This meeting of the Eloy Planning & Zoning Commission was held on December 17, 2025, at 5:15 PM. - Case No. PP2025-001: Sunshine Industrial Park – A request by Rose Law Group, PC, on behalf of WSI Development Sub, LP, et al., for a 26-lot subdivision on approximately 148.36 acres with Light Industrial (I-1) zoning. The commission noted a correction: the adjacent property described as "executive health care" should be "exceptional care."
- Case No. RZPAD2025-003: AZ Skydive – A request by Jessica Sarkissian, of Upfront Planning & Entitlements, LLC, on behalf of LLSS, LLC, et al., to rezone approximately 76 acres from Light Industrial (I-1) and General Industrial (I-2) to Light Industrial (I-1) with a Planned Area Development (PAD) overlay. The commission noted the correct name is "Skydive Arizona" and that the staff report omitted the fiscal impact statement (staff stated no fiscal impact is anticipated).
- The consent agenda was approved unanimously with those corrections.
Public Comments & Testimony

- During the public hearing for the Eloy 310 item, Julie Vermillion of Coe & Van Loo Consultants presented the proposal on behalf of TES Farms. No opposition was voiced from the public. Commissioner Crawford raised concerns about traffic congestion on the two-lane bridge over I-10 at Sunland Gin Road, noting it is already at capacity. Staff and the mayor responded that a study of the interchange has been petitioned to ADOT through the Sun Corridor.

- General Plan Update – Mapping the Future Outreach Summary – This item was continued to the next Planning & Zoning Commission meeting due to scheduling conflicts.
- Case No. GPA2024-005 and RZ2024-004: Eloy 310 – A request for a major General Plan Amendment on approximately 310 acres (from Community Commercial and Light Industrial to Mixed-Use) and a rezoning from Single-Family Residential (R1-12) to Light Industrial (I-1) and Multiple Family Residential (R-3). The site is located approximately 1,237 feet east of the northeast corner of North Sunland Gin Road and West Shedd Road. The applicant stated the existing patchwork of designations would be better served by a cohesive mixed-use designation, and that the proposed zoning would provide a transition to adjacent residential and industrial uses. Preliminary sewer and water layouts were presented. The commission discussed the need for road improvements, particularly Shedd Road, and the anticipated development impact fees (approximately $2 million for public safety, $3 million for parks, and $3.5 million for roadway improvements). The motion to approve with staff conditions passed unanimously.
