6:04

6:05

Okay.

6:07

Thank you.

6:08

So it's 61.

6:10

Six zero.

6:14

Got it.

6:16

Six zero.

6:19

Okay.

6:19

Thank you very much.

6:21

Now we'll move on to item number six.

6:24

The new business.

6:25

Possible discussion and our action on the following.

6:29

A conduct a public hearing and make a recommendation to the Eli City Council on case number CUP 2025-005.

6:40

Desert septic.

6:42

It's a request by Mr.

6:43

George Allen, the property owner for a conditional use permit for outdoor storage for the property located at 4650 and 4712 North Tumbleweed Road.

6:59

Okay, I'd like to open the uh public hearing.

7:07

Thank you, Commissioner.

7:08

Dan Seimer, community development director for the city.

7:11

The case before you is as it the chair indicated, a conditional use permit for outdoor storage.

7:17

This is a new business locating into Eloy.

7:27

Uh they're gonna the proposal is to eventually you locate their business there, but at the beginning they're gonna be starting out with storing their equipment and their daily operations, but I'm sure the applicant is here to uh add any additional operational considerations.

7:43

Staff is supportive of the application subject to the attached stipulations.

7:50

Okay, thank you.

7:53

Mr.

7:53

Allen, would you like to uh give us your two cents?

7:58

Thank you.

8:02

Our intentions is to do the privacy fence and store some work trucks and tractors there, but we also plan to put an office there for our staff, no public interaction at our property.

8:15

Everything's we we our employees will show up to work, leave the yard, go to work, return the vehicles at the end of the day and go home, and then we would have a office building that we're having plans drawn up at this time for our two office staff to work from the facility.

8:33

And basically, we're just gonna park some trucks and tractors there and store some pipe, and we do a lot of polyseptic tanks, so they deliver them unassembled, we assemble them and ship them out.

8:46

Everything that comes to our yard is sold before it gets there.

8:48

We're not storing them.

8:50

We just assemble them and then ship them out to job sites.

8:54

Okay, thank you.

8:55

Any uh questions from any of the commission members.

9:00

Go for it.

9:02

Just uh all right.

9:04

So this since this is close to the airport, is there any FAA considerations as far as clearances from the runways or anything, anything like that?

9:12

Uh not that I'm aware of Chair Paulson, Vice Chair.

9:23

Uh not for their this particular operation, they're below the flight uh height limits.

9:30

Okay, thank you.

9:32

Because I remember there had been some discussion about future expansion at the airport.

9:36

I presume that's it's not gonna be a problem for this.

9:38

That's a great question.

9:39

Yeah, and we'll something I'll touch on later today about the airport, but uh the runway expansions are gonna be to the southwest and to the northeast, and uh taxiways will be to the northwest.

9:54

So on this side of the airport, there is now impact from this operation at this time.

10:00

All right, thank you.

10:01

Okay, any other questions or input?

10:04

Yes, sir.

10:06

Hi George.

10:07

Hello, again, thank you for uh investing in Eloy coming and putting your business here.

10:11

Uh a couple of quick questions I have for you.

10:14

Sounds like you're gonna have some high dollar gear equipment over there.

10:19

What are you doing for security over there?

10:22

Because things disappear, and I'd hate to see something happen like that to a small business owner.

10:29

Um, all of our vehicles, tractors, and equipment is fully insured.

10:34

Um, two, the privacy fencing will be seven foot tall.

10:39

Um the requirement they said six to eight, so our intentions is seven foot privacy fencing around both properties, and then obviously once we get power and the office building, we would have cameras for surveillance to to watch the place and and possibly an alarm system on the office in the future, and other than tools and equipment on the trucks that can all be locked up.

11:02

We really don't have anything else that's much value.

11:06

Yeah, I I think the cameras would be probably your best bet because you're not going to be there all the time.

11:11

Sure.

11:12

And you might even consider stopping by at a police station talking to Chief Benales.

11:17

Okay.

11:17

Once you get the hydraulic there, just to let them know what's going on.

11:21

I think that's a good way to go.

11:23

All right, and good luck with your business man.

11:25

Thank you.

11:26

Appreciate it.

11:28

Okay, thank you.

11:29

Any other questions input at this time?

11:32

I have one.

11:34

Uh question about loading and unloading the trucks when you're either taking the equipment in and taking them out or the products that you're building.

11:42

Are you gonna be pulling into your yard?

11:43

Are you gonna be using that road?

11:45

Uh, because it can be pretty congested right there in tumbleweed for access to the yard.

11:50

Correct.

11:51

We've discussed a little bit with Dan about offsetting the gate for a driveway.

11:56

My thoughts are the biggest truck and trailer I have is about 54 feet.

12:01

So we would probably set the entrance gates back at least 60 feet from the asphalt to have plenty of room.

12:08

Um, our tanks come on a delivery truck, it's like an F550 work truck with a 40-foot flatbed, which would fit into that 60-foot space.

12:17

So that's why we actually just recently purchased the second lot to have plenty of room to be able to do that and not cause any.

12:24

Yeah, just that road gets pretty beat up.

12:26

I live right there, so I'm drive that road every single day.

12:29

So, anyways, thanks.

12:30

Yep.

12:33

Okay, any other input questions.

12:37

So is the uh 15 in in the conditions is the 15 foot setback item number six.

12:44

Is that gonna be adequate chair Paulson?

12:49

Uh Vice Chair.

12:50

The 15 foot setback to the wall is their minimum code requirement.

12:56

Staff required a minimum 30 feet.

12:59

Um the lot they the idea is they could set it back further, which I do encourage them to uh to do that to set their gate further back.

13:11

The but if the gate is automatic, depending on how it operates, they also have sufficient room to pull all the way in, circle around and come back out.

13:24

Thank you.

13:25

Okay.

13:27

Any other any uh dial-in people?

13:31

You have any questions?

13:35

I guess that means no.

13:37

All right, thank you.

13:38

I do not okay.

13:41

Anything else?

13:43

Going once, going twice.

13:47

Okay, I declare this public hearing closed.

13:50

Thank you very much.

13:52

Appreciate your time, sir, and to echo our mayor.

13:55

Best of luck and thank you for coming here.

13:58

Thank you.

14:04

Okay, so now I'd like a motion to uh recommend this to the Eloy City Council.

14:11

However, we decide to do that.

14:14

Do I have a motion?

14:20

I recommend that we the uh commission approve the let's see.

14:24

This is an application for conditional use permit 2025-005 for desert septic with the nine conditions proposed by staff.

14:35

That's it.

14:36

Okay, I have a motion.

14:37

Do I have a second?

14:40

I second the motion.

14:42

I'll take it.

14:43

Okay, I have a motion and two seconds, one right after the other, so that sounds great.

14:48

Okay, may I have a roll call, please?

14:53

Commissioner Lopez.

14:56

Aye, Commissioner Whitman.

15:00

Aye.

15:01

Commissioner Bakda.

15:06

Commissioner Dunn.

15:10

Commissioner Frasetto.

15:12

Aye.

15:14

Vice Chair Tolson.

15:16

Aye.

15:16

And Chairman Paulson.

15:19

Aye.

15:22

Motion carries.

15:24

Six.

15:25

Okay, the motion carries unanimously.

15:28

Thank you very much.

15:28

And again, best of luck with your endeavor, sir.

15:31

Thank you.

15:32

All right.

15:33

Moving on to item number seven.

15:36

Informational item.

15:38

Planning zoning commission members and staff will update the public on relevant events and activities they have attended since the last meeting and any future events, activities, and potential agenda items.

15:51

These items are for information only, and no action will be taken.

15:58

Mr.

15:59

Simer, do you want to start off or should I let our illustrious mayor start?

16:04

We can let our illustrious mayor start.

16:06

Because I I know you have some input to share with us.

16:11

Thank you.

16:12

You guys are just too kind, is all I'm gonna say.

16:15

All right.

16:16

For information coming here to the P and Z.

16:20

Council resolution GPA 2025 to 002.

16:25

That was the Silverado.

16:27

That one approved at council at 70.

16:31

Oh no, that actually was consent agenda that approved of consent agenda.

16:35

Resolution 201619, allowing outside storage on Bataglia.

16:40

That also went that approved.

16:43

Resolution 251616 and 251617.

16:48

That was the Eloy Commons North and South that we rezoned from commercial industrial to residential.

16:55

That one passed a 70.

16:58

Ordinance number 25994 to allow solar at Terra de Sol, Sawtooth East.

17:06

That went five to two.

17:07

That approved at five to two from council.

17:11

And the other one, two five-993, that was sawtooth central west.

17:17

Those were if you recall those two pieces.

17:20

That one passed at a three to four.

17:23

So that was uh that was a nail biter.

17:26

So that's the way they went.

17:27

And I have nothing further.

17:29

Thank you guys for your time.

17:31

And thank you, everybody, for showing up.

17:34

Okay, thank you.

17:35

That's very informative.

17:36

Any anyone else?

17:39

Chair Pulson, I have a uh follow-up on our workshops that we did for our general plan.

17:45

So we did the three-day workshops for the general plan uh listening, and we had some really good turnout uh at the first event.

17:53

We had at least 15 people, half those were staff.

17:57

So the second workshop were all staffed, that was nine.

18:01

But the third workshop, which was uh up at the Roberson Ranch area.

18:06

We had a a sign up, I think of like six, and then we had a turnout of 53.

18:12

So we had a definitely good turnout on that one.

18:15

And more importantly, if you have not had the opportunity to participate in the workshops, we now have that all virtual.

18:24

I'll be sending that out to you via email so you can participate in the workshops and add that your comments to those as commissioners.

18:32

I do truly encourage you to participate in those workshops and to forward them on to your friends.

18:40

You can easily access those workshops from our website on the main page under the first little bubble.

18:47

It says general plan.

18:49

You click on that, and I'll say virtual workshop.

18:52

You click on that, but I'll give you guys a shortcut link right to it.

18:55

So have the opportunity to do that.

18:57

So we had a really good turnout.

19:00

Um, as I've said before, uh average by population, uh you know, you get anywhere from two to five percent total of the population.

19:11

Uh Eloy, if you take out the prisons, we are croaching up on a four percent to a five percent, and we're only halfway through.

19:20

Um, so we're it's it's a good input session that we have and the participants taking place.

19:27

We have some future uh additional workshops coming up in October, and we also have some additional events that will be out seeking the input of the more local residents downtown in the Eloy proper area.

19:45

Um because it's good for us to get out there and get their input too.

19:49

They seem to participate more in those events than come to workshops.

19:52

So, for example, we had over 200 and some people participate just in the walk up tables, come in and provide input.

20:00

So on those, we're looking good.

20:03

Uh we were planning to have a planning commission next month on September 17th, as of right now.

20:10

That we are still planning on that.

20:12

Um, we'll have more information as we get closer.

20:16

But on that, Chair, that's all I have today.

20:19

Thank you.

20:20

Okay, thank you.

20:21

That was informative as well.

20:22

Appreciate it.

20:23

Anyone else have something they'd like to share?

20:30

Doesn't look like it.

20:32

Okay.

20:33

Um, well, I would just like to wish Mr.

20:35

Simer a great vacation next week.

20:38

I'm not sure where we're going, but I'm sure it's gonna be cooler than here.

20:44

All right, very good.

20:45

All right, so with that, I would like to uh uh solicit a motion for adjournment.

20:55

I move for adjournment.

20:57

Do I have a second?

21:00

Second, second.

21:02

Okay.

21:03

We have a motion to adjourn and a second.

21:06

All in favor.

21:08

I all opposed.

21:11

Okay, this meeting is hereby adjourned.

21:13

Thank you very much.

21:15

Thank you, everyone.

21:16

Thank you, everyone online.

21:19

Good night.

21:20

Thank you.
