And the park really looked good and everybody had had a lot of fun.

It was nice seeing a helicopter come in and land there.

That was a big joy for all the kids, and I do not fit in that helicopter.

I don't ever want to be in that helicopter again.

So tomorrow night from 6 to 8 p.m., the Eloy Police Department will be having a class program.

It's called Community and Police Engagement Cape.

It's a unique event aimed at fostering better interaction between young drivers and police officers.

So if anybody would like to attend who's a young new driver or first time driver, please register either on the link provided on Facebook at the Eloy Police Department's page, or you can meet them called the Eloy PD to sign up.

I think we did some of the last year.

We did this a couple years ago, actually.

I think it was.

Yeah, and we had a really good turnout.

There were about 15 kids, their families, their parents.

Um after the class, we took them out to the back, and we did like a simulation with them.

It was really fun.

So if anyone is has knows anybody, sign them up.

I just want to let um everybody know that the week of Thanksgiving.

I don't know if we have a meeting before that.

I don't think so.

Um, the week of Thanksgiving, there's going to be a group of about 120 skydivers at the airport in Eloy working on setting a new world record.

So it'll be a formation jump with five airplanes and about 115 people going up at a time.

Um, working on holding hands in um a feet to earth position, which is one of the hardest skydiving positions to fly.

So it's a pretty cool world record.

Um, I'm one of the main organizers of the record, so if anybody wants to come out, we'll be jumping Monday through Friday, mostly probably Tuesday through Friday is the best day to come out four or five times a day.

So come out and check it out.

What about the the recent world record?

Do they just do one?

Yes, there was a recent another world record skydive Arizona and Eloy is kind of the home of world records because we've got so many aircraft here.

There was a hundred and fifty-way, it's called a total break world record.

So, what that means is um in this case, people were flying belly to earth, which is the traditional skydiving position, holding hands.

Um, so they don't just have to get there and do one touch with everybody, they have to do one touch, release, and then do another touch, which sounds pretty simple, but it's actually quite hard to do in 70 seconds with 150 people.

Uh so they had um seven uh eight aircraft that they did that jump from.

So congratulations to them as well.

Well, I'll diddle uh council member Sutton's comments on the game night.

We also had attended the veterans parade yesterday, Veterans Day event.

It was beautiful, great day for that.

You know, perfect weather, perfect speeches.

And they opened up the new veteran center.

If you haven't had a chance to take a look at it, you weren't out yesterday in the mount.

Go and take a look at that.

That's a really nice place for them to go to.

It's much better than what they had.

Locations in the old Mahoney's building if you've been here long enough.

It's uh on the south east corner of Sixth Maine.

Yeah, no, no.

On the Veterans Center, just look for the big mural.

So there's a big um flowing U.S.

flag on Main Street, you'll see that, and that's what the center is.

Yeah, all right.

Um, yeah, the game was uh an a nice event.

Thank you to everybody who put it together.

Um, and then yesterday's parade was it was nice.

It was nice to honor our veterans and hear Chief speak.

And so um, yeah, it's just it's just a good time around here.

Um, I know there's something else.

Oh, um PRTA Panel Regional Transportation Authority.

Did you want to speak on that?

Or do you want me to?

It's up to you, Mayor.

Um, the board, I wasn't, I was there in the past.

Uh, you know, the Panel Regional Transportation Authority that we've been doing had the the votes and the two propositions and went to the court and and one failed, one went through.

Well, there was um uh brought forth against the board on the board today, and they're going to take a pause on the R RTA, the Regional Transportation Authority for right now.

Um there's so much going on right now with with uh transportation and possible Santana Valley Incorporating, and so um they just wanted to pause that uh movement, and then also um kind of pick it back up, still have the board, and when they need a member or we need a meeting, they'll call one up.

So um there's gonna be some changes on the leadership with the executive director.

Um he may or may not be there with Penau County, but uh right now everything's just a hold for right now, and so that was announced.

It's been announced.

Well, it's been talked about, but it was I wasn't at the meeting, but David spoke for me at the meeting.

Yeah, you're you're absolutely correct, Mayor.

The next step is the December 9th meeting to finalize everything that was discussed today.

It wasn't an agenda sized um motion to move forward, they've got to amend the contracts for the executive director of the IGA with the county.

They'll be bringing all that to the board on December 9th.

Uh, two big reasons are two re two big things while it is under a suspension is the they'll still be monitoring what's going on with the 80 some million dollars that was part of that RTA that the idiot ADOR is Arizona Department of Revenue Um was withholding.

So that as most know is still being dispersed out to businesses that apply for that refund.

So the PRTO will still be monitoring that to make sure the taxpayers' money is being uh refunded accordingly, and then in 2026, when that time for refund applications expires, any remaining funds will then go back into the PRTA, which at that point they can determine if they're gonna ramp back up again.

Uh monies that are returned to the PRT can be used for a plethora of different things, including uh funding additional regional transportation studies or funding different projects that were identified during this iteration of their formation.

Yeah, so there's a lot of uh things that still need to happen with that.

Also, today was a Sun Corridor Metropolitan Planning Organization.

Uh my last one, um Mayor Elect Sutton is gonna be the vice chair uh in January, and so and then also Lisa uh Fitzgibbons is gonna be the secretary from Casa Grant will be the secretary, and then Steve Miller is gonna be the chairman uh who's our supervisor of District Three.

So it was very a nice meeting.

You want did you want to add on anything to that?

No, it's pretty simple.

So and then one more final thing is the glow.

We had the glow this past weekend, and it was an amazing time.

Um 12, 13 hot air balloons, uh skydivers came down, uh fireworks, and we had some music, and it was uh well attended, I I would I think um and they had a beer garden.

So anything with a beer garden is good to go to.

And so uh it was just a fun community event, and uh, I don't know the numbers on it.

Andrew hasn't given me the numbers, but um he said approximately about three thousand people were there throughout the day, so it was it was a nice event.

And then one more thing is I know there's times where people come and go within our our city, whether it's a um council member or a resident or a board member, and sometimes um the longevity doesn't get recognized as much as we should.

So um I was at one of the last planning and zoning meetings uh in this January of 2023, and my friend Larry Brown uh was stepping down after a long service of over 30 years of being a planning and zoning commissioner for the city of Eloy, and uh talking to him throughout the times, and one thing that really stuck to me is that that night at his meeting, the power was out, but they still voted for the hospital, and and he didn't have an opportunity to say goodbye.

And uh I sat in the back and and you know Larry's said some stuff to me, but I want to say thank you.

I know it's almost a year later, but um Larry Brown, you've been a stellar of uh a person to this community.

Um sacrificing your time as a planning and zoning commissioner, board member, all those all those years, uh seeing the the ups and the downs, the goods and the bad, and uh I wanted to say thank you for for that publicly say and recognize you for that.

And I know you really didn't get one that day, but I want to give it to you now.

So, my friend, I wanted to present you with a plaque and a certificate of appreciation for you.

Come on up, Larry Brown.

Well, I'm telling you what, I'd like to thank the council for allowing me to uh also the uh council people.

You know, uh a lot of people don't understand there's a lot of good people in this town, you know, except for Micah.

So I also was kind of curious about my uh retirement check.

Thank you for your commitment, leadership, and unselfish dedication to service from the better for the veteran of Eloy.

Because I couldn't find that, so I don't want to be for over 30 years of outstanding dedication, commitment, and separate service to the city, Eloy Playing and Zonic Commission.

I really didn't realize I had been on that board that long.

She's very thinking about retirement.

And uh at one point in time, like he had a rough time getting people on the boards.

Thank you for allowing me to come up here, and uh I have the honor and privilege to introduce three of our brand new officers that have recently joined the Eloy Police Department.

So I think what an awesome uh opportunity this is to introduce them to the community.

Um because they'll see them running around town and the black and whites, and uh so I think a great opportunity for us to introduce them and get to have a little uh about each of them.

So, first of all, I'm gonna have Officer Quentin Slaughter come up, come up and stand up here.

I don't know if you want to stand up here on the side somewhere or come right over here.

Officer Quentin Slaughter from Eloy, Arizona has been with Eloy Police Department for six months prior to joining the department.

He served four years in the U.S.

Army.

Quentin comes from a proud law enforcement family.

His great uncle, Arnold Van Venezuela served as Eloy's police chief, starting with badge number six.

Wow.

I'm 1907, so that's uh quite a ways back.

And his grandfather, Ernest Ernie Hernandez, retired as a sergeant with the Department of Public Safety.

His mother, Diana de La Rosa is Wahe River Police, is a Gila River police officer continuing the family tradition of public service.

Quentin is not married, and he is uh honored to carry on his family's legacy of serving and protecting the Eloy community.

Officer Holmes has been with the Eloy Police Department for six months, following a career that began with the Phoenix Police Department in 2007.

He has also served with the uh Catron Catron County Sheriff's Department and Round Valley Police Department, where he was promoted to sergeant in 2023.

With degrees in psychology and mental health counseling, Officer Holmes is passionate about community outreach, particularly with youth and families.

He is a proud partner and father of three, excited to serve the Eloy community.

He chose Eloy for its small town charm and the opportunity to engage in meaning a meaningful community outreach, particularly with youth and families.

And next, we'll have Officer Joseph Rodriguez come up.

Yeah.

Officer Joseph Rodriguez, a native of Arizona, has been with the Eloy Police Department since 2023.

He graduated from the Gilbert Regional Public Safety Training Facility in 2010 and initially worked with the Arizona Department of Transportation in the Enforcement and Compliance Division, specializing in commercial vehicle inspections and stolen vehicle recovery.

In 2020, Joseph relocated to Tucson and married his fiancee in 2023 before joining Eloy PD.

He chose Eloy for a small town atmosphere and the opportunity to build a community-oriented policing style.

Joseph is excited to serve and engage with the Eloy community.

Um we are doing really great at the teen center.

Um, Paul and Chad in community services have been tracking what's been going on, and so far we get about 15 to 18 teens daily coming to the new teen center that opened up, and at one point we've had up to uh 36 there.

So it's been hugely successful.

They're enjoying it, playing all the games, no fights.

So everybody's been good about you know, you know, games and everything.

But it's it's a great great uh program, great space for them.

We're really glad that we're able to have provided that for this community.

Looking forward to its continued success.

Um, the electric light parade on the 14th.

Float applications are available.

So we're looking to get as many floats as we can.

Remember, this is the 75th anniversary, so we'd love to have 75 floats if we are if we could.

But if you know anybody, businesses, people, whatever, please uh spread the word.

It's a it's a big event, big celebration.

We're gonna be starting early, so looking forward to that.

Um November bill.

This is a notification to all folks Eloy listening or here today.

At the bad news, yes, I'm sorry.

At the end of this month, you will have um rate three of five increase in the water wastewater bill.

So this is the five-year rate increase that was approved a few years ago.

This is rate increase number three.

It's a four percent increase this year, and you'll see that at the end of the November bill.

Sorry, councilwoman.

So that is some bad news.

Uh, we got some closures that have come up uh that we just found out about today that we're working through.

Uh you'll notice there's some signage over on Sunland or Sunshine Boulevard about closures starting the 18th, with this next Monday.

That is for Union Pacific Railroad work, they'll be working on that crossing.

The public works team is currently in discussions with their project management team to get more information on that so that we can spread that out.

So just be on the lookout for that.

It will be a full closure.

They've got to work on the railroad crossing area.

So those traveling north can use the side street going back around to hit Main Street.

But it'll be a little um again.

I don't have the full details.

We're getting that from project management as we speak.

The second one that's been posted on the website, and we have spread on social media both through the ELAPD and the city is the county is installing the temporary traffic signal over on Sunland Gin Road, right there at Mountain View.

We had talked about that about four meetings ago when Matt was given an update on the Sunland Gin Erica Road project.

So that temporary signal will be going in tomorrow, about mid-day.

So please slow down, be aware that that is there.

There'll be three, one on each side of Sunland, and then one on Mountain View for folks making left or rights on that.

And we don't have an estimated time frame of how long that'll be there.

But just to notify folks to be careful around that area and pay attention to the new traffic signal.

And that's all being studied, by the way, as we mentioned too, so we can see how traffic flows.

Um, this Saturday, though, we have Operation Eloy Cleanup that's sponsored through the community development department.

Our commodity enforcement officer, Angel Madrid is sponsoring it from 7 to 11.

Uh, this is a yearly event where we go around and we help clean up some lots in town uh that from folks that are elderly, don't have the ability or whatnot to do this help again to clean up our community.

So if anybody from council or anybody out in the audience are listening, would like to volunteer, contact the community development department and ask for Angel Madrid.

And last on my list is good news.

Gotta end with good news.

We are doing an Eloy 75 art contest right now.

So we're asking youths, teens, and adults to submit their depictions of a meaningful place, memorable event, or an inspirational person that represents Eloy to them.

It needs to be no larger than 11 by 14 on canvas.

We've got prizes.

First place is 200, second place is 100, and third place is 50 bucks.

So our Eloy PD for the kids has submitted this for them.

It's a it's a Eloy PD car, so they can pull this off and they can color it and then submit it in for their prize.

But uh, yeah, spread the word on that.

This is also available on the city page, main web page.

Go to it and you can get the application.

There's a whole form to fill out for that as well.

But really looking forward to getting a bunch of uh folks submitting for this so we can showcase it during our on December 14th during our big event.

Next up under manager's announcement is Mr.

Brian Rider Finance Director to provide the financial update for first quarter FY2425, June, July 1st through September 30th.

Okay, good evening, Mr.

Mayor, members of the council.

Uh I'm just gonna present to you the uh third quarter, the or it's our first quarter of the fiscal year, but the third quarter of 2024.

Um the financial report.

Um, we'll kind of just go through some of the major highlights, and then if council has any questions, they can address them at that time.

Interrupt me, or I'll address them at the very end.

But again, uh the first page is uh as you see, is our uh statistical page that's going through doing a little bit of quarterly comparisons from uh 20 uh 22 23 to 2324 in the first quarter for us um through some departments.

So um just gives you a little insight of uh how statistics are looking at for us uh per department.

Um on this page on page two.

I just want to highlight a couple things more or less under the financial update.

Um positive uh variance is due to you know, our local sales taxes trending above what we're at this time for the year.

Our state shared revenues are higher.

I'll address that uh in our third bullet point.

But also, we still have a lot at the time of this report.

We still had uh numerous unfilled positions that contribute to the the positive variants.

Overall, the general funds, you know, we're meeting budget expectations, revenues are meeting them along with our expenses at the time.

Um I'll jump into the second bullet point.

We're just talking about city sales tax.

We are on projections where we're just about 2500 where we should be at um at this time of year, but I'm gonna get into those a little bit uh later in the presentation due to uh some of the graphs and uh variables with that.

But when we're looking at uh state share revenues throughout this fiscal year, we will be above those projections.

The reason why is because when we adopted the budget, we took the uh numbers from the state, the league at the time of what they were depicting our population at.

At that time, they were looking at us to be in just over 17,000.

At the very end of um after we adopted our budget towards the end of June, they released the final numbers with the final population numbers.

At that time when they released them, we went from around 17 up to about 18.5.

So that increased our revenue contribution for state income tax, station revenue or state sales tax VLT and HERF.

And so that throughout the year, it was it's gonna be about 524,000.

So we that's not accounted for on our expense side because we already adopted our final budget, but these numbers come in.

The state is tending to always be late to mid-June or mid-June to late June to release the final numbers.

So, you know, when we do do this, our budget, we always go by what they're giving us at the time until we get the final numbers because we really don't know what our population is.

They won't release that.

So uh special revenue funds are all meeting budget expectations.

Enterprise funds are also showing positive variants.

But one thing with the September with this report, we always have still budget adjust or audit adjustments.

So some of the numbers coming in into September until we get the final audit with the adjustments, so it will be some slight variation to uh a number or two within the the general fund.

That's the one caveat that we put on the bottom of this the report.

But kind of looking at uh the general fund because that's that's our biggest fund.

This one just shows a uh when it comes to the graph.

We're looking at our states or local sales tax.

This is July and August, and show you how volatile some of our revenue categories are, especially construction sales tax.

You're gonna start to see that taper off a little bit due to the gold bond coming to completion.

So that was over the last oh 12 to 15 months.

That's been a big part of our construction sales tax.

You'll see that in the next next slide.

Retail sales tax.

Um, when it you look at it, it kind of goes up and down.

That's just based upon when a lot of businesses do the reporting on it.

But a lot of our categories are trending above you know, manufacturing is going up a little bit, services.

Um, when it comes to uh restaurant and bars, you'll see it kind of go up and down.

You know, as in as we see with our restaurant and bar tax, it might be going up a little bit, but also the cost of that service goes up.

So as the food prices go up, we collect a little more.

This one is looking at over the last three fiscal years just to kind of show you about construction sales tax, how much we collected the prior year just shy under a million, and where we're at.

So that's the volatility, and that's due to the construction.

A lot of it is from the gold bond.

But uh, you'll see actually our retail sales tax is above what it was at the from the past couple years, several years, restaurant and bars, you'll see it taper off, and that's when we went from six down to five percent.

So you'll see that kind of trending down, which is that's what was expected at that time.

Um, all the other categories are uh doing well and uh moving in the in a positive direction.

And this kind of breaks it out that a retail is our biggest category, kind of gives you just that visual of our different categories by instead of a pie chart or uh line graphs of pie and where we're at, and then the the information right below that kind of gives you the figures by category, you know, when we're looking at by quarter.

So this just gives you some good information that we are um above of what we were last year at this time, and I actually uh feel that these will continue in a positive trend based upon you know with the price of goods going up with you know the business categories that we are showing that the that our trends are going in the right direction when it comes to our local sales tax.

Um this this page just wraps up all the other funds that we have when it comes to our revenue accounts.

Like I mentioned, our special revenue funds are meeting the budget uh uh that we set forth.

Um you'll see actually our streets fund be above projections as we go forward, and that's due to those population estimates.

And uh these next several is just kind of showing our expenditures where we're at.

Um when we do the uh the second quarter update, I'll go ahead and uh present the kind of that what the projection is as uh throughout the fiscal year.

The first quarter, I won't do the projections of saying where we're gonna be at because we just started, but I'll pick that up and that will be part of the uh the second, third, and fourth quarter presentations.

And then we just go through the other major operating funds, expenses by uh I call the categories to see where you're at and uh what's been unexpended expended.

But I think council really when it comes to this next couple uh slides when we talk about capital.

Here's where we start getting to the departments giving you updates where they're at.

If they're in progress, you know, you'll see a little category up ahead, CPs, CNP.

Those are just where those projects are at if they're complete near completion but need to be paid, they're in progress, or if they're rollover or they haven't started yet.

So this just gives you an update of where all of our capital projects are, and then we'll we'll go through each of the departments and they'll give us an update with it.

But uh a lot of the I'd say majority of our capital projects are either in progress or have um are starting.

There's probably about 20-30 percent that have not uh started at this point.

So the departments have been uh pretty proactive this fiscal year and get trying to get projects started at the time.

So um at this time, I don't want to take up too much of the time, but is that is there any questions council would like to address or ask on the but I know councilman Snyder probably has looking right at him?

Nothing.

You have to say my question uh on the said wait to the second quarter to do the uh because okay, that's nice compared to last year, but we're looking backwards all the time.

Uh just uh question.

What did we what did you budget for or what do we budget for for inflation uh over last year?

I know inflation is running higher than so the retail in the food and all that stuff is higher probably than we budget, but what level was it like four percent or yeah?

What kind of inflation factor do we budget into the it's around three percent at the time, you know, just on the conservative.

So that's that explains a lot of the not a lot, but but some of the increase we've seen in the uh retail and so forth.

That the yeah.

Uh and when the uh enterprise uh funds, water and sewer, and the rates go into effect uh when you uh budget, did you prorate that each month, or would you build that increase in funds into each month?

So when you look to the next quarter, will we see increases here, but just you know what I'm saying?

Yeah, when when uh Mr.

Mayor, uh Councilman Schneider, when when we when we look at when I look at it, I'll take it over the 12 months, but then I'm gonna take seven out of the 12 and and bump those up because it's a the increase is over seven months on it.

So really when you look at the second quarter when we do it, they'll just be a very slight increase.

I mean, you're talking a few, you know, a few thousand dollars.

There'll be more shown more you know realistic in the third quarter of that.

It's more for real real real time rather than correct.

I just wanted to highlight departmental quarterly highlights.

Uh, you know, one of the priorities of council for quite some time has just been clean up Eloy.

You know, we we want to see a cleaner Ely.

We want to see code violations written.

We want people to take pride in ownership of the community.

And since uh Mr.

Dan Simer, community development director came on, that's been a priority of his as well.

And he's really worked with the code enforcement staff, um, Angel and Lydia to help them understand their roles.

They participated in the Arizona Code Enforcement Officers Association, their members, they go to the meetings, they go to trainings.

Um, and you look at the numbers here, July 20, July through September, open code violations last year during the same time were 86.

We have 389 this year.

Closed code violations, there are 164 this time last year, and right now we have 664.

So great work by the community development department or code enforcement officers to really step up, and they're doing a great job of getting out in the community and getting tickets written and warnings and doing what they need to do to clean up the community.

So I just wanted to point that out similar to what we're doing the Saturday, getting out and helping clean the community again.

So we'll look forward to those numbers increase, but just want to point that out that it's been a been a challenge, and we're still plugging away at it.

I would echo that you know coming into the city from where I live.

I passed the uh foam company there at uh Totec Road.

And I was one back uh down yesterday for the veters I was driving on that.

Wow, what happened that a lot?

That's clean.

So there's uh an example of uh the effect of cleaning up, and it looks really great.

And so I I think not only residential, but uh focusing on some of these uh industrial areas too is having an effect and people will notice it.

Mr.

Mayor, uh and members of the council, there's one thing I want to kind of share with you and the public.

Um something that uh I've been with ClearGov, one of the our applications that we have.

Did it go back up, Mary?

Or there it goes.

It's it's a it's it's a transparency page, and one of the things that it's on our city website that if you go under the finance page and you go towards the bottom, it's gonna say transparency.

And if you click on that, it opens up to a page like this.

This is actually from the website.

You click on it, and the transparency is something that as the public can go in, you're not looking through two, three hundred pages of documents.

Right now, we've taken a lot of this information just on the general fund side of it, but it's gonna give the public a snapshot of some of our demographics.

A lot of this information when it comes to the overview and demographics page comes from the Census Bureau.

So you're you're getting some of that information off of it.

But if you go to the with the revenues and you go to 2024, which is our fiscal year, they're gonna see the total budget date collected.

So you can see you know the taxes and some information, but this is part of the transparency with that.

And one of the neat things with this is um you go to uh the expenditure side and you go to and it says how much did you pay in your your personal your property tax to Eloy?

You know, because a lot of people the public think, well, I pay you know three thousand dollars on my my taxes, but how much is when you look at your property tax bills, say the city of Eloy, let's say it was a 150 dollars, and you enter the um the expense on 150 dollars, it will end up breaking it down.

Let's see if it'll do this for me.

I guess what?

It it probably not on the iPad, but when you when you go to it, you enter and you enter 150 where that little box popped up, then it's so to say general government out of that 150 dollars would be four dollars and thirty-two cents for general government, how much for public safety, how much for community services and development.

It's just it takes your property tax bill to the city, not overall, but to the city, and we'll break it up by the that general government based upon the budget.

So it's pretty neat on that transparency side, and then when you go to the demographics, it'll populate, it will go through, give you the household information, it will go, you know, kind of how it's how it compares to the state, um, senior living, but also it'll show our proper our population for the last I have it on there for the last almost 24 years.

So you can see how we've been going, and then you can see the dip right back when COVID well, our the census, yeah, that we went from the city went from 194 down to 15.6, and then now we're starting to creep back up to the 18,552 or 28.

So I wanted to share this with the mayor and council.

It's like again, you go to the city's website, go to the finance section, you to the finance main page, and you go down, it'll say transparency.

You click on that, and it'll bring you up to this uh clear go transparency page.

So and each year as we go through budget with actuals, this will get updated, and it'll just continue to be a transparency of our how budget actual is for the last four to five years.

So I had somebody who had a question, Miss Ann.

Um, that's our total population.

Yep.

And then the last thing just on this, I want to show you, Mr.

Meyer and members of the council debt.

If you actually look at this one and you click on it, you'll see what our all of our debt is that the city has.

So I've went through, and each of these debt has an explanation of what that debt is for.

So when the public goes, hey, you know, what what do you have this WIFA bond for?

They can go through and read it, you know, like our uh 92 526 15 that was used to rehabilitate a well pumps, you know.

So it gives the explanation what we have debt for.

So you can go through, look at it as pretty inviting.

You can click on it and just see what our our largest ones are, which are the excise tax bonds, you know, to the the WIFA loans and stuff that so I thought it was uh good to show the council this, it's on the website, and then the public.

Um item A request for city council approval on case number PP 2022-009 E1, a 12-month extension.

Um sitting in for community development director Dan Simer.

Unfortunately, he contacted us and his mother has passed.

So Dan is dealing with a family tragedy right now.

So I will try to do my best to fill those big shoes that he has.

Um, but today's up for consideration today is um a preliminary plat extension for 12 months for a visade Pikachu on behalf of Christina.

Well, on behalf of Vista De Pikachu, Christina Dong is here in the audience with us today to help answer any questions.

Um stated, this is an extension.

This had previously been approved on um May 22nd, 2023.

The city council approved the preliminary plat for 18 months from the date of the city council approval with an expiration of November 22nd.

The proposed subdivision contains a lot, a total of 365 lots, gross acres of 106.65.

Um the staff recommends approval of the prelim plat extension with the conditions of the approval noted above.

Um, nothing has changed with that.

There's been no alterations.

The planning and zoning commission originally recommended approval of the prelim plat at their August 17th, 2022 meeting with the similar conditions.

The minimum lot size for this is 6,000 square feet, average lot size, 6,664 square feet.

The city will serve the state Pikachu with police, water, and sewer services.

The fire district will provide fire, emergency response services, APS and ED4 will have the option providing power.

CenturyLink will provide telephone and cable and southwest for guests.

As I noted, there has been no alterations to the 20-sum conditions that were part of the original preliminary plot that occurred that was approved by city council.

This uh particularly property, I apologize should have started with this.

Is the section on 11 mile corner as you're going north towards public works?

It's on the right hand side, right against the canal goes east out that way.

Um this is part of the larger revitalization district that staff is working on right now with launch group.

Uh Christina represents a couple of landowners that are still in discussions with the city to put a district in place that will allow for a sewer line expansion, road sewer, all within a few of those properties over there.

So we have not reached a finalization on the revitalization district with the property ownership.

Um we plan to, you know, in the near term, but uh this is uh unfortunately her prelim plat had run out before we could approve the RD, so this is a way to continue on so that Ms.

Dong can work on her property and develop it in the time that's indicated in the revitalization district.

But um Ms.

Dong is present if anybody has any questions that she can help answer.

I first of all I'd like to say thank you for investing in Eloy for taking your hard-earned money and taking it to our community to build something.

I'm looking at the plans here, it looks really nice.

Uh have you selected a builder?

Are you at that process at that point in your process yet?

We have been actively working with a broker and who is in close contact with all the national builders.

So we have generated some interest before May last year when the market changed.

So we had received some LOIs before, but then um, because of the interest rate and market take a turn, but we're still actively working with local developers and national developers.

And which uh we're also actively working as um city manager.

Thank you for helping to present the case.

Um we actively working with the uh revitalization zone district and organized adjacent uh parsels in two form and together, which will have the bottom finance and will help uh us to attract the national builders.

I know it's early, but can you maybe give us some indication of what price range of housing you might be looking at?

I mean, there's always the stories we hear now of uh some of the uh available land and by the time you get in the infrastructure, of course, you're working on a revitalization area of it.

But by the time you get the house built and whether the house is affordable.

Can you give us maybe a rough range of what level that prices right range, but what what's your target uh marketplace might be for future homeowners here?

Yeah, that's a good question.

Um from our market study, when we first enter the market study, we have a very comprehensive market study on this area.

And for the pre-plat, we have targeted uh entry-level housing, and which is for uh giving a combination of uh large mod and um uh provided by the zoning requirement, our R16 uh lot and also um the entry-level housing.

So uh a couple years ago we priced it up at about 350,000, and which is um uh probably around 50,000 lower than the nearby neighborhood in Casa Gran.

Uh so that would attract the buyers and uh residents with a very competitive price, but since then the market changed, and so with uh inflation with the interest rate and um the future market price will be a question for the future builder.

Yeah, yeah, like it's very fluid.

I understand that.

Dave, says the revitalization district has not been finalized.

Is 12 months at a workable time limit, or yeah, we're we're near completion.

We've been going through drafts of the prior over the past year, but we've got a finalized draft that was submitted that we'll we're staff is reviewing right now and working on setting up a meeting with the uh the um law and she's representing the the property owners right now.

So I know there's supposed to be an extension of our sewer line from the uh sewer plant to that area, and then of course you guys would uh hook up to that area.
