Okay so I'm opening the public hearing all right good evening uh chairman members of the commission uh I'm Julie Vermillion with CBL Consultants located at 4550 North 12th Street in Phoenix thank you for hearing our case this evening um as you mentioned this is the test Eloy parcel rezoning a major general plan amendment since you've seen this presentation before I'll be brief and keep it to the key points uh out of respect for your time all right and as you know it's an approximately 338 acre development um located there at the northwest corner of Patagonia at 11 mile corner uh as I mentioned we had the neighborhood meeting and we haven't received any opposition or concerns regarding this proposal that existing land use um is a patchwork of different land uses consisting of general industrial and medium density residential um as you can see on the map it would be hard to develop the site in exactly this pattern so we're proposing a modification to overall mixed use for the flexibility to design the site with the um master plan that makes more sense for this area the existing zoning is that R112 as mentioned that's 12,000 square foot minimum single family residential lots which doesn't make a whole lot of sense next to a wastewater treatment plant uh that sound industrial and uh fronting on that frontier road across from more industrial use so we're proposing a um rezon to NU mixed use PED with a portion of R3 um PAD adjacent to uh the planned residential areas to the east and we believe that this would be much more suitable for a site that's constrained and in the location that this one is this is our conceptual water layout um you can see there's water connection plan from the east and west and of course this sketch is fully conceptual um pending the end user so this is just an idea of what could be developed within the design standards and guidelines and intent of this PAD

And I'll just briefly touch on a few benefits of this proposal.

Um per the current development impact fee schedule and estimated ultimate build out, it would be approximately three million would be anticipated towards parks funding, approximately 3.5 million towards roadway and approximately 2.5 million towards public safety.

Of course, these are just estimates and subject to change.

But this proposal would establish zoning for those commercial opportunities to support growth and economic development, potential for retail restaurant and other commercial services, along with job creation in that um lighter industrial business park office areas that will support more um economic growth and employment in this area, along with that portion of supporting residential use on the eastern side.

And of course, using primarily uh an industrial and office development would be uh a greater uh reduction in the water use for the development.

And of course, our master plan will contain parks and open space areas for everyone to enjoy, seating roads, picnic areas, and trails.

We have a planned trail along frontier road, a planned trail between the industrial and residential land uses to create a buffer and transition between those uses, and of course, we'll have improvements on the perimeter roadways with attractive streetscapes, bike lanes, sidewalks and trails, additional landscape buffers, and then of course potential contribution to um traffic control if it's warranted by analysis uh and approved by the engineer.

It's a request by Don Louie Fontana CP of Boomer on behalf of a city of Eloy for a minor general plan amendment from light industrial to commercial community commercial and high density residential and an amendment to the zoning map from low industrial home and low industrial home with the innovation overlay to general commercial C2, multiple family residential R3, with a planned area development overlay or PAD, and multiple family residential R3 with a planned area development overlay and the innovation overlay.

So this project uh came forward.

It's actually city-owned property, and it came out as an RFP in 2024, and our client, uh Eloy Community Development Partners, was uh successful in negotiating with the city on this.

So as part of that process, we're going through a minor general plan amendment and also a rezone on the property.

Um right now, so I'm just gonna go ahead and go through this and talk about some of the reasons why I um I think this is a really good corner and why I think it's gonna be very beneficial to the city.

So the city has uh many things going for it, as you know, right?

So you're very strategically located between Tucson and Phoenix.

Um you the economic development department uh is very forward thinking about trying to add commercial components to it as well as additional rooftops for that.

So this particular site, we're really looking forward to the future with Eloy.

Uh we're generating a sense of community and we're incorporating building opportunities as part of that.

So why this project?

It's very close to your historic downtown.

23:21

Uh it's situated uh on what's going to be a future transportation corridor when Houser Road goes through from SR87 to 10, and it's really going to be a very focal point for the community as well as a gateway gateway into both the downtown and continuing areas.

Um we are able to provide water and sewer for this.

23:42

There's capacity at the treatment plant.

23:44

Uh we're working with the city on uh extending the sewer underneath the canal to the other side of uh the canal in order to open up that particular area.

We're also in a good situation right now.

They're anticipating late 2026 and early 2027 as the housing market kind of rebounding with uh decrease in interest rates, and so it's really the time now to be planning for those opportunities for building in 2027.

Um and so we've already done a market use study on this site.

Uh it was done by Elliott Pollock's group, and it it took into account what this 80 uh 79 acres could be uh from a commercial, what would be a really good fit and really benefit the city as part of that so the residential needs are companies want to move to where there's housing for their employees.

If there's not that opportunity, they're going to move on to the next town.

So this particular project brings forward a diverse set of uh residential needs.

We have some single family, we have some multifamily, and we have what could either be a town home or a or a patio home or something along that line.

So part of our whole thing is we're really addressing kind of that mixing uh missing middle component of it.

Eloy has a lot of single family development, but they don't really have anything that fits that gap, but there's still a single family component of this project.

So the commercial vision for this is the hard corner right at 11 mile and houser road is anticipated to be commercial.

Uh part of that market study looked at things like uh I think a grocery store is really need it, some retails, some self-storage.

We don't have necessarily an end user for those products right now, but that's why we've separated it into two different where you've got the residential component of the ask and the commercial component of it, so that that will remain that way.

So our request today is for a minor general plan amendment.

We're uh asking for a request to go from late industrial.

Uh there's actually two components of it.

There'll be a high density residential and a community commercial, and then hand in hand with that is the rezone application, which will be transferring it from late industrial to a multifamily residential and a general commercial district.

Uh within our PAD, we did specify ranges of uh how many acres would be dedicated to single family, how many would be to kind of that town home patio home type, or and how much would be towards multifamily.

We didn't say exactly so many acres because we want to have that flexibility for the future developers.

So here's some reasons to support this project.

We've already done a highest invested market study to kind of justify the uses that we're anticipating.

Uh well within the Sun corridor growth area uh by extending the infrastructure for water and sewer, uh realiging houser road so that it uh aligns with the east lake, that's that misaligned intersection.

Um will spark development.

Once you start to bring that, that will be able to continue the city's uh development north of the canal.

We're gonna be creating those new neighborhood routes by having these communities always separate the single family and all the way down.

We'll all be interconnected with each other.

And then finally, as this came as I mentioned before, this came forward as an RFP from the city, and we've worked really closely with city staff to kind of help bring that vision along over the last year and a half.

Because now if you live in Coolidge of Florence and you got to head to the 10, you can go right down 87 hit houses, go right across past your commercial area.

And and I think, and I think I know that the first phase of this project is to do the off-save improvements for the road.

I I do projects with him all over the country, and so he's really trying, you know, we workforce housing is different.

It used to be, you know, for folks that were living in the neighborhood that were first responders, but really it's 80% of the people now, you're they they can't afford where they live.

And so I know it's a passion of Steve's, but he won't be like the end uh builder for that.

So I know he's got folks he's chatting with, so I can't speak specifically to that.

It would be something that would come forward each project will come forward with its own site plan as it comes forward.

Uh as right now, no, uh, it isn't warranted to add another fire station because we are within the response zones.

Uh eventually, as these areas grow out and we continue to work with Eloy Fire District, there will be other fire stations needed.

Um that's a much later plan that we have to work on with them because they continuously assess response times because one of the biggest things that drives the fire departments and their their ICO ratings is response times.

So if their response times go bad, or not bad, but get out of norm.

Um that jacks up their insurance rates and ejects up all everybody's insurance rates, so they consolidate, and what's helpful with these type of developments is they're almost totally reliant on property taxes.

So unlike the city, they don't get any impact fees.

So as the property taxes go up, that it enables them to uh get more revenue to provide more services and as needed develop.

And much like the city, because they are a quasi-judicial, they're able to bond on those revenues.

So at this time we don't see an immediate need.

Uh I wouldn't doubt there probably will be one up in this area with the development of the air around the air park and West Toltec, and so eventually we'll probably see one in this area.

Uh, because that is a that area is a subdivision, a handful of subdivisions that were platted in the 63 to 73 that went, I don't want to say defunct, but they are part of the reason why we have federal and state level real estate laws today.
