So that comes to Mayor's announcements.

And you know your mayor.

He loves his announcements.

On Thursday, October 2nd, Finance Director Brian Wright and myself attended the woman in transportation fundraiser.

As someone who has spent four decades in the transportation industry, it was inspiring to see so many talented and women thriving and leading in what was a once very male-dominated field.

The future of transportation is cool in capable hands.

Then on Saturday, October 4th, I had the honor of attending the Panel County 150th birthday celebration in Florence.

It was an incredible event, a true celebration of everything that makes Pennell County special.

We gave out light up sunglasses to all the kids.

It was just such a hit.

So with that again, thank you all.

Then on Friday, October 10th, Chief Ben Alice and I joined others to help judge the homecoming parade right here on Main Street.

We had over 20 floats this year.

We even had two horses and yes, a fire truck.

Thank you, guys.

Later that evening we gathered at the football game for the homecoming King and Queen announcement.

As always, it was a great night for Eloy.

But it was a tough week for our dust devils, again.

But I will commend the players and staff for improving as they have each week, and that dedication builds character, and that's really what we want to do with these sports is build the character.

And lastly, along with other council members present tonight, we attended the 5K heroes against Hunger Walk right here at Eloy.

And a big shout out to the Sparrow campaign for putting together such a well-run event for an amazing purpose.

The weather held and we finished without getting what that was a good thing.

So with that we have a proclamation.

Yeah, this proclamation is for fire prevention month.

Which actually means a lot to me.

I'm the son of a career firefighter from New York City.

My dad did 25 years as a New York City firefighter, so that's I've always been front and center in that field, and this means a lot to present this to you guys.

So when you're ready.

Yes.

Proclamation Office of the Mayor, whereas the City of Eloy is committed to ensuring the safety and security of all those living in and visiting Eloy.

And whereas fire remains a serious public safety concern both locally and nationally, and the presence of lithium ion batteries in many household devices introduces unique fire risks.

And whereas most of the electronics used in homes daily include smartphones, tablets, laptops, power tools, e-bikes, e-scooters, and toys are powered by lithium ion batteries, which, if misused, damaged or improperly charged, can overheat, start a fire or explode.

And whereas the National Fire Protection Association reports an increase in battery-related fires, underscoring the need for public education on the safe use of lithium-ion batteries, and whereas residents should follow three key safety practices, purchase only certified products, charge batteries safely, and recycle them responsibly to prevent battery-related fires.

And whereas lithium ion batteries store a large amount of energy in a small space and in proper use, such as overcharging, using off-brand chargers without safety certification or exposing batteries to damage can result in fire or explosion.

And whereas the proper disposal and recycling of lithi lithium ion batteries help prevent environmental hazards and reduce fire risks in the home and community.

Whereas Eloy five first responders are dedicated to reducing the occurrence of fires through prevention, safety education, and community outreach.

And whereas the twenty twenty five fire prevention week thing charge into fire safety, lithium ion batteries in your home serves to remind us of the importance of using charging and recycling lithium ion batteries safely to reduce the risks of fires in homes and communities.

Now therefore I, Andrew Sutton, mayor of the City of Eloy, do hereby proclaim October twenty twenty-five as fire prevention month and witness whereof I have hereunto set my hand and cause the seal of the city of Eloy to be a fixed this thirteenth day of October in the year of our Lord two thousand twenty-five.

So with that now, we'll go into council member announcements.

Um as v fortunate in uh my position here to uh coordinate a meeting on September twenty-ninth with our new exceptional health hospital um and connecting with our behavioral health agency here in Eloy, Penales County Council, as well as the Pineau County Public Health uh Community Services Director.

It was a really good meeting.

I think that's gonna make a great partnership for all those involved.

I I even learned that like uh exceptional health will be giving out free uh physicals once school started for all athletes, um, and providing other services as well.

They'll be able to work hand in hand on immunization with the health department uh when school starts up again and just a lot of great great partnerships and I was h I was fortunate and happy to connect the two of those the three of those agencies together.

Um also re attended Penell Partnership um on Friday the third, which was about water, which I learned I have a lot to learn about water, it's a big issue.

Um and we just need to make sure that we are advocating for our city.

When everybody else is looking to take their share of the water.

Excuse me.

As in the past, you know, the the big guns like Maricopa County and Pima County usually get to strong on arm their ways in to be able to make sure they're getting more than their share of water.

But we need to make sure that we're out there fighting for our community as well.

Also, congratulations to uh community services on the yard sale.

Job well done.

Um I was able to get out there and and meet with people and sell a few of my clothes that no longer fit me, and did very well, I must admit.

And you know, that the staff out there does a wonderful job.

The park looked beautiful, it was comfortable.

It was a beautiful day under the shade.

Um, so good job to them.

Um, again, as the mayor said, congratulations to our staff on the 100th and 50th booth.

You know, I agree 100% with the mayor.

Our staff did an exceptional job.

Um, and then I by chance uh fell into an open house on the 10th here in our community room for the solar project that was coming up, which again reminds me that I need to go spend some quality time with Kyle and find out why I'm not getting my emails.

So, but it was really nice to talk to them and see their project and their plan.

And I was just fortunate to be here at City Hall, and they were having their open house.

Well, Mayor, I did attend the Penelope meeting, learned something about water.

I had to leave a few minutes early, so there's a few things I did miss, but I it was nice being back since I don't get very many Fridays to attend.

Well, his homecoming, so I got to see a lot of people on you from back in the days.

Um the game, unfortunately, did not go our way.

And then, like you, I participated in the 5K since hunger does not tend to take any time off.

No holidays, no weekends, no nothing.

It's there.

So doing that with the potential of rainfall made it even better.

So it's nice.

And I understand it was very successful.

Um, yeah, I've got one announcement.

Um, I just wanted to let the public know that the United States Parachuting Association national competition is coming up this month.

It starts October 15th and it goes to November 1st.

Uh, people from all over the country, top skydivers will be competing in various disciplines for gold, silver, and bronze medals, and the top winners will be eligible to attend the skydiving world championships in 2026.

So come out and check it out.

Okay, a couple of things from me before we jump into some other uh presentation for an excellence of financial reporting and the police chiefs briefing.

Uh, as mentioned, you know, we have some additional stuff coming up this week.

Wednesday at 5 p.m.

is the joint planning and zoning in city council member special session to kick off the air park master plan.

Uh very similar to what we did with the general plan.

So those who can make it out, we welcome you and look forward to that meeting, and then their meeting, the planning and zoning commission will follow directly after that at six o'clock.

But also that night is the national night out, 5 to 8 p.m.

on that Wednesday, this Wednesday at Truckle Park.

So the police will have a bunch of activities happening in Truco Park for the National Night Out.

Please come afterwards and join for the that fun and festivities too.

So that'll be a fun one.

And then this Saturday, we have the Eloy General Plan mapping the future event from 10 to noon at Robeson Ranch.

This is one of two events that's happening.

The second event will be Wednesday, the 22nd from 5.30 to 7:30 here at City Hall in the community room.

So encourage uh everybody to come out and participate in that.

That's gonna be a fun event.

It's always neat to map out what you envision the growth of Eloy to be.

Dan Simer and his team working very diligently with our consultants, Logan Simpson to make sure that this is a very successful event.

And we're working with our staff to get their input as well.

Many of our staff members are Eloy residents.

So next week, Wednesday, we've been inviting different departments to have their staff come and join us too with during special time so that they can provide their input and they get that chance and opportunity as well.

And then there's a lot going on in Parks and Rec, so please check the website.

We got concerts in the park, movies, scary movie night, and our famous Harvest Festival with the Trunker Treat Saturday, October 25th, 6 to 9, Main Street Park.

That's our big big event for trick-or-treating.

So please come out and do that.

That'll be great.

Lastly, on my list before we jump into the other items, is if you are interested, we're doing the adopt a street program this Saturday starting at 7 a.m.

at Shomway Park.

The City of Eloy has a stretcher frontier street from Sunshine to Pataglia.

And that's basically Sunshine to Circle.

So we're looking for council volunteers in my email from the weekly missive.

If you can make it, great, we'd love to have you.

And we'll pick out some trash.

Other than that, everything is going smoothly.

Um no other updates.

So I at this point I will turn it over to Mr.

Wright, our finance director to provide the presentation of the mayor and city council of the certificate of achievement of excellence of financial reporting for fiscal year ending June 30th, 2024, in recognition of the city's commitment and transparency and excellence in financial management and reporting.

Good evening, Mr.

Mayor, members of the council and the general public.

As a member of the Finance Officers Association, and also a member of the Government Finance Officers Association of Arizona, I'm pleased to present the certificate of excellence in financial reporting to the mayor and members of the council.

In order to be awarded this certificate of achievement, the city must publish an easy, readable, and efficient, efficiently organized annual comprehensive financial report that conform to the program standards.

The GFOA established the Certificate of Excellence in Financial Reporting in 1945 to encourage and assist local and state governments to go beyond the minimum minimum requirements of reporting for general accepting accounting principles to prepare a comprehensive financial report that evidence the spirit of transparency and full disclosure.

It is important to the GFO to recognize individual government entities that succeed in achieving that goal.

Reports submitted to the program are reviewed by selected members of the GFOA professional staff and the GFO's special review committee, which comprises of individuals with expertise in public sector financial reporting, includes financial statement preparers, independent auditors, academics, and other financial professionals.

The city has received this award for the last 13 years.

And so at this time, Mr.

Mayor, I would like to present you and the city council, the certificate of achievement of excellence in financial reporting.

You know, it goes a lot to have the support of the council to continue this and also with the city manager and and staff for it because this is something that's not recognized just only by my staff and the department, but I think as a agency as a whole.

So at this time, I'd like to present this uh plot to you.

And 13 years is quite quite an achievement.

It really is.

That's uh that's a nice run.

Well, I uh all I know is in this last year working with you and your your team there.

Next up, we have the chief of police providing his uh monthly briefing for you all.

Good evening.

City Council, Mayor, Vice Mayor, our assistant city manager, city manager, city attorney, and their city clerk and the members of the community.

Thank you for being here tonight.

I'm going to take a kind of different approach to our monthly report tonight.

Um, I feel we've been very, very busy um chilling dealing with challenges of staffing and what have you, and all the uh community events coming up.

So I kind of really want to take an opportunity to kind of be a best cheerleader for our police department tonight to let my guys know that I really appreciate everything they're doing, and the community know that the things that we're doing on a daily basis to keep the city safe.

Like I said, there's always honor to stand before you this evening and speak on behalf of the men and women of the Eloy Police Department, individuals who wear this uniform, not for recognition, but out of a deep sense of purpose and love for the city.

Each month I present you with our activity report, calls for service, investigations, and community engagement efforts.

But behind every number is a story.

Behind every call for service is an officer, dispatcher, or support staff member who steps forward in a moment of uncertainty to make someone's day safer, calmer, or simply better.

And behind every success is a comp is a community that continues to believe in its police department.

During the month of September, our department once again demonstrated professionalism, teamwork, and compassion under pressure.

We continue to build a department rooted in integrity, transparency, and service.

Every member of this organization, sworn or civilian alike, is dedicated to protecting Eglory and representing our community with pride.

Internally, our team continues to grow.

We've welcomed new officers from surrounding agencies, new recruits who are excelling through the field training program, and new professional staff who strengthen our operations.

At the same time, we've honored the retirement of one of our longtime employees, community service officer, Bill Labs, whose service and loyalty to this city is an example for all who follow.

Eight years with Edoy PD and over 40 years of total in law enforcement.

These transitions remind us that our department is not just evolving, it's maturing, improving, and shaping the next generation of public servants who will carry this police department forward.

We also recognize officers, Officer Jump and Corporal Gordon, whose courage saved a life earlier this year, men who stepped in without hesitation, performing CPR and using the AED to give a stranger a second chance at life.

Their actions were acknowledged and awarded by the Eloy Fire Department and the Eloy Police Department.

But more importantly, they reflect the quiet heroism that happens in this city every single day.

We also partnered with the Arizona Rangers during this during the annual fiestas, ensuring families can celebrate safely, and we proudly hosted our very first cops and clergy meeting, bringing faith-based leaders together under one roof to listen, share concerns, and build solutions together.

With the participation of the city manager David Malowitz and Councilman Michael Vodraska, it was clear that Eloy is building bridges that matter.

And we hosted a spay and their clinic in partnership with Penal County and Animal Care and Control because sometimes community service looks like helping both presidents and their former legged friends.

Operationally officers continue to serve with courage and resolve.

They responded to Sarah's incident in September, recovering firearms and narcotics from our streets, helping endangered residents find safety and resources, and investigating threats to our schools with urgency and zero tolerance.

They balance enforcement with empathy, showing that effective policing begins with respect and understanding.

There were moments of heartbreak too.

When two Polish soldiers tragically lost their lives in a parachuting accident, our department stood side by side with military representatives to ensure their remains were treated with dignity and honor.

Those moments remind us that while our community may be small, our actions reflect something much larger.

Our share of humanity.

And through it all, every call, every late night response, every unknown situation, our officers continue to step forward.

They do this knowing full well that law enforcement is not without its risk or criticisms.

They understand that the work they do sometimes will be judgments in fragments, but they show up anyway.

They stand in the gap between danger and safety, between fear and calm, because they believe in service.

Our officers are not perfect.

None of us are, but what defines them is our willingness to serve, their capacity for compassion, and our readiness to lay down comfort, time, and even their personal safety for the PP, the people of Eloy.

Every day they leave their families doing that.

Their work may take them into danger.

If they continue to serve this community with open hearts, professional wisdom, and the quiet currents that defines true public service.

Our dispatchers, record staff, and civilian employees are equally vital to that mission.

Their unsetting heroes, the voices that enter calls for help, the hands that guide our operations, and the backbone that keeps this department running day and night.

As we continue moving forward, our focus remains clear.

To serve E Lord with integrity, compassion, and excellence.

The progress we are making is measurable.

But the true impact is emotional.

It's about the sense of safety our residents feel, and the trust we are building, and the private is returning to the badge.

I want to thank the mayor, the vice mayor, and council for your continued support for allowing me the privilege to leave the department.

Your trust enables us to grow, modernize, and keep evil PD moving forward.

Thank you for standing behind your police department.

Every word of encouragement, every handshake, every thank you, and every community event matters more than you might imagine.

It reminds our officers why they do what they do.

Two consider the adoption of resolution number two five-1634 authorizing the mayor to execute contract COE dash 2025-014, a site maintenance agreement with 301 AK8MELLC, a KIT Solar Development Developer Advantage LLC.

Steph.

The ordinance does require the property owner or the in this case the developer and owner of the facility to enter into a site maintenance agreement.

That means to ensure that the property is maintained in accordance with city code and landscaping is maintained in accordance also with city code and our code enforcement procedures.

Also, there is a $75,000 bond requirement due at the time of permit that the applicant in the city has agreed to.

That is the six-month maintenance agreement that would cover the cost of the city having to step in and maintain those landscaping if so the developer fails to.

So on that I have no other comments that the applicant is here for any questions that you may have, and I'll pass it back to the mayor.

Just uh I guess it uh curiosity before the construction starts, there's gonna be maintenance on a property.

Will that be outsourced?

Will they handle it themselves or who will be responsible for doing that maintenance?

Uh I would say the property owners are required to do that, although we are anticipating them to start within the next week or so.

I just had a question.

Is this is this like a typical maintenance agreement?

Are you all the developments?

Are you requiring them to have a similar type of maintenance?

And isn't uh mayor members of council and it is a requirement of the city code.

So this is our first time that we've drafted it in conjunction with the city attorney and the applicant's attorney, so it does reflect the code requirements.

So unless there's any type of minimum minimal modification, I don't see this type of agreement changing with the other solar facilities other than the cost for the six-year uh the six-month bond.

So that bond is good for the life of the project.

That is correct.

And we ensure that that bond stays current.

And then who is responsible for the dust that's going to be generated from the construction and then any dust after construction?

It's a good point, Mayor members of the council.

The the dust control is regulated by Pennell County, and the applicant is required to get a dust control permit, which they have submitted to the staff as part of our review right now.

They are required to maintain uh 100% compliance with that, or otherwise they'll be fine by Pennell County.

Afterwards, um it's still a dust control issue.

Pennell County.

So the complaints go to Pennell County or they come to the city since it's in the city limits.
