- 2026 Council Meeting Dates (Item VIII-C): City Clerk Celine Kidwell presented the proposed 2026 regular meeting calendar (second and fourth Mondays). Staff recommended canceling the July 27, 2026 meeting due to low business volume and the August primary election. The council agreed to approve the calendar with flexibility to adjust holidays (moving to Tuesdays if needed) and to cancel both December 21 and 28 meetings for holiday closures.
- Resolution 25-1638 – Vice Mayor Appointment Rules (Item VIII-D): Stephen Cooper presented a resolution to amend Section V of the City Council Rules and Procedures to allow a vice mayor to serve two consecutive one-year terms, then be ineligible until one term (two years) passes. The effective date was set retroactively to December 1, 2025. Councilmember Rogerska raised concerns about changing rules on short notice and noted the original rule from November 2019 (non-consecutive terms). Councilmember Schneider supported the amendment but requested future rule changes be made well in advance. The resolution passed 7-0.
- Appointment of Vice Mayor (Item VIII-E): Mayor Sutton called for nominations. Councilmember Garcia nominated Michelle Tarango for reappointment for a one-year term effective December 1, 2025. The motion was seconded and passed unanimously (7-0).

Mayor, when you're ready. Thank you, Madam Clerk. Good evening, and welcome to the Eloy City Council meeting. Tonight is Monday, December 8th, 2025. The time is 6 p.m. May I have a roll call, Madam Clerk? Councilmember Rogerska. Present. Councilmember Curtis. Here. Here. Councilmember Schneider. Here. Councilmember Garcia. Present. Councilmember Galindo. Here. Here. Now if we will rise for a moment of silence and the pledge of allegiance led by Councilmember Snyder. I pledge allegiance to the flag of the United States of America. And to the Republic for which stands one nation under God. With liberty and justice for all. So that brings us to public appearances. Those wishing to address the city council may do so by signing a form provided by the city clerk identifying the topic or agenda items and actions as a result of public comment regarding non-agenda items. We'll be limited to directing staff to study the matter or researching the matter for further consideration at a later date. Speakers shall be limited to three minutes, and I have one person on the appearance. Please state your name and the city and where you live and have your three minutes. We own a 20-acre commercial property that allows for community playing fields, community recreation center, religious assembly, parking lot retail general. We've been operating as a community recreation center for the last five years. And we'd like to invite the city council and all the uh members of the community here to come visit us this Sunday at 2 p.m. We'd like to have lunch up there, and we have several members of community uh Mexicans and uh Spanish and uh Mediterranean different types of food. So we encourage everyone whoever can make it Sunday at 2 p.m. to come and visit us. And we have a community center. And every Saturday we meet all the children from the community from Eloy, from Casa Grande, from Arizona City, Tucson, all the children they come and play, study and enjoy. We have several activities, including we have we do eventually we're going to have free medical examinations and career training and several other things. As I mentioned, we own another property which is right next to it, another 20 acres. And we already talked to Dan Simon regarding that one. We'd like to go ahead uh we'd like to go ahead um build acre lots as a time and community for people who have a lot of money. So they can build uh farmhouses and acorlots. And we own the property right next to the Eloy City uh um cemetery. Most probably that's where I'm gonna be buried and my family. So we own that place and we already find the county to get the zoning for uh get the permits for the um for the cemetery. And we also have another property we'd like to go ahead and communicate to the city and uh not have the city uh attorney keep suing us, taking us to the court for uh absolutely like ridiculous reasons. Uh we strongly encourage anybody who can make it. We would love to have you guys come as uh our uh uh captain came last month, and uh we will go ahead and be very good host. We'll be very gracious and we'll provide you lots of food from different countries, and we'll have uh a lot of Mexican people and I mean Spanish people are Latino people, and we'll have some of the people that work at the prison system, and we have me and my family, my children, and you get to meet all of us and see the community center and see how we can contribute to the society itself to the city of Illinois. And I'll start be planning to build all the um community center and mosque and church and also the accounts. This is all within it was about 160 acre development. So it's not that far, and it's only about five minutes drive from here.
