front.

So that would be part of their leash too.

Yeah, so with how everybody park in the public parking.

Okay, fine.

That just clear the so on the utility side, what we did in the past is that we'll we'll split all costs.

So we'll tell them, okay, here's the utilities that we have, and then we'll just say, okay, between if there's three renters there, we'll split all costs of all three.

So if it was uh so the alarm system, the cleaning, everything like that, we'll split all three.

So if there is nobody in the building except the chamber, the chamber would have still have responsibility for all the people.

We paid all costs.

Yeah.

I mean, I'm okay with reducing it from one year.

I'm thinking maybe somewhere between 120 to 180.

That's four months should be more than enough time to find a new place.

Yeah, I mean, as long as you guys give us direction, we can make that alteration.

I don't know from like a legal perspective or with Mary if we need to make an amendment right now or how that would be handled.

But yeah, whatever you guys want the time frame to be changed to, we can alter that prior to having it approved.

Well, I'll also you have to ask if he's willing to accept the changes too.

So uh that's that's it's a two-way street.

We can't just force them to do it.

I mean, is is the chamber willing to change it from one year to say six years, six months?

Six months is big, okay.

But we're not looking to move anywhere.

So down the line if something happens.

Uh again, that's up to you guys if you guys want to move us in.

You mentioned that the proper the parking spot where all of us park is we can't use that, utilize that.

Um, but as of right now, it's not city property, it's not chamber property.

Um, as pointed out by the city manager that that although although Andrew could agree to six months, he's he has a board that he has to go back and get them to approve on there.

So, but if you wanted to go to six months or 120 days or whatever period, you would make basically make a motion to approve this with the amendment that the notice of termination by by the city will be whatever period you choose, whether it's 120 days or six months.

You realize ultimately though that the chamber comes to the city every year for an allocation of funds to do services for us.

So basically it's almost a one-year deal when you look at it anyway.

And you always have the power of the purse, whether you choose to fund chamber or any other nonprofit to do services that you believe are beneficial for the city in your future budgets.

Go ahead.

Yeah, I think I would agree with what uh Steve is saying.

Having been involved with moves before, it's not easy.

I mean, not only do you have to find a place, you have to worry about the utilities, your internet connections, and getting all those uh accounts transferred over all your uh your website, all your address, your mailing, everything has to be changed, and so uh it takes time to do that.

Right.

And so I I think uh it's nice to have the cushion of a year to be able to do it.

Not that you can't do it quicker, but it's kind of nice to have that fallback that you've got here to make it happen.

So I would tend to want to stay with one year.

I mean, I'm sure there'd be an agreement if they like you know what we we want to go ahead and leave that the city would say, okay.

Well, I know it says a year, but when do you plan on getting out?

And then he said, Well, give us six months, and I don't think the city would argue on that one if the chamber came up to us.

If he would have said 24 months, that's a different bogging, you know.

Then we'd all line up our trucks at the place and say no, you're out now.

But um, I don't know, it's kind of either way.

I'm I'm good either way.

It's it's but whatever we decide he has to go back to the board and get approval, they may say no, but then again, they're biting their the hands.

I have a the board meeting is on Thursday, so I can have it uh sent to them by Thursday.

And just to be clear too, that the one year time frame is termination without cause as well.

So that'd be us essentially forcing them out because we have another tenant, which is that do we foresee that's gonna happen in the near future?

I can't speak, but I doubt.

But if it's a breach of contract on their end, that's with cause, we don't have to give them that's 90 days.

So yeah, so I mean it's kind of worked itself out.

I think that the only comment I have is I think the year works and what we could do next time we renew this is we could include this part in when we do all the um you know charitable sort of organizations that the city is allocating funds to, this lease could be considered in that section and that meeting, and then you know it's it's every year isn't it we have a five-year lease already with you?

Um I can answer that.

Yeah, so actually the original lease it is renewed on an annual basis, and basically when it was put into effect back in like 2019-2020, um, it actually allowed for endless renewals essentially.

So I don't know if we technically had to bring it before council today, but we wanted to make sure we were being forthcoming with the changes that we're making to the agreement.

Um, previously, if you look at the old agreement, um it was had just annual renewals just based by right, as long as it was with written notice from the tenant.

So questions I'm comfortable with this now.

With calls, we we go in a whole other direction, so I'm comfortable with that.

Um item F approval to enter into agreement with Commonwealth Electric Company.

Paul I I can take it on behalf.

Uh my, I guess the reason I had this poll, I was curious about this is appears to be the purchase and installation of the uh I guess a generator, uh, gas generator.

But I noticed in looking at the agreement, there was no provision for the cost of the hookup, the gas.

And if you look down through as excuses, was there any uh what sort of expected costs or why wasn't that included in the total requests, you know, part of it for purchase, part of it for uh hookup.

I'm just curious why the what provisions been made for those extra costs once the equipment's here and hooked up.

Certainly, Councilman Sniper.

Um the the cost to do the gas hookup with Southwest connection from the street running trench to the generator is gonna be between 10 and 12,000 dollars.

Commonwealth electric does not provide those services, so we got to separately contract those out.

So that was purposely left out of this agenda.

I know because of this agenda item is for the generator only.

Um, as mentioned in here, I believe we've yeah, we have the well, the $30,000 contingency is for the generator cost if it goes over the total project cost, though.

I'm trying to find it real quick.

Oh, we have a total project cost of $350,000 for the entire project.

So once we finish paying the you know, roughly if it exceeds 225, we still have that money allocated that we'll use for the Southwest installation as well.

Have we previously approved the 325 or thank you?

Is this gonna be have enough generating enough power in case we have a micro burst and takes our system out like it did two years ago?

Is this gonna provide enough energy or power?

We had some excellent advice from a gentleman that is versed in the electrical industry for 30 plus years.

So uh council member like side, would you like to comment?

Yeah, I went over the plans, the generator of Paul and his people, and it's gonna light half the building with the HVAC and lighting and some emergency lighting that we'll provide on this side.

But it was a couple of things I wasn't sure of, and I didn't read the whole co-ac on that.

One thing we may want to consider, and it's nobody's fault here.

We may want to consider all switch gears been sitting there now for probably what eight years, not exercised or maintained, which is very common.

It happens in you know city-owned buildings.

But before we go to do this work, we should get the uh professional group in here to do a complete maintenance on that switch gear, operate it, open and close it, use a flare gun, check it, make sure there's no heat signatures coming out of it.

This way, when they do the work, excuse me, for the generator, they're going into something that's known good.

Because if something burns up, it's gonna be a lot of this.

But we can provide them no, this was good when you before you guys came in here.

And the second thing I'd like to ask is does the engineering include the test procedures and maintenance procedures on the generator in a form that we can utilize, or we're gonna have to uh farm that out for lack of a better term.

Uh mayor's mayor members of the council, council member Sutton.

Uh, we would be farming that out.

So that's not included in this.

Okay, that's fine.

But yeah, getting that switchkey looked at, I think is imperative before we start any of the work on this project.

We'll definitely initiate that before beginning the process.

Acceptance of a professional service contract between property couple LLC and City of the U.S.

Yes, Mr.

Mayor, members of the council.

Tonight, before you is uh acceptance of a professional service contract between property couple LLC and the city of Eloy's for the housing rehab program.

Uh a little background before I get into it.

Is this the contract that uh for numerous years over 10 years?

B Bar um was the uh contractor on this.

Um on May 13th, uh the city staff and Brandon Bruce, the owner of B bar met.

They talked about the contract, you know, work relations, um, his work environment that he uh he owned, you know, his professional outside work.

And uh at that meeting, they talked about the you know the relationship or in the movement forward with this contract, and he wanted a few weeks um around June 3rd.

He informed the city due to his own work, uh professional working relationship that he has that he couldn't fulfill due to his work obligations of contract anymore.

So at that time that kind of left us in a hole like what are we gonna do as far as the rehab uh housing programs contract.

Um we did contact uh the city of Pennell County, or we contacted Pennell County, the city of Castro Grand to see if we could piggyback and utilize their resources and services to continue and move forward with the housing program.

Um they didn't have the the time and the resources to work with us on that, so we put out an RFP for uh contract services.

Um we had several hits from some companies with it that we sent the RFP out.

Um the company uh for property call uh couple LLC responded, they were the only uh company that responded to the RFP.

Uh their proposal was for seven thousand dollars per unit, which is the same as what uh uh B bar was.

Uh their proposal was for seven thousand dollars per unit, which is the same as what uh uh B bar was so uh the owner uh wasn't able to make it tonight, Brian Tardiff, but uh Brian, the owner of uh property or uh property couple LC, he has extensive knowledge in the housing rehab program.

Um he was actually the chief being official in the city of Castro Grand for numerous years.

He retired, he helped run the the pro the housing rehab program over there, so he's familiar with all the rules and regulations of this.

Um so staff is recommending council to enter into the contract with property couple LLC for the services of the housing rehab program.

Before you is the acceptance of the sub recipient agreement between Pennell County and the city of Eloy for the community development block grant.

Uh 30122.

It's for the senior Toltec Senior Center Improvement Project.

Um, this is just our next phase of it before we uh start getting the um process going with the paperwork on it.

This project here is uh um we're awarded a maximum of about 138,000 a year when we did present it our project to Pennell County because um under the C D B Game in about 173,000 ninety dollars the the estimated cost for doing the improvements out there.

Pennell County um allowed us to uh be fully awarded the 173 instead of 130.

So we're getting about 43,000 more than what our allocation amount is.

Um so after tonight, uh the execution of the sub recipient agreements, they'll re the federal government will release funds to Pennell County around the end of the year.

Um after that they get the funds released, they will uh complete their procurement on their side, which will take about two to three months, and then the project completion will be around.

You know, going out to say you guys can start everything looks good.

We'll probably be around September time frame, and the estimate closeout of this report should be about the the end of uh the December 2025.

So this is just more protocol of to the the phases and steps with the C D B G.

So when we apply again next year, if uh our next when we hear in probably February, March, we will do some more a couple like what we've done in the past where we hold a public hearing to hear projects.

We will submit our next project that we're doing.

So they're not gonna take any amount.

The way Pennell County works uh as we're under with the C D BG is if we come in with a project and they we say it's just like an I'll use the uh the uh the the beacon or the crosswalk like crosswalk going up.

We our they we our project was 130 what they were what we're allocated, it came in at 300.

They said we have the funds, we'll fund the whole 300,000.

So when we choose a project, we try to stay within that project scope, and if it's a little more, they look at their funding resources and say, Yeah, we can we can fund that project.

If not, what type of matches you do you need?

We would then have time in our upcoming budget to plan for the match.

You know, anything over that.

So if this project comes in after some of the the work during our 25-26 budget process, we'll do a little bit of uh just the the city portion of it if it's gonna come over that 173.

This is a piece of the legal uh documentation and the legal process that we need to do.

Uh as you know, we're working on the design for the 11 mile corner sewer expansion to bring that sewer line up across 11 mile corner to the midsection line and then over across the private properties surrounding our wastewater treatment plant uh to allow for additional capacity in that line as well as to open up that area for development.

Uh the previous owners were interested in and willing to work with us on getting the easement across their property.

However, they sold it before the time we before we could finalize the easement.

Um consequently, we we reached out to the new property owners, uh Tony Modi and his crew and his team.

Uh we worked with them to explain why we needed the easement across across their property, uh, what any benefits to them that might be if they grant this easement.

Um the plans are at 90% or above 90% now.

And that was this was one of the just the last pieces that we needed to nail down before we we submit our our plans into the Department of Environmental Quality for approval to construct the sewer.

Um the the property owners are are enthusiastic about the uh about the potential growth on their property.

Uh there they signed over the easement to us dedicating or granting that easement uh where we have that line going across their private property, and and and that's a win-win for for us for the city for for the for their property and and for opening up the development in the surrounding area.

So here tonight is Stephanie Rush and Michael Pasco from Next Era.

Without her, none of this would have been able to happen.

It was a lot of detail work as you all know.

We also have our friends Andy Tobin and Doug Cole here with us this evening.

So mayor, I really don't have much to add other than this is a conditional use permit, which is one of the two tools that this that the city has for implementing solar energy utility scale uses.

The location is in the far southern boundary.

It's at Pretzer, roughly along the 11 mile corner alignment.

It's in an area where there are no services available, and expected growth and development is not anticipated for some time.

We also have presented to the commission to the staff our compliance with the findings necessary for a conditional use permit, and we would urge this council to adopt that use permit.

Uh there'll be two other cases after this one that are in the same area, but those are PAD amendments.

So Mayor, I could go on, but that's it.

So this is an amendment to a PAD.

And that again was one of the tools that were created when the council had the foresight to adopt a solar ordinance and not deal with the development of solar uses in your community community on a whimsical case-by-case basis.

That that ordinance laid out how to do things, and one of the methods to get to the end of a solar use utility scale is to amend a PAD.

And so what you will hear when we're back ready to go is this is an amendment to Picacho View 2 that inserts into the approved PAD uses the utility scale generation and storage of energy.

And a really good tool that you all put in that ordinance and implementing it here in the same area we just talked about.

This is on the southern boundary of town, basically aligned with 11 mile corner road just north of Pretzer.

So with that, Mayor, I'll leave it to the rest of you when you're ready to move forward.

But as to the plan of next era, here's Stephanie Rush.

Um, yes, so there's two pieces to what would uh drive starting construction of our project, and that's the commercial side where we would be looking for um commercially uh commercial uh customer to sell the power to a utility, and then also we're going through that tran uh the interconnection process I previously spoke about, which would outline um exactly what upgrades would be required prior to us interconnecting into the grid.

Our expectation is as we are in the process of both of those, that within the next year, we would be beginning construction, looking to have a project in full operation in um 2028 would be our target.

We approve these is just okay.

What's the time frame on when we see some fruition on so this curious?

And so this is they said this is a two-year conditional use permit.

So we would begin a construction prior to that.

Once we would start construction, we'd be fully mobilizing uh engineering procurement contractor, or yeah, engineering procurement contractor, and it would begin with grading, and it would be a 12 to 24 month process, um, beginning with um uh grading and then all of those activities that follow until we're fully operational.
