Discussion Items
- Ordinance 25-986 (Building Advisory and Board of Appeals): Community Development Director Dan Seimer presented the ordinance to re-establish a board that was accidentally removed from the city code between 2018 and 2021. The board is required for building code appeals and property maintenance code appeals. The board will have five members, one ex-officio, and one non-voting member. Councilmembers discussed the board's potential inactivity and its technical nature. The ordinance was adopted unanimously.
- Subcommittee for Planning and Zoning Commission Applicants: City Clerk Celine explained the need for a subcommittee to review nine applications (four letters of interest from current members and five from the general public). The subcommittee will conduct interviews and return with a recommendation on March 24. Mayor Sutton, Councilmember Curtis, and Councilmember Snyder volunteered. A motion to establish the subcommittee with these members was approved unanimously.
- Police Support Services Supervisor Position: Police Chief requested authorization to create a civilian supervisor position to oversee police records, police/fire communications, and property/evidence room. This replaces a sworn position to ensure continuity and expertise. The supervisor will have direct reports over six dispatchers and one records clerk; the evidence technician will report to the investigations sergeant. Training in records retention was confirmed. Motion approved unanimously.
- Waste Management Proposal for Solid Waste Services: Assistant City Manager Matt Rencher presented the history of the current contract with Waste Connections (expiring May 31, 2025) and the RFP process. Three bids were received: Waste Connections (disqualified due to material deficiency), Waste Management, and Universal Waste Systems. Staff recommended Waste Management as the lowest responsible bidder, with an estimated cost of $2.1 million/year compared to Universal Waste's $2.8 million/year. Representatives from Waste Management (Clark Landrum, District Manager Carrie Hook) and Universal Waste (president) spoke. The Universal Waste president argued their bid was actually lower than Waste Management's and requested a re-evaluation. Council discussed transition logistics, customer service, container fees, recycling (including glass), and community engagement. After an executive session for legal advice, the council voted to accept the Waste Management proposal and authorize contract negotiations. Roll call: all members present voted yes.

The time is approximately six oh one PM. I'd like to call this meeting to order. May I have a roll call, please, Celine? Councilmember Vodraska. Here. Councilmember Curtis. Here. Vice Mayor Charango is excused. Mayor Sutton. Here. Councilmember Snyder. Here. Councilmember Garcia. Present. Councilmember Gonindo. Here. Thank you. At this time I'd like you all to stand for a moment of silence and the Pledge of Allegiance will be led by Councilmember Curtis. So at this time I'd like to go with Council Member Announcements. I'll start on my right. I'll go to my left. Just want to let the council know that the Eloy Lions Club will be having a golf tournament at Robeson Ranch on March 29th. The Eloy Lions Club is dedicated and focused on vision health. We have been fortunate to have the funding to provide eye glasses and eye exams to over 70 people. With this tournament, not only do you have an opportunity to sponsor a team, but you can also sponsor a whole. So in order to get the information, you can go to the Eloy Lions Club website. Thank you. Thank you. And to remind everyone, there's a wonderful organization, the Lions Club. Mr. Snyder. There's an organization called United or Urban Land Institute. That uh is an organization that's members include land developers, uh, major builders, uh, consultants, uh, cities. Uh, anybody involved with uh and law firms, anybody involved with the uh process of uh building and land development and zoning and all this. They have an annual trends day event uh which was last Thursday. Uh and myself and city manager and our economic development director attended it in uh an all-day event up in uh Phoenix. And it's a series of panel discussions all day. There's probably in the order of maybe 12, 14 panel discussions where they'll have a topic and spend 45 minutes to discussing that topic. Uh this year was pretty interesting. There were things on uh the effect of AI, uh artificial intelligence in the uh development in commercial building industry, discussions on uh uh data centers, uh discussions on uh commercial real estate and transcommercial real estate. There was a discussion on master plan developments and where the trends are in master plan developments, and an interesting discussion on some of the high-end hotels and where their focus is in going away from just providing a room and maybe a place to stay.
