Discussion Items

• Request for 12‑Month Time Extension – Vista De Picacho Preliminary Plat (Case No. PP2022-009.E2): The applicant, Christina Dong (Vista De Picacho LLC), requested a 12-month extension for a preliminary plat of 365 residential lots, originally approved in 2023 and previously extended to November 22, 2024. She cited a softened market, high interest rates, and ongoing efforts to form a revitalization district. She noted the company has spent $500,000 to get the plat approved. Community Development Director Dan Symer recommended the extension but noted that after this extension, no further extensions would be granted due to upcoming subdivision code updates. Councilmembers discussed the risk of expired plat, fees, and the option for another extension if code updates are not completed within a year. The applicant expressed concern that without flexibility, developers might be discouraged. Councilmember Rodraska made a motion to approve the 12-month extension, with the option to apply for another extension if the code updates are not completed. The motion was seconded and passed unanimously (7-0).
