Tonight is a very special night here at the City of Eloy Council Chambers.

We're here to honor the Robeson Ranch singers as they prepare to embark on a historic trip to Washington, DC, where they will perform on the stage at the Kennedy Center.

They will carry with them not only the spirit of America, but the spirit and pride of Eloy as well.

It is my pleasure to honor to welcome all of you, Robeson Ranch singers, here tonight.

The singers have graciously agreed to give us a little sneak peek into their repertoire for the upcoming trip, but before I ask them to come forward, I would like to read a few words that were provided to me by the singers themselves.

Concerts were then moved to the ropes and ranch restaurant.

Today the ropes and ranch singers have more than sixty members.

All ropes and resonance.

Each has very musical backgrounds, as do so many of the singers.

I bless you my call for the city to have.

And whereas on May twenty-fourth, twenty twenty-six, the ropes and ranch singers will have the distinguished honor of performing at the John F.

Kennedy Center for the Performing Arts in Washington, DC.

And whereas this remarkable achievement reflects not only their talent and dedication, but also serves as a proud representation of the city of Eloy on a national stage.

Now, therefore, I, Andy Sutton, mayor of the City of Eloy, Arizona, do hereby proclaim May 24, 2026 as Ropes and Ranch Singers Day in the City of Eloy, and encourage all residents to recognize and celebrate their accomplishments and wish them continued success.

And the rest of this meeting will be very anticlimactic.

Okay, that brings us still in item number five, which is May's announcements.

On April 30, along with other council members and city staff, I had the pleasure of attending the Eloy Chamber of Commerce luncheon.

Guest speaker was none other than our own city manager, McKenzie.

Nice job, Mac.

Your presentation on economic development was insightful, positive, and very well received.

And I noticed quite a few attendees were taking notes.

Which is that puts us on the map.

That really does.

People are really paying attention to the momentum happening here in Eloy.

Then on May 1st, along with council members and other Eloy dignitaries, we attended the ribbon cutting for Luke's House for Behavioral Health.

This is truly a beautiful facility, and one that is very much needed, not only here in Eloy, but in communities everywhere.

Mental health is an issue that affects so many families, and having quality resources close to home is an important step to helping people get support and care they need.

Congratulations again goes to Soneta and Leticia and everyone involved in making that project a reality.

Then later that same evening, the Eloy Chamber of Commerce hosted Cinco de Mayo celebration right here in the park.

Fantastic evening with filled with dances, music, a car show, attractions for the kids, and plenty of great food trucks, and it was our park looked fantastic yet again at another one of these events.

It really did.

And I Mr.

Anchondo, thank you.

Our park looked fantastic.

Everybody had a wonderful time.

And that's about it for the mayor of keeping it real short because we just had what we had.

Along with the chamber luncheon and the chamber cinco the Mayo and the Luke's house presentation.

I also want to thank the chamber and community services for taking advantage of that beautiful park that we have across the street and the beautiful evenings of weather that we've had because they're no longer here.

You guys have put on some great events, and it's been nice to be able to enjoy the evenings here in Eloy.

I also want to congratulate one of Santa Cruz uh Dust Devils, who thank you again to community services for uh during the the football camp.

They also did the signing of Dust Devil Daniel Contreras.

He received a scholarship to play football and go to get his college education at Knox College in Gallensburg, Illinois.

We're so proud of him.

And congratulations to Daniel.

Also on May 1st, I attended the Panell Partnership breakfast, which was a big event.

All the copper companies that have any kind of nearby or actual investments in Penau County were there.

Apparently, there's a vein of high-quality copper that goes right through Penau County.

And there's there was probably I want to say eight copper companies on the panel.

Some of the highlights I I sent the whole report to the city manager, and he can share some of the other things.

But one of the things was that copper is part of every part of our lives, and it's very important here in Panao County because copper is what helps build our infrastructure as we tend to grow and the lucid plants rely heavily on copper.

An interesting thing that I found out was that there are no smelters.

There's one smelter in the United States, and that's in Salt Lake City.

It doesn't have enough capacity to be able to process all the copper that it that is going to be mined out of this vein, going through Penau County.

So what they have to do is they have to uh process they have to dig the copper out, process it, put it on plates, and then they have to ship it overseas.

So they're exporting it overseas, having it processed in sh in smelters overseas, and then we have then we have to import it.

So I mean, we're double taxing ourselves on copper.

So that was it was a very interesting, very enlightening, and very educational breakfast.

Uh and then last, I just want to thank the ropes and ranch singers for bringing joy and spirit to our council meeting and our council chambers.

We don't really get that.

And I all the time.

And I want to thank you for sharing the love of living in Eloy to our and taking it to our nation's capital on this, the 25th anniversary of our nation.

So thank you for doing 250th.

Yeah, I only saw 25 in my head.

Yeah.

But 250.

Thank you guys for doing that.

Thank you for bringing spirit in love.

Eloy is a beautiful place to live, and I'm so happy that you were here to share that.

I'm gonna start by thanking the ropes and ran singers.

I like the little uh mob flashing guys did.

That was very enjoyable.

Um, like the mayor, I also attended the Luke House opening.

It is a item that we greatly needed, not just in Eloy, but Tri-Valley, or but even Pennell County.

So it's great to have them in our neighborhood.

And you're gonna find this, Mrs.

Mayor, a little enlightening, but I went to the sequel de Mayo Fiesta, and I was late.

You don't expect that out of me, right?

I was very late.

Uh but it was enjoyable.

The um the Marathi or the band they had out there was wonderful.

I only was able to catch a little bit of it, but I enjoyed that.

And at the last meeting, I forgot to thank Mackenzie and his crew for putting up the hospital signs on Sunshine on uh Sunshine Boulevard on the way in.

I've checked them both that day and night, and they're highly visible.

They'll help anyone coming off the interstate find their way into the hospital, which is wonderful.

It will not keep any tractor trailers from making a wrong turn.

So we do need to work on getting an alternative access to the hospital for those days.

I have two quick things.

I also want to thank the singers.

They brought back some memories.

I uh moved here in 2010, and I remember going to some of the first concerts, saw the warner sitting here.

I think he was one of the original, and some of the original concerts were uh partly barbershop quartet.

You remember that with the Elton's years ago, but it's really nice to see how they've grown and what they've uh become.

Uh they do these two concerts.

A lot of people don't realize this, but the music they perform they have to pay for.

You know, you just don't get this sheet music and sing.

So the the concerts they have, uh there's a fee, is I think it's like $10 or something.

It's pretty but anyway, that money then goes toward buying music they use uh for the concerts.

Uh the second thing I want to I also attended the uh chamber meeting, and in addition to what uh the mayor said the uh exceptional hospital also did a presentation, and I found that very enlightening, uh particularly on what kind of patients they will take, not take.

Uh one of the questions I had was if I have an emergency at home and uh the EMT show up to and I want to go to a certain hospital, which hospital they take them to?

And so there's a nice discussion about uh following their lead because they know what condition you're in, what the hospital can do, where they need to take you, so rather than take you down to exceptional and you're there and they have to transfer you.

So let the EMTs handle that.

But I thought it was a very interesting discussion about what the hospital is doing, the expansion they're uh undergoing.

So we're very fortunate to have that here.

Um way to kick way to kick that off.

One with the big flag, so you'll get to see old glory coming down.

That brings us to the city manager announcements.

And it's I was joking with Steve here.

It's like we should have just called the meeting after that because it's all downhill from here.

You know, you can't beat it, you know.

Just want to thank the uh Robeson singers for that too.

That was a fantastic uh little short concert you guys did.

I felt like I was in a Disney movie.

You know, I I wish I could sing that good, but I definitely cannot.

So uh for my updates, just got a couple of them here.

So starting first on Wednesday, May 13th and Thursday the 14th at City Hall, we are going to be having a hiring event for a new industrial user that's coming into the city of Eloy.

It's uh Freeburg Industrial Fabrication.

So they're a metal fabrication company out of Escondido, California.

They're gonna be relocating here to Eloy, Arizona, and be hiring about approximately 200 employees uh for their city of Eloy site.

So they're hiring a variety of positions from electrical, mechanical, and skilled assemblers, certified electricians, shop managers, HR staff, they pretty much need everything.

And so that's gonna be all-day hiring event on the 13th and 14th here at City Hall in the community room from 9 a.m.

to 3 p.m.

And they have great benefits, competitive pay, health insurance, PTO, uh 401k matching, and overtime opportunities.

So if you're out there, you're listening to the council meeting, you're looking for a career opportunity or maybe just a change, uh, definitely come down at Eloy City Hall and check that out.

Uh the next update we have is on May 18th and 19th next Monday.

We have the budget work session.

So I'm sure everybody's probably up to their ears in budget.

I know I've been in meetings the last few weeks.

Brian has been in well, and uh this is gonna be our last uh basically work session before we approve the tentative budget.

So really looking forward to that meeting.

Um it's gonna be taking place on May 18th, starting at 5 p.m.

So if you're interested to see kind of how the budget process has been going over the last several months, make sure to tune into that meeting.

Usually we slate two days, but we generally finish it within that first day.

It'll be about a two and a half to three hour meeting.

The third item we have is also the adoption of the general plan.

So, as everybody knows that comes to any of our meetings or attends any of our community-wide events associated with the general plan.

We've been going through this effort the entire year with our consultant Logan Simpson.

They've been coordinating with our community development director Dan Simer, and this is pretty much the last hurdle.

This is gonna be the adoption of the general plan, basically wrapping up the final rendition of what the plan's gonna look like prior to it going to the voters in November.

So definitely come and attend that session.

It's gonna be a special meeting on June 1st at 6 p.m.

Very excited for that.

And then the last update that I have again, I hope this is something that community members never need to take advantage of, but if you do, it's a great asset.

So the Eloy Police Department is actually going to be releasing a new software, it's called Veris term, community connect launch.

And essentially what it is when you call in for any kind of event that takes place, you're calling in for service from the 911 call.

It's going to track your number and then it will provide you updates based on what goes on throughout your case from when you call the investigation updates, the due judicial proceedings all the way to incarceration and release and parole.

So not only is this gonna limit the need to constantly call the police department asking for updates, you're gonna be able to get those text updates directly to your phone, and it's an awesome feature.

Again, I hope nobody ever has to utilize that feature, but if you do, it's really awesome.

And so our PD is gonna be releasing some information on that tomorrow in their public release, and then we're hoping with no hiccups, it's gonna be launching next week on the 19th.

So very excited about that.

And then obviously, council member Curtis already did talk about the Memorial Day event.

It's gonna be taking place at the uh cemetery next Monday or Monday, the what is that?

The 20, yeah, the 25th.

And it's gonna be 9 to 10:30 a.m.

And so that's a great event.

We do it every year.

We host it with the chamber, and so you know, I know I'll be there.

A lot of our council members will be there, so looking forward to everybody participating.

That brings us to item number seven.

Business possible discussion and/or action on the following item A.

Consideration and possible action to approve the second amendment to the purchase and sales agreement, PSA with Eloy Community Development Partners LLC and the City of Eloy for the purchase of 81 acres of city-owned property located northwest corner of Houser Road and 11 mile corner.

Thank you, Mr.

Mayor.

And staff recommends that the mayor and council approve the second amendment of the purchase and sales agreement with Eloy Community Development Partners for the purchase of 81 acres of city owned property located at the northwest corner of Houser Road and 11 mile corner.

And uh I'll try to make this short, but um as you all may recall, back on February 23rd, we approved the first extension of the feasibility period, and that went through May 18th.

Obviously, we're bringing this forward.

We've been coordinating with the Eloy Community Development Partners.

Faye is here representing them today if you have any questions related to it, but we've actually had pretty much weekly meetings associated with this project since that extension period.

Um this amendment is essentially gonna just give us more time to finish the feasibility, the entitlements and things that they need uh to get done associated with the project.

As I stated at the previous meeting, there are some infrastructural challenges that we identified as we continue to work through this process uh with the client.

And the amendment also revises the deposit and the escrow provisions by clarifying continuing deposits will only occur during the feasibility part uh during the feasibility period and the scheduled closing date uh and not during any of the approved extensions.

So that's one of the primary alterations is that prior to this amendment being approved, they would have occurred every 90 days.

This is only going to be applicable during this first extension period.

Any extensions after that will not trigger the additional $10,000 deposits, and I'll get into the reasons for that later on.

Uh the revised close of escrow date that we would be requesting is for November 19th, 2026, and this has been in coordination with their team.

Uh we think we're pretty close to getting the DA wrapped up.

We have a few more comments we need to finalize on that portion, and then also the zoning case that's going to be approved through the um P and Z.

And so additionally, one of the other alterations is that we want to have a provision in there for the 60-day extension period options.

So those were included in the original PSA, but it did require council approval.

Um we want to make it so I have the administrative authority to approve those contract extensions.

Otherwise, I'm gonna have to constantly come back to you guys if we exceed that.

Uh we're not giving them additional extensions, it's gonna remain in that original threshold of three extensions for 60 days.

It would have to get written approval for me, which when it happens, I would make sure that I notify council that it's happening regardless.

Um, outside of that, nothing structurally changes from a fiscal standpoint.

Uh the amendment does not change the total amount that's available with that 1.486 million for the property.

Um the biggest thing is just if they exercise all of these extensions, do we lose a few thousand dollars?

Yes, but at the end of the day, it's that's not the purpose.

The purpose is we want to get the development that we want.

We want to provide that flexibility of being a good partner with them, and they've invested considerable capital up to this point.

They're committed to the project.

We've gotten a list of basically all their professional fees from due diligence, surveying, legal fees, acquisition costs, and they've already invested over a million dollars.

So we're willing to coordinate with them.

We're all working towards making sure this can get approved, and then once it is, hopefully we'll have a pretty awesome mixed-use project on the way.

But if you have any questions related to the amendment, we're seeking approval of that, and then if you have any questions for Faye, she's here to answer those as well.

I noticed looking at the map, part of the section is the manufactured homes is okay.

A couple of years ago, I think I may have been on planning and zoning, but we reviewed our manufactured homes uh ordinance.

Uh we may want to take a look at that again before this this gets too far down the road before the Nobody gets caught.

So maybe uh if you could to have staff look at that and see if there's any uh changes we would make to it before since this includes part of the manufacturer homes.

Yeah, absolutely.

And part of the development agreement is actually gonna go into that, not as in depth as kind of Dan's process, but it will address some of the requirements associated with the manufactured homes.

Adoption of resolution number 26-1658 authorizing the submittal of a grant application in the amount of $183,000 to the Arizona Department of Housing ADOH for fiscal year 2025 state housing trust funds committing $75,000 as leverage, authorizing the city manager to sign all documentation necessary to these grant funds, Mr.

Wright.

Yes, Mr.

Mayor, members of the council tonight before you said adoption of resolution 2616 58.

Um city's been applying for these home grants for probably the last 15 or plus years.

Um that will go in, and it's for low moderate um incomes around Eloy.

We have uh currently about 10 on the waiting list that we've been keeping up with uh making sure they're correct on their income, you know, verifications, they meet all the the guidelines, and so this is just a continuation of this program.

The 75,000 dollar leverage um gives us a little better chance of getting a grant.

This is a highly competitive grant throughout the state.

Um the 583 would be um approximately uh let me see how it written down probably about 30 a little over 30,000 in admin and the rest is construction, so it's like 550 and then 33,000 dollars is administration.

So that gets actually come back to the city for uh Brazade and Medina doing the grant administration.

The 75,000, what that would end up doing is that pays for uh Brian Teradoff, he's our program the construction specialist.

He makes sure all the houses are getting constructed, does all the building plans?

It's about 7,000 a house, and it goes to that along with some uh relocation for the homeowners that are that get their house knocked down and we uh get a place for them to rent during the time of the construction.

So that's what the 75,000 dollars would go to with it.

And then you know, just a little history on it for the last probably ever since about 2016-17.

We've done about 31 homes throughout Eloy through this grant process, uh, either through reconstruction or rehabilitation.

Uh we do partner um on homes with like Pennell County, they'll they'll come and say we'll pay for the air conditioner to help to have a stronger match on the or uh care or care to you know through that program.

Um Care to program, one of the questions I was asked earlier by one of the council members is can these pay for like just an air conditioner?

No.

This program is strictly for the rehabilitation reconstruction of homes on it.

But if if somebody is looking for something like that, um through uh let's see, I have through CARA, they actually have a home repair and weatherization service grant.

So we would end up pointing those people if they came and asked, yeah, you would want to go to CARA for that.

Um Pennell Cap Pennell County do some of their C BG programs and allocations.

They may, but it's through a competitive through the county wide on that.

But you know, some of these program has been good for homes uh throughout Eloy for those that qualify.

It's kind of hard that we've over the years we had about 35 people on the application waiting list.

But when we start every couple months to hey, go out there and recertify them on age or sorry, income and and talk to them.

They don't respond to emails, we go to the doors knocking on them to to make sure so they end up falling off the list and we move the next people up so we can continue with this program.

And so this is something that uh we come forward tonight to have this and then have the city manager sign the necessary documents upon that.

So we have 10 on the list right now.

Yeah, we have 10 on the list, and then uh that uh are the extremely low income.

We have uh she has about four that are very low, and then there's some there's about seven that are low, but the extreme low is the ones that uh give us the the greatest points and and stuff of that nature.

We have four identified to move as soon as we can.

We have four of them identified to move.

Uh we have four that either will be two reconstruction and two rehab on it.

So they've gone through, they've kind of toured the house.

Brian has, and they've identified them going, yeah.

This one is more of a rehab, this is more of a reconstruction.

Any questions from council?

So um Brian, so these are these are the homes that are the uh person that's being awarded this grant already owns the home, right?

And it's what's different about this is it's just a total rehab of the home that they already own.

Yeah, they have to own it and no liens, nothing on it.

So they actually they can't be a rental.

Yeah, it has to be their home on it.

Yep, and then the CARA assistance program is for those that just need assistance in repairing their home.

Do they have to own their homes as well?

Or do you not?

I'm not sure that's that's up to I don't know the cars on that.

Okay, but they have to meet the income guidelines as well.

Authorization to submit application and implement state housing fund projects, resolution number 26-1658, a resolution of the mayor and city council of the city of Eloy authorizing the submission of an application for fiscal year 2025, 2025.

State housing funds, which may include federal funding through the home investment partnership program or state housing funds, certifying that said application meets the communities of housing and community development needs and the requirements of the state housing programs and authorized authorizing all actions necessary to implement and complete the activities outline and said application and authorize leverage funds in the amount of 75,000 dollars.

Vera Canella, I am a resident of Robeson Ranch, and I am a Robeson Ranch singer.

And I am the tour manager, the tour coordinator for our trip that we're taking to Washington, D.C.

I want to personally thank the mayor and all of the council members from the time I told Andy that we were invited to Washington, D.C.

He was very excited and very supportive.

So we do appreciate your support for us.

We love our I Love Eloy t-shirts.

We will be taking these to Washington, D.C.

with us as well and taking some photos.

Hopefully, I saw Pennell Central was here today.

I've been bugging Pennell Central to come and cover this for a long time, so I did see that they were here.

So hopefully uh we will be in the newspaper for that as well.

Um but thank you so much.

And I do want to publicly say that this flash mob was the idea of the mayor.

Um he did ask us to do something like that, and of course we jumped right in.

Uh we were very happy to be here tonight.

That song, Why We Sing has never been sang in public.

It is kind of a secret song that we sing when we practice all the time, so no one has heard that yet.

So it was great for us to be able to sing for you tonight.

Um so thank you so much, and we look forward to Washington DC.

Watch for us.

We will be singing um at the Memorial Day Parade, uh, which is on May 25, Memorial Day.

We will be singing the first song that opens up the parade, which is nationally televised.

So we'll be singing the battle hymn of the republic, so watch for us there.

Uh the May 24th presentation at the John F.

Kennedy Center for the Performing Arts will be filmed.

We'll be able to see it later maybe on uh a local station, but nothing that's being um publicized for everyone to see.

Um but we are happy to be there among 300 other singers from all over the United States.

So for a little Eloy to be going to Washington, D.C.

is a big deal for us.
